{"id":2851,"date":"2023-02-07T03:11:10","date_gmt":"2023-02-06T21:41:10","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=2851"},"modified":"2025-03-26T08:44:27","modified_gmt":"2025-03-26T03:14:27","slug":"what-is-perform-achieve-trade-pat-scheme","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/what-is-perform-achieve-trade-pat-scheme\/","title":{"rendered":"What is Perform, Achieve &#038; Trade (PAT) Scheme?"},"content":{"rendered":"<h2>About Perform, Achieve &amp; Trade (PAT) Scheme:<\/h2>\n<ul>\n<li>PAT Scheme is a <strong>flagship program under<\/strong> the <strong>National Mission for Enhanced Energy Efficiency (NMEEE).<\/strong><\/li>\n<li><strong>Implementing Agency:<\/strong> It is implemented by the <strong>Bureau of Energy Efficiency (BEE)<\/strong> under the <strong>aegis of the Ministry of Power.<\/strong><\/li>\n<li><strong>Objective<\/strong>: PAT scheme aims at <strong>reducing Specific Energy Consumption (SEC),<\/strong> i.e., energy use per unit of production for Designated Consumers (DCs) <strong>in energy-intensive sectors<\/strong>, with an <strong>associated market mechanism<\/strong> to enhance the cost-effectiveness through <strong>certification of excess energy saving, which can be traded.<\/strong><\/li>\n<li><strong>Energy Saving Certificates (ESCerts):\u00a0<\/strong><\/li>\n<li>The <strong>excess energy savings are converted <\/strong>into <strong>tradable instruments<\/strong> called <strong>Energy Saving Certificates (ESCerts) that are traded<\/strong> at the Power Exchanges.<\/li>\n<li><strong>Trading Platform:<\/strong> The two Power Exchanges, <strong>India Energy Exchange (IEX) and Power Exchange India Limited (PXIL)<\/strong> provide the trading platform for ESCerts.<\/li>\n<li><strong>Central Electricity Regulatory Commission (CERC)<\/strong> is the <strong>market regulator<\/strong> for the trading of ESCerts.<\/li>\n<li>PAT Scheme is <strong>implemented in cycles of 3 years <\/strong>each, where the Designated Consumers <strong>(DCs) are<\/strong> <strong>assigned SEC reduction targets.<\/strong><\/li>\n<li>Designated Consumers (DCs) who fall <strong>short of their targets bid for the purchase of ESCerts<\/strong>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>Bureau of Energy Efficiency (BEE):<\/h3>\n<ul>\n<li>BEE is a <strong>statutory body under Ministry of Power.<\/strong><\/li>\n<li>The Government of India set up BEE on 1st March 2002 under the provisions of the <strong>Energy Conservation Act, 2001.<\/strong>\u00a0<\/li>\n<li><strong>Mission<\/strong>: Develop <strong>policy and strategies<\/strong> with a thrust on self-regulation and market principles within the <strong>overall framework of the Energy Conservation Act (EC Act), 2001.<\/strong><\/li>\n<li><strong>Primary Objective<\/strong>: To <strong>reduce energy intensity in the Indian economy.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>What is the National Mission for Enhanced Energy Efficiency (NMEEE)?<\/h3>\n<ul>\n<li>It is <strong>one of the eight national missions<\/strong> under the <strong>National Action Plan on Climate Change (NAPCC).<\/strong><\/li>\n<li><strong>Objective:<\/strong> NMEEE aims to <strong>strengthen the market for energy efficiency<\/strong> by creating a conducive regulatory and policy regime.<\/li>\n<li>BEE fosters innovative and sustainable business models in the energy efficiency sector.<\/li>\n<li>The mission is<strong> implemented since 2011<\/strong>.<\/li>\n<li><strong>Implementing Agencies<\/strong>: Bureau of Energy Efficiency (<strong>BEE<\/strong>), Energy Efficiency Services Limited (<strong>EESL<\/strong>).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Q1) What are Energy Saving Certificates (ESCerts)?<\/h3>\n<p>Energy Saving Certificates (ESCerts) are issued to those plants that have achieved excess energy savings over their targets.
