


{"id":22972,"date":"2024-05-01T05:34:07","date_gmt":"2024-05-01T00:04:07","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=22972"},"modified":"2025-10-10T12:49:22","modified_gmt":"2025-10-10T07:19:22","slug":"street-vendors-act-2014","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/street-vendors-act-2014\/","title":{"rendered":"Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014"},"content":{"rendered":"<h2>About Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014:<\/h2>\n<ul>\n<li>It was enacted in order to <strong>legalise the vending rights of street vendors<\/strong> (SVs).\u00a0<\/li>\n<li>It aimed to <strong>protect and regulate street vending in cities<\/strong>, with <strong>State-level rules<\/strong> and schemes, and <strong>execution by Urban Local Bodies<\/strong> (ULBs) <strong>through by-laws, planning<\/strong>, and <strong>regulation<\/strong>.\u00a0<\/li>\n<li>The Act clearly <strong>delineates the roles<\/strong> and responsibilities <strong>of both vendors and<\/strong> various levels of <strong>government<\/strong>.<\/li>\n<li>It commits to <strong>accommodating all \u2018existing\u2019 vendors in vending zones<\/strong> and <strong>issuing vending certificates (VCs).<\/strong><\/li>\n<li>The Act establishes a participatory governance structure through <strong>Town Vending Committees (TVCs).<\/strong>\n<ul>\n<li>It mandates that <strong>street vendor representatives<\/strong> must constitute <strong>40% of TVC members,<\/strong> with a <strong>sub-representation of 33% of women<\/strong> SVs.\u00a0<\/li>\n<li>These committees are tasked with <strong>ensuring the inclusion of all existing vendors in vending zones.\u00a0<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>Additionally, the Act outlines mechanisms for addressing grievances and disputes, proposing the establishment of a <strong>Grievance Redressal Committee chaired by a civil judge or judicial magistrate.\u00a0<\/strong><\/li>\n<li>It provides that the <strong>States\/ULBs conduct a survey to identify SVs<\/strong> at least once <strong>every five years<\/strong>.\u00a0<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1. What is PM Street Vendor\u2019s AtmaNirbhar Nidhi (PM SVANidhi) Scheme?<\/h3>\n<p>It was launched by the Ministry of Housing and Urban Affairs on June 01, 2020 to provide affordable Working Capital loans to street vendors to resume their livelihoods that have been adversely affected due to the Covid-19 lockdown. It is a micro-credit facility that provides street vendors with a collateral-free loan of Rs 10,000 with low rates of interest (below 12%) for a period of one year, aiding the vendors in getting back on their feet financially. The duration of the scheme initially was until March 2022.
