Water Resources (20%),\u00a0<\/li>\n<li>Financial Inclusion &amp; Skill development (10%) and\u00a0<\/li>\n<li>Basic Infrastructure (10%), which have an impact on HDI.<\/li>\n<\/ul>\n<\/li>\n<li>The broad contours (all driven by a mass movement) of the programme are &#8211;\n<ul>\n<li><strong>Convergence <\/strong>(of Central &amp; State Schemes),\u00a0<\/li>\n<li><strong>Collaboration <\/strong>(of Central, State level Nodal Officers &amp; District Collectors), and\u00a0<\/li>\n<li><strong>Competition <\/strong>among districts through monthly delta ranking (available on the Champions of Change Dashboard), so that they can learn from others in the spirit of<strong> competitive and cooperative federalism.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><u>With States as the main drivers<\/u>, this program focuses on the <strong>strength of each district<\/strong>, <strong>identifying low-hanging fruits<\/strong> for immediate improvement and measuring progress by ranking districts on a monthly basis.\u00a0<\/li>\n<li>NITI Aayog works closely with the respective line Ministries and various development partners to fast-track progress at the district level, <strong>ensuring inclusive growth<\/strong> for all, \u2018Sabka Saath Sabka Vikas\u2019.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>How has the ADP performed?\u00a0<\/strong><br \/>\n\u00a0<\/h2>\n<p><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/KFopjpsiF9UqPpG4DQwBNTySlMR6CE-nTdDdUrwLj1Cc3BiPs8gOhbbigfspkqXtg--qB4SYe7vAWiyeCCim-WJD9N6-R1eiBW3TshSUVy5VyQrzNsNtNxFGPS2aJe_EzziXeXIjNvs2wLFC1qMQ3Q\" alt=\"\" \/><\/p>\n<p>Image Caption: Performance of ADP<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>The UNDP India has lauded the ADP as \u2018<strong>a very successful model of local area development<\/strong>\u2019, and acted as a <strong>catalyst for expediting development<\/strong> in the previously neglected districts, including those affected by Left Wing Extremism.<\/li>\n<li>The programme has <strong>strengthened the technical and administrative capacities<\/strong> of the districts, however, there was a need to focus more on capacity building.<\/li>\n<li><strong>Best Practice under the ADP &#8211; GoalMart: <\/strong>It is an e-commerce portal launched by Assam\u2019s Goalpara district administration to promote rural, ethnic and agrarian products of the district in the national and global markets.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>News Summary<\/strong><\/h2>\n<ul>\n<li><strong>Background:<\/strong> In her Budget (2022-23) speech, the Finance Minister had announced the government\u2019s intention to launch the ABP.<\/li>\n<li><strong>About the ABP:<\/strong>\n<ul>\n<li>The ABP will take the aspirational district model up to block level and will <strong>enable holistic development in those areas that require added assistance<\/strong>.\u00a0<\/li>\n<li>The programme will cover <strong>500 districts across 31 states and UTs<\/strong> initially and over half of these blocks are in 6 states &#8211; Uttar Pradesh (68 blocks), Bihar (61), Madhya Pradesh (42), Jharkhand (34), Odisha (29) and West Bengal (29).\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>Q1) How many aspirational districts are there?<\/strong><\/h3>\n<p>A total of 112 Aspirational Districts (AD) across 27 states have been identified by NITI AAYOG based upon composite indicators from Health and Nutrition, Education, Agriculture &amp;
