{"id":13057,"date":"2023-07-13T03:35:47","date_gmt":"2023-07-12T22:05:47","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=13057"},"modified":"2025-04-01T23:59:02","modified_gmt":"2025-04-01T18:29:02","slug":"state-disaster-response-funds-sdrf","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/state-disaster-response-funds-sdrf\/","title":{"rendered":"State Disaster Response Funds (SDRF)"},"content":{"rendered":"<h2><strong>About State Disaster Response Funds:\u00a0<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<ul>\n<li>It has been constituted in each State under Section 48 (1) (a) of <strong>the Disaster Management Act, 2005.<\/strong><\/li>\n<li>The fund is the primary fund available with State Governments <strong>for responses to notified disasters.<\/strong><\/li>\n<li><strong>Funding Pattern:<\/strong>\n<ul>\n<li>The Central Government contributes <strong>75% to the SDRF in general States and 90% in North-East and Himalayan States.\u00a0<\/strong><\/li>\n<li>The annual Central contribution is <strong>released in two equal installments<\/strong> as per the <strong>recommendation <\/strong>of the<strong> Finance Commission<\/strong>.\u00a0<\/li>\n<\/ul>\n<\/li>\n<li>As per the guidelines, the funds are released on <strong>receipt of Utilisation Certificate<\/strong> of the amount released in the earlier instalment and receipt of a report from the State Government on the activities undertaken from SDRF.\u00a0<\/li>\n<li>However, in view of the urgency, these requirements were waived while releasing the funds this time.\u00a0<\/li>\n<li>The fund is to <strong>be used only for <\/strong>meeting the expenditure for providing immediate relief to the <strong>victims of notified calamities<\/strong> like cyclone, drought, earthquake, fire, flood, tsunami, hailstorm, landslide, avalanche, cloud burst, pest attack and frost &amp; cold wave.<\/li>\n<li><strong>Allocation <\/strong>of SDRF funds to the States is based on multiple factors like past <strong>expenditure, area, population, and disaster risk index.<\/strong>\u00a0<\/li>\n<li>These factors reflect States&#8217; institutional capacity, risk exposure, and hazard and vulnerability.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Q1)\u00a0What is a cyclone?<\/h3>\n<p>A cyclone is a weather phenomenon characterized by a large-scale circulation of winds rotating around a low-pressure center. Cyclones can occur in various parts of the world and are known by different names depending on the region.
