{"id":26400,"date":"2024-09-08T06:24:26","date_gmt":"2024-09-08T00:54:26","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=26400"},"modified":"2025-04-08T01:51:55","modified_gmt":"2025-04-07T20:21:55","slug":"council-of-europe","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/council-of-europe\/","title":{"rendered":"What is Council of Europe (CoE)?"},"content":{"rendered":"<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>The agreement was the <strong>first international legally binding treaty on<\/strong> the <strong>use of Artificial Intelligence (AI)<\/strong> systems.<\/li>\n<li>The CoE originally adopted this International AI treaty in May 2023.<\/li>\n<li>Prepared against the backdrop of fast evolving AI technology and growing concerns about their misuse, such as deep fakes, the treaty sets out a <strong>legal framework to govern the entire lifecycle of AI systems<\/strong> and address the risks they may pose while promoting responsible innovation.<\/li>\n<li>It is <strong>open for even non-European members.<\/strong><\/li>\n<li>It <strong>governs the use of AI systems for the public and private sectors<\/strong> with different models of complying with its principles and obligations when regulating the private sector.\u00a0<\/li>\n<\/ul>\n<h2><strong>About Council of Europe (CoE):<\/strong><\/h2>\n<ul>\n<li>It is an international <strong>organization of European countries<\/strong> that seeks <strong>to protect democracy and human rights<\/strong> and to <strong>promote European unity<\/strong> by fostering cooperation on legal, cultural, and social issues.<\/li>\n<li>It is <strong>Europe\u2019s oldest and largest intergovernmental organisation<\/strong>.<\/li>\n<li><strong>Founded in 1949,<\/strong> it includes <strong>47 member states<\/strong>, <strong>27 of which<\/strong> are <strong>members of the<\/strong> European Union (<strong>EU<\/strong>).<\/li>\n<li>It is <strong>headquartered<\/strong> in <strong>Strasbourg, France.<\/strong><\/li>\n<li>Its working languages are English and French.<\/li>\n<li>CoE should <strong>not be confused with<\/strong> the <strong>European Council<\/strong>, which is a <strong>policy-making body of the EU.<\/strong><\/li>\n<li>The CoE addresses issues of common concern to its members, including human rights, crime prevention, drug abuse, environmental protection, bioethical issues, and migration.\u00a0<\/li>\n<li>To manage these affairs, the <strong>council has devised<\/strong> more than 160 <strong>international agreements, treaties, and conventions<\/strong> that have replaced literally tens of thousands of bilateral treaties between various European states.\u00a0<\/li>\n<li>Among the <strong>most important<\/strong> of its agreements are the <strong>European Convention on Human Rights (1950)<\/strong>, the <strong>European Cultural Convention (1954<\/strong>), the European Social Charter (1961), the <strong>European Convention on the Prevention of Torture and Inhuman or Degrading Treatment and Punishment (1987),<\/strong> the Framework Convention for the Protection of National Minorities (1995), and the <strong>Convention on Human Rights and Biomedicine (1997).<\/strong><\/li>\n<li>It is composed of <strong>four principal bodies<\/strong>: the <strong>Committee of Ministers (decision-making body<\/strong>), the <strong>Parliamentary Assembly<\/strong>, the Congress of Local and Regional Authorities of Europe, and the Secretariat.\u00a0<\/li>\n<\/ul>\n<h2><strong>How is the CoE different from the European Union?<\/strong><\/h2>\n<ul>\n<li><strong>CoE is not a supranational institution<\/strong> like the European Community.\n<ul>\n<li>It does <strong>not have legislative power<\/strong>.<\/li>\n<li>Its <strong>member states<\/strong> are <strong>cooperating on a voluntary basis.<\/strong><\/li>\n<li>The CoE <strong>cannot impose any rule<\/strong> on its member states.\u00a0<\/li>\n<\/ul>\n<\/li>\n<li><strong>Unlike the EU<\/strong>, the CoE is <strong>not an economic organization.<\/strong><\/li>\n<\/ul>\n<hr \/>\n<h3><strong>Q1<\/strong>: What is the European Commission?\u00a0<\/h3>\n<p>European Commission (EC) is an institution of the European Union (EU) and its constituent entities that makes up the organization\u2019s executive arm.
