{"id":19793,"date":"2024-01-28T03:46:35","date_gmt":"2024-01-27T22:16:35","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=19793"},"modified":"2025-04-05T19:56:59","modified_gmt":"2025-04-05T14:26:59","slug":"prime-ministers-citizen-assistance-and-relief-in-emergency-situations-fund-pm-cares-fund","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/prime-ministers-citizen-assistance-and-relief-in-emergency-situations-fund-pm-cares-fund\/","title":{"rendered":"Prime Minister&#8217;s Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund)"},"content":{"rendered":"<h2><strong>About PM CARES Fund:<\/strong><\/h2>\n<ul>\n<li>It was created on March 28, 2020, following the COVID-19 pandemic in India.\u00a0<\/li>\n<li>It was set up to have a <strong>dedicated national fund to deal with any emergencyand provide relief <\/strong>to the distressed.<\/li>\n<li><strong>Fund Constitution:<\/strong><\/li>\n<\/ul>\n<p>o It has been registered as a <strong>Public Charitable Trust.<\/strong><\/p>\n<p>o <strong>The Prime Minister is the ex-officio Chairman<\/strong> of the PM CARES Fund, and the <strong>Minister of Defence, Minister of Home Affairs, and Minister of Finance<\/strong> of the Government of India <strong>are ex-officio Trustees<\/strong> of the Fund.<\/p>\n<p>o The Chairperson of the Board of Trustees (<strong>Prime Minister<\/strong>) shall <strong>have the power to nominate three trustees<\/strong> to the Board of Trustees who shall be eminent persons in the fields of research, health, science, social work, law, public administration, and philanthropy.<\/p>\n<p>o Any person appointed a Trustee shall act in a pro bono capacity.<\/p>\n<h3><strong>Objectives<\/strong>:<\/h3>\n<p>o To undertake and <strong>support relief or assistance<\/strong> of any kind relating <strong>to a public health emergency <\/strong>or any other kind of emergency, <strong>calamity, or distress<\/strong>, either <strong>man-made or natural<\/strong>, including the <strong>creation or upgradation of healthcare<\/strong> or pharmaceutical facilities, <strong>other necessary infrastructure<\/strong>, <strong>funding relevant research,<\/strong> or any other type of support.<\/p>\n<p>o To render <strong>financial assistance<\/strong>, <strong>provide grants <\/strong>of payments of money, or take such other steps as may be deemed necessary by the Board of Trustees for the affected population.<\/p>\n<p>o To undertake any other activity which is not inconsistent with the above objectives.<\/p>\n<h3><strong>Fund Finance:<\/strong><\/h3>\n<p>o The fund consists <strong>entirely of voluntary contributions<\/strong> from individuals\/organizations and <strong>does not receive any budgetary support<\/strong>.<\/p>\n<p>o Donations to PM CARES Fund would <strong>qualify for 80G benefits for 100% exemption under the Income Tax Act<\/strong>, 1961.<\/p>\n<p>o Donations to the PM CARES Fund will also <strong>qualify to be counted as Corporate Social Responsibility (CSR) expenditure<\/strong> under the Companies Act, 2013<\/p>\n<p>o PM CARES Fund has also <strong>got an exemption under the Foreign Contribution Regulation Act<\/strong> (FCRA), and a separate account <strong>for receiving foreign donations<\/strong> has been opened.\u00a0<\/p>\n<p>\u00a7This enables the CARES Fund to accept donations and contributions from individuals and organizations based in foreign countries.\u00a0<\/p>\n<hr \/>\n<h3><strong>Q1<\/strong>: What is the Right to Information (RTI) Act, 2005?<\/h3>\n<p>It is a law enacted by the Parliament of India &#8220;to provide for setting out the practical regime of right to information for citizens.The Act applies to all States and Union Territories of India. Under the provisions of the Act, any citizen may request information from a &#8220;public authority&#8221; (a body of Government or &#8220;instrumentality of State&#8221;) by making an application in writing or through electronic means.
