


{"id":14176,"date":"2024-03-26T08:48:57","date_gmt":"2024-03-26T03:18:57","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=14176"},"modified":"2025-04-02T10:57:21","modified_gmt":"2025-04-02T05:27:21","slug":"national-disaster-response-fund-ndrf","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/national-disaster-response-fund-ndrf\/","title":{"rendered":"National Disaster Response Fund (NDRF)"},"content":{"rendered":"<h2>About National Disaster Response Fund (NDRF)<\/h2>\n<ul>\n<li>It is\u00a0defined in Section 46 of the\u00a0Disaster Management Act, 2005.<\/li>\n<li>It is a fund\u00a0managed by the Central Government to\u00a0meet the expenses for emergency response, relief, and rehabilitation\u00a0due to any threatening disaster situation or disaster.<\/li>\n<li>NDRF is constituted to\u00a0supplement the funds of the State Disaster Response Funds (SDRF) in case of a disaster of severe nature,\u00a0provided adequate funds are not available in SDRF.<\/li>\n<li>It is\u00a0placed in the \u201cPublic Account\u201d of the GOI under \u201creserve funds not bearing interest\u201d. Since it is placed in the public accounts, the government\u00a0does not require parliamentary approval to take money out of this fund.\u00a0<\/li>\n<li>Eligibility:\n<ul>\n<li>NDRF guidelines state that\u00a0natural calamities of\u00a0cyclones, drought,\u00a0earthquake, fire, flood, tsunami, hailstorm, landslide, avalanche, cloud burst, pest attack, and cold wave and frost considered to be of severe nature by the Government of India (GoI) and requiring expenditures by a state government in excess of the balances available in its own SDRF\u00a0will qualify for immediate relief assistance from NDRF.<\/li>\n<li>The NDRF\u00a0also covers man-made disasters such as terrorist attacks, chemical or biological disasters, or nuclear disasters\u00a0as notified by the Central Government.<\/li>\n<\/ul>\n<\/li>\n<li>For availing the NDRF funds,\u00a0states are required to submit a memorandum indicating the sector-wise damage and need for funds. The\u00a0Centre, on its part, assesses the damage\u00a0and grants\u00a0the additional funds to states.<\/li>\n<li>The financial assistance from NDRF is for providing immediate relief and is not compensation for loss\/damage to properties \/crops. In other words, the NDRF amount can be\u00a0spent only towards meeting\u00a0the expenses for\u00a0emergency response, relief, and rehabilitation.\n<ul>\n<li>The NDRF is\u00a0not used for disaster preparedness, restoration, reconstruction, and\u00a0mitigation. These activities are funded by other schemes such as the National Disaster Mitigation Fund (NDMF), the National Cyclone Risk Mitigation Project (NCRMP), National Flood Management Programme (NFMP), etc.<\/li>\n<\/ul>\n<\/li>\n<li>Sources of Financing NDRF:\n<ul>\n<li>It is financed\u00a0through the levy of a cess on certain items, chargeable to excise and customs duty, and approved annually through the Finance Bill.<\/li>\n<li>The\u00a0requirement for funds beyond what is\u00a0available under the NDRF is met through general budgetary resources.<\/li>\n<\/ul>\n<\/li>\n<li>The\u00a0National Executive Committee (NEC)\u00a0of the\u00a0National Disaster Management Authority\u00a0takes decisions on the expenses from NDRF.<\/li>\n<li>The NDRF accounts are\u00a0audited by the Comptroller and Auditor General (CAG) every year.<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1) What is the National Disaster Management Authority (NDMA)?\u00a0<\/h3>\n<p>NDMA is the apex body for Disaster Management in India and is headed by the Prime Minister of India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005.
