{"id":24343,"date":"2024-06-21T03:44:32","date_gmt":"2024-06-20T22:14:32","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=24343"},"modified":"2025-10-10T12:03:12","modified_gmt":"2025-10-10T06:33:12","slug":"pro-tem-speaker","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/pro-tem-speaker\/","title":{"rendered":"Who is a Pro-tem Speaker?"},"content":{"rendered":"<h2>About Pro-tem Speaker<\/h2>\n<ul>\n<li><strong>Pro-tem<\/strong> is a Latin phrase which <strong>translates to &#8216;for the time being&#8217;<\/strong> in English, and so the pro-tem speaker is a <strong>temporary speaker appointed<\/strong> for a limited period of time to <strong>conduct the work in <\/strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/lok-sabha-and-rajya-sabha\/\" target=\"_blank\">Lok Sabha<\/a> or in state legislatures.<\/li>\n<li>A Pro-tem speaker is chosen for the conduct of the house <strong>when the Lok Sabha and legislative assemblies have been elected and<\/strong> the <strong>vote for the speaker and deputy speaker has not taken place.<\/strong><\/li>\n<li>The <strong>Constitution does not expressly use<\/strong> the <strong>term \u2018Pro-tem Speaker\u2019.<\/strong><\/li>\n<li>The office of the pro tem speaker <strong>ceases to exist after the new Speaker<\/strong> of the House <strong>is chosen.<\/strong><\/li>\n<\/ul>\n<h2>Who selects the Pro-tem Speaker?<\/h2>\n<ul>\n<li>The Speaker Pro-tem is <strong>appointed by the President<\/strong> of India\/<strong>Governor.<\/strong><\/li>\n<li>The <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/president-of-india\/\" target=\"_blank\">President<\/a>\/Governor administers the oath of office to the pro-tem Speaker.<\/li>\n<li><strong>As per convention<\/strong>, <strong>a senior most member<\/strong> will be appointed as the pro tem speaker with the agreement of assembly members, who then carry on the activities until the permanent speaker is chosen.<\/li>\n<\/ul>\n<p><strong>Duties:<\/strong><\/p>\n<ul>\n<li><strong>Presiding over the first sitting<\/strong> of the Lok Sabha\/ State Legislative Assemblies.<\/li>\n<li><strong>Administering the oath<\/strong> of office to <strong>the newly elected MPs\/MLAs.<\/strong><\/li>\n<li><strong>Conducting the floor test<\/strong> to prove the government\u2019s majority.<\/li>\n<li><strong>Holding the vote to elect<\/strong> the <strong>speaker and deputy speaker<\/strong><\/li>\n<\/ul>\n<hr \/>\n<h3>Q1: How is the Lok Sabha Speaker elected?<\/h3>\n<p>The Lok Sabha Speaker is elected from among the members of the lower house of the Indian Parliament. The Lok Sabha MPs cast their votes in a secret ballot. The candidate who secures the majority of votes becomes the Speaker of the Lok Sabha. Any member of the Lok Sabha can be nominated for the position of Speaker. Usually, seniority, experience and impartiality are considered important factors in the selection of the Speaker.
