Cabinet.\u00a0\u00a0<\/span><\/p>\n<h2><b>About CAPEX Support Scheme to Promote Critical Mineral Processing<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">It provides targeted <\/span><b>capital expenditure (CAPEX) support<\/b><span style=\"font-weight: 400;\"> for establishing <\/span><b>domestic critical mineral processing facilities<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><b>Time Period:<\/b><span style=\"font-weight: 400;\"> It will run for five years, from <\/span><b>FY 2026-27 to FY 2030-31.<\/b><\/li>\n<li><b>Nodal Ministry:<\/b><span style=\"font-weight: 400;\">Ministry of Mines, Government of India<\/span><\/li>\n<li aria-level=\"1\"><b>Objectives<\/b>\n<ul>\n<li><b>Promote domestic processing capacity:<\/b><span style=\"font-weight: 400;\"> Help set up <\/span><b>high-purity Lithium and Nickel processing plants.<\/b>\n<ul>\n<li><b>Lithium plants<\/b><span style=\"font-weight: 400;\"> will process ores and concentrates (excluding brines) into <\/span><b>battery-grade products<\/b><span style=\"font-weight: 400;\">, while <\/span><b>nickel plants<\/b><span style=\"font-weight: 400;\"> will produce <\/span><b>Class-1 nickel or battery-grade nickel sulphate<\/b><span style=\"font-weight: 400;\">, with cobalt recovery.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Build a resilient value chain:<\/b><span style=\"font-weight: 400;\"> Strengthen the Lithium and Nickel value chain by filling the missing link in processing.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Financial Outlay and Support<\/b>\n<ul>\n<li><b>Total outlay:<\/b><span style=\"font-weight: 400;\"> \u20b92,814 crore.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The scheme offers a <\/span><b>capital subsidy of 30%<\/b><span style=\"font-weight: 400;\"> of eligible investment for setting <\/span><b>up four processing plants.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">These include two Lithium plants of at <\/span><b>least 30 kt capacity<\/b><span style=\"font-weight: 400;\"> each <\/span><b>and two Nickel plants<\/b><span style=\"font-weight: 400;\"> of at least <\/span><b>50 kt capacity each<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Support is capped at \u20b9500 crore per Lithium beneficiary and \u20b9900 crore per Nickel beneficiary.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Selection and disbursement<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Beneficiaries will be selected through a <\/span><b>two-stage process<\/b><span style=\"font-weight: 400;\">: technical qualification followed by financial bidding.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Two beneficiaries will be selected for <\/span><b>each mineral based on the least-cost criterion,<\/b><span style=\"font-weight: 400;\"> prioritising bidders seeking the lowest government support.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Incentives will be <\/span><b>disbursed in three tranches<\/b><span style=\"font-weight: 400;\"> linked to the achievement of specified
