{"id":28412,"date":"2024-12-03T05:06:15","date_gmt":"2024-12-02T23:36:15","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=28412"},"modified":"2025-04-08T19:06:49","modified_gmt":"2025-04-08T13:36:49","slug":"pro-active-governance-and-timely-implementation-pragati-platform","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/pro-active-governance-and-timely-implementation-pragati-platform\/","title":{"rendered":"Pro-Active Governance and Timely Implementation (PRAGATI) platform"},"content":{"rendered":"<h2><strong>About PRAGATI platform:<\/strong><\/h2>\n<ul>\n<li>It is a <strong>multi-purpose<\/strong> and <strong>multi-modal platform<\/strong> that is aimed at addressing common man\u2019s grievances and simultaneously monitoring and <strong>reviewing important programmes<\/strong> and projects <strong>of the Government of India as well as <\/strong>projects flagged by<strong> State Governments.<\/strong><\/li>\n<li>It is also a robust system for bringing e-transparency and e-accountability with real-time presence and exchange among the key stakeholders.<\/li>\n<li>The platform was launched on March 25, 2015.<\/li>\n<li>The system has been <strong>designed in-house by the PMOteam<\/strong> with the help of the <strong>National Informatics Center (NIC).\u00a0<\/strong><\/li>\n<li>The PRAGATI platform uniquely bundles three latest technologies: <strong>Digital data management, video conferencing, and geospatial technology.<\/strong><\/li>\n<li>It also offers a unique combination in the direction of <strong>cooperative federalism<\/strong> since it <strong>brings on one stage<\/strong> the <strong>Secretaries of Government of India and the Chief Secretaries of the States.\u00a0<\/strong><\/li>\n<li>With this, the <strong>Prime Minister<\/strong> is <strong>able to discuss the issues with<\/strong> the concerned <strong>Central and State officials with full information and the latest visuals of the ground-level situation<\/strong>.<\/li>\n<li><strong>Key Features:<\/strong>\n<ul>\n<li>It is a <strong>three-tier system<\/strong> (<strong>PMO, Union Government Secretaries<\/strong>, and <strong>Chief Secretaries <\/strong>of the States).<\/li>\n<li><strong>The Prime Minister<\/strong> will <strong>hold a monthly programme<\/strong> where he will interact with the Government of India Secretaries and Chief Secretaries through videoconferencing enabled by data and geo-informatics visuals.<\/li>\n<li>The programme will be held once in every month on the <strong>fourth Wednesday<\/strong> at 3.30 PM, to be known as <strong>PRAGATI Day.<\/strong><\/li>\n<li><strong>Issues to be flagged before the PM<\/strong> are <strong>picked up from<\/strong> the <strong>available data base regarding public grievances<\/strong>, <strong>ongoing programmes<\/strong> and pending projects.<\/li>\n<li>The system will ride on, strengthen, and <strong>re-engineer the databases of<\/strong> the <strong>CPGRAMS for grievances, Project Monitoring Group (PMG), and the Ministry of Statistics and Programme Implementation<\/strong>. PRAGATI provides an interface and platform for all these three aspects.<\/li>\n<li>It will <strong>take into consideration various correspondences to the PM\u2019s office<\/strong> by the common peopleor from high dignitaries of states and\/or developers of public projects.<\/li>\n<li>The <strong>issues flagged are uploaded seven days prior to the PRAGATI day<\/strong> (i.e., on the third Wednesday of every month).<\/li>\n<li>These issues can be viewed by the Union Government Secretaries and Chief Secretaries after entering into the application.<\/li>\n<li>Union Government Secretaries and Chief<strong> Secretaries have to put their comments and updates<\/strong> about the flagged issues within three days (i.e. by next Monday).<\/li>\n<li><strong>One day &#8211; Tuesday<\/strong> is available to the <strong>PMO team to review the data<\/strong> entered by the Union Government Secretaries and Chief Secretaries.<\/li>\n<li>The design is such that when PM reviews the issue, he should have on his screen the issue as well as the latest updates and visuals regarding the same.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h3><strong>Q1<\/strong>: What is CPGRAMS?<\/h3>\n<p>Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is an online platform available to the citizens 24&#215;7 to lodge their grievances to the public authorities on any subject related to service delivery. It is a single portal connected to all the Ministries\/Departments of Government of India and States. Every Ministry and States have role-based access to this system.
