It is <strong>controlled by an officer<\/strong> of the <strong>rank of Director General of Police<\/strong> and is designated as <strong>Commissioner of Security.<\/strong><\/li>\n<li><strong>Headquarters: New Delhi<\/strong><\/li>\n<li>It has got four Regional Offices located at International airports i.e. Delhi, Mumbai, Kolkata and Chennai.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>Functions of Bureau of Civil Aviation Security<\/h3>\n<ul>\n<li><strong>Laying down Aviation Security Standards in accordance with Annex 17 to the Chicago Convention<\/strong> of International Civil Aviation Organization (ICAO) <strong>for airport operators, airline operators, and their security agencies<\/strong> responsible for implementing AVSEC measures.<\/li>\n<li><strong>Monitoring the implementation<\/strong> of security rules and regulations and <strong>carrying out a survey of security needs.<\/strong><\/li>\n<li><strong>Ensure that the persons<\/strong> implementing security controls <strong>are appropriately trained and possess all competencies<\/strong> required to perform their duties.<\/li>\n<li><strong>Planning and coordination <\/strong>of Aviation security matters.<\/li>\n<li><strong>Surprise\/Dummy checks<\/strong> to test the professional efficiency and alertness of security staff.<\/li>\n<li><strong>Mock exercise to<\/strong> <strong>test the efficacy of Contingency Plans<\/strong> and operational preparedness of the various agencies.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>What is the Chicago Convention?<\/h3>\n<ul>\n<li>The Chicago Convention (also known as the <strong>Convention on International Civil Aviation<\/strong>), <strong>established the International Civil Aviation Organisation<\/strong> (ICAO), a <strong>specialized agency of the United Nations<\/strong> charged with <strong>coordinating and regulating international air travel.\u00a0<\/strong><\/li>\n<li>The Convention was signed by 52 states on 7th December 1944 in Chicago, U.S., and <strong>came into effect on 4 April 1947.<\/strong><\/li>\n<li>It <strong>establishes rules of airspace, aircraft registration and safety and details the rights of the signatories <\/strong>in relation to air travel.<\/li>\n<li>The Convention also <strong>exempts air fuels from tax.<\/strong>\u00a0<\/li>\n<li>The Convention p<strong>rovided for the sovereignty of airspace above the territory of each state,<\/strong> <strong>together with five freedoms<\/strong> (later <strong>expanded to nine<\/strong> by the addition of four unofficial freedoms) which <strong>govern the freedom of states to operate air transport flights<\/strong> (including the carriage of passengers, cargo and mail) <strong>across, into and within the airspace of other states.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Q1)\u00a0What is the Directorate General of Civil Aviation (DGCA)?\u00a0<\/h3>\n<p>It is the regulatory body in the field of Civil Aviation, primarily dealing with safety issues. It is responsible for regulation of air transport services to\/from\/within India and for enforcement of civil air regulations, air safety, and airworthiness standards. The DGCA also coordinates all regulatory functions with the International Civil Aviation Organisation (ICAO).
