


{"id":22801,"date":"2025-10-27T12:40:41","date_gmt":"2025-10-27T07:10:41","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=22801"},"modified":"2025-10-28T13:28:58","modified_gmt":"2025-10-28T07:58:58","slug":"inc-on-plastic-pollution","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/inc-on-plastic-pollution\/","title":{"rendered":"What is Intergovernmental Negotiating Committee on Plastic Pollution?"},"content":{"rendered":"<h2>About Intergovernmental Negotiating Committee on Plastic Pollution:<\/h2>\n<ul>\n<li><strong>In March 2022<\/strong>, at the fifth session of the <strong>UN Environment Assembly<\/strong>, a historic <strong>resolution<\/strong> was <strong>adopted to develop<\/strong> an <strong>international legally binding instrument<\/strong> (ILBI) <strong>on plastic pollution<\/strong>, including in the marine environment.<\/li>\n<li>The <strong>resolution requested<\/strong> the Executive Director of the <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/the-united-nations-un\/\" target=\"_blank\">UN<\/a> Environment Programme (UNEP) <strong>to convene an Intergovernmental Negotiating Committee<\/strong> (INC) <strong>to develop &#8220;the instrument<\/strong>,&#8221; which is to be based on a comprehensive approach that addresses the full life cycle of plastic, including its production, design, and disposal.<\/li>\n<li>The objective of the global plastics treaty is to <strong>set a global framework of standards<\/strong> around accountability, responsibilities, financing, material\/chemical standards, import\/export restrictions, targets.\u00a0<\/li>\n<li>From this global framework, countries will be tasked with implementing globally aligned policies that meet the targets set.<\/li>\n<li>An <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/foundation-of-indian-national-congress\/\" target=\"_blank\">INC<\/a><strong> has been established<\/strong>, which <strong>will meet five times to develop t<\/strong>he specific content of the <strong>new ILBI by the end of 2024.<\/strong><\/li>\n<li>The INC <strong>began its work<\/strong> during the <strong>second half of 2022,<\/strong> with the <strong>ambition to complete<\/strong> the <strong>negotiations by the end of 2024<\/strong>.<\/li>\n<li>The first session of the INC (<strong>INC-1) took place in Punta del Este, Uruguay,<\/strong> from 28 November to 2 December 2022, followed by a second session <strong>(INC-2)<\/strong> from 29 May to 2 June 2023 in <strong>Paris, France<\/strong>, and a third session (<strong>INC-3)<\/strong> from 13 to 19 November 2023 in <strong>Nairobi, Kenya<\/strong>.<\/li>\n<li><strong>INC-5,<\/strong> scheduled for 25 November to 1 December 2024 in <strong>Busan, Republic of Korea<\/strong>, is intended as the <strong>end of the INC process.<\/strong><\/li>\n<\/ul>\n<p>It will be <strong>followed by a Diplomatic Conference<\/strong> where <strong>Heads of State will sign<\/strong> the agreement.<\/p>\n<hr \/>\n<h3>Q1: What is the UN Environment Programme (UNEP)?<\/h3>\n<p>UNEP is the leading global authority on the environment.
