


{"id":22501,"date":"2025-10-27T04:09:39","date_gmt":"2025-10-26T22:39:39","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=22501"},"modified":"2025-10-30T11:09:14","modified_gmt":"2025-10-30T05:39:14","slug":"precautionary-principle","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/precautionary-principle\/","title":{"rendered":"What is Precautionary Principle?"},"content":{"rendered":"<h3>About Precautionary Principle<\/h3>\n<ul>\n<li>It is an <strong>approach to policymaking<\/strong> that legitimizes the <strong>adoption of preventative measures to address potential risks to<\/strong> the <strong>public or environment<\/strong> associated with certain activities or policies.<\/li>\n<li>The principle says, \u201cWhere there are threats of serious or irreversible damage, <strong>lack of full scientific certainty <\/strong>shall <strong>not be used as a reason for postponing cost-effective measures<\/strong> to prevent such environmental degradation.\u201d<\/li>\n<li>It enables decision-makers to <strong>adopt precautionary measures when scientific evidence<\/strong> about an environmental or human health hazard <strong>is uncertain and the stakes are high.<\/strong><\/li>\n<li>This implies that <strong>protective action should be taken to prevent any possible harm, <\/strong>even if there is a chance that such harm will not occur\u2013thus playing it safe.\u00a0<\/li>\n<li>It first <strong>emerged during the 1970s<\/strong> and has since been <strong>enshrined in a number of international treaties<\/strong> on the environment, including the Treaty on the Functioning of the European Union and the national legislation of certain Member States.<\/li>\n<li>In 1987, it was incorporated into international law at the <strong>International Conference on the Protection of the North Sea.<\/strong><\/li>\n<li>Since then, it has permeated most international environmental conventions. For example, entrenched by the <strong>1992 Rio Declaration<\/strong> (Principle 15), it was written into the <strong>United Nations Framework Convention on Climate Change<\/strong> and, retroactively, into the <strong>Protocol on Substances that Deplete the Ozone Layer<\/strong>.<\/li>\n<li>It was integrated into the criteria for the listing of endangered species by the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/cites\/\" target=\"_blank\">Convention on International Trade in Endangered Species<\/a> in 1994, and the following year it was adopted by the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/food-and-agriculture-organization\/\" target=\"_blank\" rel=\"noopener noreferrer\" target=\"_blank\">Food and Agriculture Organization<\/a> of the United Nations.<\/li>\n<\/ul>\n<p>It is a cornerstone of <strong>European Union (EU) environmental law <\/strong>and has been central in determining the EU\u2019s position toward genetically modified organisms.<\/p>\n<hr \/>\n<h3>Q1: What is the Convention on International Trade in Endangered Species (CITES)?<\/h3>\n<p>It is an international agreement between governments that aims to ensure that international trade in wild animals and plants does not threaten their survival.
