{"id":26051,"date":"2024-08-25T05:32:29","date_gmt":"2024-08-25T00:02:29","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=26051"},"modified":"2025-04-07T23:17:58","modified_gmt":"2025-04-07T17:47:58","slug":"vigyan-dhara-scheme","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/vigyan-dhara-scheme\/","title":{"rendered":"What is the Vigyan Dhara Scheme?"},"content":{"rendered":"<h2><strong>About Vigyan Dhara Scheme:<\/strong><\/h2>\n<ul>\n<li>It is a new <strong>central sector scheme unifying three umbrella schemes of<\/strong> the <strong>Department of Science and Technology<\/strong> (DST).<\/li>\n<li>The scheme has <strong>three broad components:<\/strong>\n<ul>\n<li>Science and Technology <strong>(S&amp;T) Institutional and Human Capacity Building<\/strong>,<\/li>\n<li><strong>Research and Development<\/strong> and<\/li>\n<li><strong>Innovation<\/strong>, <strong>Technology Development<\/strong> and <strong>Deployment<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>These three schemes have been <strong>merged into the unified scheme<\/strong> \u2018Vigyan Dhara\u2019.<\/li>\n<li>This initiative, <strong>managed by the Department of Science and Technology (DST<\/strong>), is designed to enhance India&#8217;s S&amp;T capabilities through a streamlined approach.\u00a0<\/li>\n<li>The <strong>proposed outlay<\/strong> for the implementation of the unified scheme \u2018Vigyan Dhara\u2019 is <strong>Rs.10,579.84 crore during the <\/strong>15th Finance Commission <strong>period from 2021-22 to 2025-26.<\/strong><\/li>\n<li>The merger of the schemes into a single scheme would enhance efficiency in fund utilization and establish synchronization among the sub-schemes\/programs.<\/li>\n<li>The <strong>primary objective<\/strong> of the &#8216;Vigyan Dhara&#8217; scheme is to <strong>promote S&amp;T capacity building<\/strong> as well as <strong>research, innovation, and technology development<\/strong> towards strengthening the Science, Technology and Innovation ecosystem in the country.<\/li>\n<li><strong>Components:<\/strong>\n<ul>\n<li>The scheme endeavours to <strong>promote research in areas such as basic research<\/strong> with <strong>access to<\/strong> the <strong>international mega facilities<\/strong>, <strong>translational research<\/strong> in sustainable energy, water, etc. and <strong>collaborative research <\/strong>through international bilateral and <strong>multilateral cooperation.<\/strong><\/li>\n<li>It will also contribute to <strong>building a critical human resource pool<\/strong> to strengthen the science and technology landscape and <strong>expand the R&amp;D base<\/strong> of the country towards <strong>improving the Full-Time Equivalent (FTE) researcher count<\/strong>.<\/li>\n<li><strong>Focused interventions<\/strong> will be taken up <strong>to enhance the participation of women<\/strong> in the field of S&amp;T with the ultimate <strong>goal of bringing gender parity<\/strong> in Science, Technology, and Innovation (STI).\u00a0<\/li>\n<\/ul>\n<\/li>\n<li><strong>All the programs<\/strong> proposed under the \u2018Vigyan Dhara\u2019 scheme <strong>would be aligned with the 5-year goals of DST towards<\/strong> realising the <strong>vision of Viksit Bharat 2047<\/strong>.\u00a0<\/li>\n<li>The R<strong>&amp;D component<\/strong> of the scheme will be <strong>aligned in line with the Anusandhan National Research Foundation (ANRF).<\/strong><\/li>\n<\/ul>\n<hr \/>\n<h3><strong>Q1<\/strong>. What is Anusandhan National Research Foundation (ANRF)?<\/h3>\n<p>ANRF has been established with Anusandhan National Research Foundation (ANRF) 2023 Act. The ANRF aims to seed, grow and promote research and development (R&amp;D) and foster a culture of research and innovation throughout India\u2019s universities, colleges, research institutions, and R&amp;D laboratories. ANRF will act as an apex body to provide high-level strategic direction of scientific research in the country as per recommendations of the National Education Policy (NEP). With the establishment of ANRF, the Science and Engineering Research Board (SERB) established by an act of Parliament in 2008 has been subsumed into ANRF.
