400;\">Recently, the Union Cabinet approved the \u2018Viksit Bharat Initiative for Statistical Transformation, Analytics &amp; Research (VISTAR)\u2019 Scheme.<\/span><\/p>\n<h2><b>About VISTAR Scheme<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">VISTAR <\/span><b>(Viksit Bharat Initiative for Statistical Transformation, Analytics &amp; Research)<\/b><span style=\"font-weight: 400;\"> is designed to <\/span><b>establish a dynamic, real-time<\/b><span style=\"font-weight: 400;\"> and future-ready official <\/span><b>statistical architecture<\/b><span style=\"font-weight: 400;\"> for enhanced timeliness, data granularity, interoperability with harmonised and AI ready datasets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Time Period:<\/b><span style=\"font-weight: 400;\"> FY 2026-27 to FY 2030-31<\/span><\/li>\n<\/ul>\n<h2><b>Components of the VISTAR scheme<\/b><\/h2>\n<ul>\n<li aria-level=\"1\"><b>Component 1: Comprehensive Statistical Operations and Strengthening of Ecosystem<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Ministry of Statistics and Programme Implementation of India (MoSPI) proposes conducting <\/span><b>59 surveys during the 16th FC cycle<\/b><span style=\"font-weight: 400;\">, as compared to 43 major surveys conducted previously,<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It will focus on the <\/span><b>end-to-end digitalization of statistical processes<\/b><span style=\"font-weight: 400;\"> and embedding Artificial Intelligence and <\/span><b>Machine Learning into regular workflows<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It is planning to <\/span><b>release new metrices<\/b><span style=\"font-weight: 400;\">, including the <\/span><b>Headline Index<\/b> <b>of Services Production,<\/b><span style=\"font-weight: 400;\"> the Index of Unincorporated Sector Enterprises.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Component 2: Support for Statistical Strengthening (SSS)<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Under this component, the <\/span><b>Centre will provide funds to State governments<\/b><span style=\"font-weight: 400;\"> to help transform the statistical capabilities of States and Union Territories through a redesigned, deliverable-linked framework.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The vision focuses on <\/span><b>building state-level capacity<\/b><span style=\"font-weight: 400;\"> to generate high-quality, granular data at the <\/span><b>district and other disaggregated levels,<\/b><span style=\"font-weight: 400;\"> developing indigenous data processing capabilities, and embedding data use cases into localized policymaking.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">MoSPI will provide technical support to scale up <\/span><b>generation of district-level estimates<\/b><span style=\"font-weight: 400;\"> and million-plus city level estimates in flagship national surveys (e.g., PLFS, HCES, ASUSE) as well as in <\/span><b>compilation of State\/District level GDP and State level IIP.<\/b><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Component 3: Economic Census (EC)<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">MoSPI will undertake the <\/span><b>8th Economic Census<\/b><span style=\"font-weight: 400;\"> (EC) in <\/span><b>collaboration with the States and<\/b><span style=\"font-weight: 400;\"> Union Territories in order to obtain granular data and activity details of all the non-farm establishments and workers hired down to the gram panchayat and ward
