


{"id":25521,"date":"2025-10-27T07:53:37","date_gmt":"2025-10-27T02:23:37","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=25521"},"modified":"2025-10-30T15:52:15","modified_gmt":"2025-10-30T10:22:15","slug":"disaster-management-amendment-bill-2024","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/disaster-management-amendment-bill-2024\/","title":{"rendered":"Disaster Management (Amendment Bill) 2024"},"content":{"rendered":"<h2><strong>About Disaster Management (Amendment Bill), 2024:<\/strong><\/h2>\n<ul>\n<li>The bill seeks to <strong>amend the Disaster Management Act, 2005,<\/strong> which was enacted to provide for the effective management of disasters.<\/li>\n<li>The bill makes provision for the <strong>constitution of \u201cUrban Disaster Management Authority<\/strong>\u201d <strong>for State capitals<\/strong> and large <strong>cities having municipal corporations<\/strong>, <strong>except<\/strong> the union territories of <strong>Delhi and Chandigarh.<\/strong><\/li>\n<li>The bill <strong>empowers the National Disaster Management Authority<\/strong> (NDMA) <strong>and<\/strong> the <strong>State Disaster Management Authorities<\/strong> to prepare the <strong>disaster plan at the national level and state level, respectively,<\/strong> instead of the plans made by the National Executive Committee and the State Executive Committees earlier.<\/li>\n<li>Furthermore, the <strong>NDMA<\/strong> will have the <strong>authority to appoint experts and consultants<\/strong> as necessary to fulfill its functions effectively.<\/li>\n<li>It seeks to <strong>create a \u201cdisaster database<\/strong> at <strong>national and State level.<\/strong>\n<ul>\n<li>The database will include disaster assessment, fund allocation detail, expenditure, preparedness and mitigation plan, risk register according to type and severity of risk, and such other relevant matters, in accordance with such policy, as may be determined by the Union government.<\/li>\n<\/ul>\n<\/li>\n<li>The bill will <strong>grant statutory recognition toexisting bodies<\/strong> like the <strong>National Crisis Management Committee<\/strong> and the <strong>High-Level Committe<\/strong>e.<\/li>\n<li>It also seeks to make <strong>provision for a &#8220;State Disaster Response Force<\/strong>&#8221; <strong>by<\/strong> the <strong>State Governments.<\/strong><\/li>\n<\/ul>\n<p>A <strong>new Section 60A<\/strong> will be added to <strong>empower both the Centraland State<\/strong> Governments to <strong>direct individuals<\/strong> to <strong>take necessary actions or refrain<\/strong> from them <strong>to mitigate disaster impacts<\/strong>, <strong>with penalties for non-compliance<\/strong> not exceeding \u20b910,000.<\/p>\n<hr \/>\n<h3><strong>Q1<\/strong>: What is the National Disaster Response Fund (NDRF)?<\/h3>\n<p>It is defined in Section 46 of the Disaster Management Act, 2005. It is a fund managed by the Central Government to meet the expenses for emergency response, relief, and rehabilitation due to any threatening disaster situation or disaster. NDRF is constituted to supplement the funds of the State Disaster Response Funds (SDRF) in case of a disaster of severe nature, provided adequate funds are not available in SDRF. It is placed in the \u201cPublic Account\u201d of the GOI under \u201creserve funds not bearing interest\u201d.
