


{"id":13276,"date":"2023-07-21T09:03:12","date_gmt":"2023-07-21T03:33:12","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=13276"},"modified":"2025-04-02T03:04:26","modified_gmt":"2025-04-01T21:34:26","slug":"what-is-rule-267-in-rajya-sabha","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/what-is-rule-267-in-rajya-sabha\/","title":{"rendered":"What is Rule 267 in Rajya Sabha?"},"content":{"rendered":"<h2><strong>About Rule 267:<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>According to the Rules of Procedure and Conduct of Business in<\/strong> the Council of States <strong>(Rajya Sabha)<\/strong>, <strong>Rule 267 relates to the suspension of rules<\/strong>.<\/li>\n<li>It says, \u201c<strong>Any member may, with the consent of the Chairman<\/strong>, <strong>move that any rule may be suspended<\/strong> <strong>in its application to a motion related to the business listed before the Council of that day,<\/strong> and if the motion is carried, the rule in question shall be suspended for the time being;\u00a0 provided further that this rule shall not apply where specific provision already exists for suspension of a rule under a particular chapter of the Rules.\u201d<\/li>\n<li>Simply put, <strong>under Rule 267, Rajya Sabha MPs can submit a written notice to suspend all listed business in the House and discuss an issue of importance that the country is facing.<\/strong><\/li>\n<li><strong>A motion under<\/strong> <strong>Rule 267<\/strong> <strong>indicates that a matter was serious enough for the House to suspend its normal business to take it up.<\/strong><\/li>\n<li>The rule further says, &#8220;<strong>The Chairman alone has the power to give consent for moving of a motion for suspension of a rule,<\/strong> and it is for the House to decide whether a particular rule should be suspended or not.&#8221;<\/li>\n<li>Thus, it is the <strong>discretion of the Chairman to decide whether to allow a motion under Rule 267, <\/strong>as it states that \u201cthe <strong>consent of the Chairman&#8221; is required for a member to bring such a motion.<\/strong><\/li>\n<li>However, this <strong>rule does not apply where specific provisions already exist for the\u00a0 suspension of a rule<\/strong> under a particular chapter of the rules.<\/li>\n<li><strong>Who can issue Rule 267?<\/strong>\n<ul>\n<li><strong>Any member of the Rajya Sabha<\/strong> <strong>can issue a notice to the Chairperson<\/strong> for a discussion on any subject under Rule 267.<\/li>\n<\/ul>\n<\/li>\n<li><strong>When was Rule 267 last invoked?<\/strong>\n<ul>\n<li>The last time it was used was in <strong>November 2016, when the Upper House invoked Rule 267 to discuss demonetisation.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Q1)\u00a0What is Rule 176 in Rajya Sabha?<\/h3>\n<p>Rule 176 allows for a short-duration discussion, not exceeding two-and-a-half hours, on a particular issue.
