


{"id":23475,"date":"2025-09-20T12:59:42","date_gmt":"2025-09-20T07:29:42","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=23475"},"modified":"2025-09-20T14:38:49","modified_gmt":"2025-09-20T09:08:49","slug":"registered-unrecognised-political-party","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/registered-unrecognised-political-party\/","title":{"rendered":"Registered Unrecognised Political Party"},"content":{"rendered":"<h2><b>Registered Unrecognised Political Parties Latest News<\/b><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Election Commission of India (ECI) recently de-listed a total of 474 more Registered Unrecognised Political Parties (RUPP) for flouting norms, including not contesting elections in the last six years.<\/span><\/p>\n<h2><b>About Registered Unrecognised Political Parties<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">These are the parties which are <\/span><b>either newly registered parties or those which have not secured enough percentage of votes in the assembly or general elections to become a state party, or those which have never contested elections since being registered.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Despite not having official recognition<\/b><span style=\"font-weight: 400;\">, RUPPs <\/span><b>enjoy certain benefits:<\/b>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Tax exemption<\/b><span style=\"font-weight: 400;\"> under Section 13A of the Income Tax Act, 1961.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Eligibility for common poll symbols<\/b><span style=\"font-weight: 400;\"> during elections. Common symbols are provided to RUPPs based upon an undertaking that they would put up \u201cat least 5% of total candidates with regard to said Legislative Assembly election of a State\u201d.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Permission to nominate up to 20 \u2018star campaigners\u2019 for canvassing.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>They are, however, required to:<\/b>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Contest elections periodically.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>File annual audit accounts and contribution reports<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Disclose donations exceeding Rs. 20,000<\/b><span style=\"font-weight: 400;\">, and ensure that no donations above Rs. 2,000 are accepted in cash.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>What are Registered Parties?<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><b>Political parties <\/b><span style=\"font-weight: 400;\">in the country are <\/span><b>registered with the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/election-commission-of-india-eci\/\" target=\"_blank\">ECI<\/a> under <\/b><span style=\"font-weight: 400;\">the provisions of <\/span><b>Section 29A of the Representation of the People Act (RPA) 1951.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">There are <\/span><b>many benefits of registering a party.\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Firstly, the<\/span><b> RPA allow<\/b><span style=\"font-weight: 400;\">s political parties to <\/span><b>accept contributions voluntarily offered<\/b><span style=\"font-weight: 400;\"> to it <\/span><b>by any person or company other than a government company.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Apart from this, <\/span><b>candidates <\/b><span style=\"font-weight: 400;\">of registered parties <\/span><b>get preference in allotment of election symbols.<\/b><span style=\"font-weight: 400;\"> Other candidates are identified as independents and do not get preference in symbol allocation.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Tax exemption for donations <\/b><span style=\"font-weight: 400;\">received under Section 13A of the Income Tax Act, 1961.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Guidelines for registration of Political Parties mention that<\/span><b> if the party does not contest elections continuously for 6 years,<\/b><span style=\"font-weight: 400;\"> the p<\/span><b>arty shall be taken off the list of registered parties.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Registered political parties<\/b><span style=\"font-weight: 400;\">, <\/span><b>in course of time, can get recognition as a state party or national party <\/b><span style=\"font-weight: 400;\">subject to the fulfilment of the conditions prescribed by the EC in the Election Symbols (Reservation and Allotment) Order, 1968, as amended from time to time.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Recognised political parties get to reserve a symbol and use it exclusively,<\/b><span style=\"font-weight: 400;\"> whereas unrecognised parties have to choose from a list of free symbols.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Recognition also comes with <\/span><b>other benefits,<\/b><span style=\"font-weight: 400;\"> such as <\/span><b>free broadcast facilities <\/b><span style=\"font-weight: 400;\">over Doordarshan and All India Radio, <\/span><b>more allowances for campaign expenditure,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>free copies of electoral rolls before elections.<\/b><\/li>\n<\/ul>\n<h2><b>Conditions for Recognition as a State Party<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A political party shall be treated as a recognised political party in a state <\/span><b>if it fulfils any of the following conditions<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The party has to <\/span><b>win 3 percent of seats <\/b><span style=\"font-weight: 400;\">in the <\/span><b>Legislative Assembly of the state in the General Election.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The party has to win <\/span><b>one Lok sabha seat for every 25 Lok Sabha seats allotted for the state<\/b><span style=\"font-weight: 400;\"> in the General Election.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The party has to secure a <\/span><b>minimum of 6 percent of votes in a state,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>in addition<\/b><span style=\"font-weight: 400;\"> it has won <\/span><b>one Lok Sabha or two Legislative Assembly seats in elections.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The party has to secure<\/span><b> 8 percent of votes in a state in the General Election to Lok Sabha or Legislative Assembly.<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Conditions for Recognition as a National Party<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A political party shall be treated as a national party <\/span><b>if it fulfils any of the following conditions<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Secure <\/span><b>at least 6 percent of votes polled in four or more states in the Lok Sabha or Assembly elections,<\/b><span style=\"font-weight: 400;\"> and, <\/span><b>in addition, <\/b><span style=\"font-weight: 400;\">it <\/span><b>has at least four members in the Lok Sabha.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It also has to have <\/span><b>at least 2 percent of the total Lok Sabha seats<\/b> <b>and its candidates come from not less than three states.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is <\/span><b>recognised as a state party in at least four states.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Both national and state parties have to fulfil these conditions for all subsequent Lok Sabha or state elections.<\/b><span style=\"font-weight: 400;\"> Else, they lose their
