


{"id":19386,"date":"2024-01-16T07:44:13","date_gmt":"2024-01-16T02:14:13","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=19386"},"modified":"2025-04-05T17:11:36","modified_gmt":"2025-04-05T11:41:36","slug":"interim-budget-and-vote-on-account","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/interim-budget-and-vote-on-account\/","title":{"rendered":"What is the difference between an Interim Budget and Vote-On-Account?"},"content":{"rendered":"<h2>About Interim Budget vs Vote-On-Account<\/h2>\n<ul>\n<li>An\u00a0interim budget serves as a framework for managing provisional expenditures over a short duration, usually spanning a few months,\u00a0until a new government takes office at the central level.<\/li>\n<li>An interim budget\u00a0generally includes the current\u00a0state of the economy,\u00a0plan and non-plan expenditures and receipts,\u00a0changes in tax rates,\u00a0revised estimates of the current financial year, and\u00a0estimates for the coming financial year.<\/li>\n<li>Despite being presented for the entire year,\u00a0similar to a regular budget, the interim budget is\u00a0subject to constraints imposed by the Election Commission.\n<ul>\n<li>These constraints\u00a0aim to prevent the government from implementing policies that could\u00a0unduly influence the general public before the commencement of voting.<\/li>\n<\/ul>\n<\/li>\n<li>The Parliament passes a\u00a0Vote-on-account\u00a0to\u00a0meet essential expenditures such as salaries of central government staff, funding of ongoing projects, and other government expenditures.\n<ul>\n<li>In other words,\u00a0it accounts for only expenditures\u00a0to be borne by the outgoing government for a period of two months, which may be extended to four months on special circumstances.<\/li>\n<\/ul>\n<\/li>\n<li>The\u00a0interim budget serves as a financial plan during a transitional period, typically when there are only a few months left in the current government&#8217;s tenure. The\u00a0vote-on-account can be approved within the framework of the interim budget.<\/li>\n<li>Like a full budget, an\u00a0interim budget will be\u00a0discussed and passed in the Lok Sabha, and in the case of a\u00a0vote-on-account, it will be\u00a0passed without any formal discussion as such.<\/li>\n<li>An\u00a0interim budget can propose changes in the tax regime, whereas a\u00a0vote-on-account cannot change the tax regime under any circumstances.<\/li>\n<li>Vote-On-Account is a parliamentary approval for withdrawing money from the Consolidated Fund of India\u00a0from April to June\/July or until the new Government presents its full-fledged budget.\u00a0\n<ul>\n<li>It can be\u00a0termed an advance grant, interim arrangement, and authorisation for the outgoing government to draw the money from the above-said fund and\u00a0meet short-term expenditures.<\/li>\n<\/ul>\n<\/li>\n<li>As far as validity is concerned, the\u00a0interim budget is valid throughout the year whereas the\u00a0vote-on-account is valid only for a period of two to four months.<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1) What is the Election Commission of India (ECI)?<\/h3>\n<p>The Election Commission of India (ECI) is an autonomous and permanent constitutional body responsible for organizing free and fair elections in the Union and States of India.
