{"id":16466,"date":"2023-10-30T03:04:45","date_gmt":"2023-10-29T21:34:45","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=16466"},"modified":"2025-04-04T19:35:14","modified_gmt":"2025-04-04T14:05:14","slug":"tot","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/tot\/","title":{"rendered":"What is Toll Operate Transfer (TOT) Model?"},"content":{"rendered":"<h2>About Toll Operate Transfer (TOT) Model<\/h2>\n<ul>\n<li>In 2016, the Cabinet Committee on Economic Affairs (CCEA)\u00a0authorised the National Highway Authority of India (NHAI) to monetise public-funded\u00a0national highway projects\u00a0and approved the ToT model.<\/li>\n<li>In TOT Model,\u00a0public-funded projects, operational for two years, are\u00a0put up for bidding,\u00a0wherein the\u00a0right of collection and appropriation of fees is assigned for a predetermined concession period (30 years) to concessionaires (developers or investors)\u00a0against the upfront payment of a lump sum amount to NHAI.<\/li>\n<li>Such\u00a0assignment of rights shall be\u00a0based on the toll revenue potential of the identified NH\u00a0projects.\u00a0<\/li>\n<li>Operation &amp; Maintenance (O&amp;M) obligations of such projects shall be\u00a0with the concessionaire\u00a0till\u00a0the completion of the concession period.\u00a0<\/li>\n<li>The\u00a0concessionaires for such projects shall be\u00a0appointed through a\u00a0transparent and uniform procurement process\u00a0within the ambit of a pre-defined and approved implementation framework.<\/li>\n<li>It will\u00a0help in the utilisation of the corpus (generated from proceeds of such project monetisation)\u00a0by the Government to meet fund requirements\u00a0for future development and O&amp;M of highways in the country, including in unviable geographies.<\/li>\n<li>TOT model has been developed to\u00a0encourage private participation in Highway sector.<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1) What is the National Highways Authority of India (NHAI)?<\/h3>\n<p>The National Highways Authority of India (NHAI) was constituted by an Act of Parliament, the National Highways Authority of India Act, 1988.
