{"id":21144,"date":"2024-03-03T08:39:32","date_gmt":"2024-03-03T03:09:32","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=21144"},"modified":"2025-04-06T10:10:10","modified_gmt":"2025-04-06T04:40:10","slug":"prp-act","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/prp-act\/","title":{"rendered":"What is Press and Registration of Periodicals Act (PRP Act), 2023?"},"content":{"rendered":"<h2>About Press and Registration of Periodicals Act (PRP Act), 2023<\/h2>\n<ul>\n<li>It has\u00a0replaced the colonial era\u00a0Press and Registration of Books Act dating back to 1867.<\/li>\n<li>The\u00a0office of Press Registrar General of India \u2013 PRGI (erstwhile Registrar of Newspapers for India \u2013 RNI)\u00a0shall be carrying out the purposes of the new Act.<\/li>\n<li>It provides for an\u00a0online system for facilitating\u00a0the registration of newspapers and other periodicals in the country.\u00a0<\/li>\n<li>The new system\u00a0replaces the existing manual,\u00a0cumbersome processes involving multiple steps and approvals at various stages, which were causing unnecessary hardships to the publishers.<\/li>\n<li>The Ministry of Information and Broadcasting had\u00a0launched the Press Sewa Portal ((presssewa.prgi.gov.in), the online portal of the Press Registrar General, for receiving various applications as mandated by the new Act.<\/li>\n<li>All applications, including the intimation by the printer of a periodical, application for registration of a facsimile edition of a foreign periodical, the application by a publisher for obtaining a certificate of registration of a periodical, application for revision of certificate of registration, application for transfer of ownership of periodicals, furnishing annual statement by the publisher of a periodical, and procedure for desk audit for verification of circulation of a periodical\u00a0will be online through the Press Sewa Portal.<\/li>\n<li>Accordingly,\u00a0publishers intending to bring out periodicals need to register their titles before publishing them.<\/li>\n<li>Notably, the PRP\u00a0Act exempts books and journals from the purview of registration necessitated by the old PRB Act,\u00a0focusing solely on periodicals, which are defined as publications, including newspapers, published and printed at regular intervals containing public news or commentary, but\u00a0excluding scientific, technical, and academic books or journals.<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1) What is the Press Registrar General of India?<\/h3>\n<p>Press and Registration of Periodicals Act (PRP Act), 2023 provides for the central government to appoint a Press Registrar who maintains a register of newspapers. The Bill provides for the Press Registrar General of India who will issue registration certificates for all periodicals.
