holistically looks at addressing the issue of security of national cyberspace.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>The National Security Council Secretariat (NSCS):<\/strong><\/h2>\n<ul>\n<li><strong>Background:<\/strong>\n<ul>\n<li>The National Security Council (NSC) of India is an executive government agency established in 1998 and tasked with advising the Prime Minister&#8217;s Office on matters of national security and strategic interest.<\/li>\n<li>The NSC is the<strong> apex body of the 3-tiered structure<\/strong> of the national security management system in India.<\/li>\n<li>The 3-tiers are the Strategic Policy Group, the National Security Advisory Board and a <strong>secretariat from the Joint Intelligence Committee (JIC).<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>About National Security Council Secretariat (NSCS):<\/strong>\n<ul>\n<li>NSCS is the apex agency looking into the political, economic, energy and strategic security concerns of India.<\/li>\n<li>National Cyber Security Coordinator (NCSC) works under NSCS and coordinates with different agencies at the national level for cyber security matters.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>What are the guiding principles of Draft National Cyber Security Strategy?<\/strong><\/h2>\n<ul>\n<li><strong>Risk-based approach:<\/strong> To be adopted by the private sector, the government, academia and civil society in assessing and responding to cyber-related threats or issues.<\/li>\n<li><strong>Multi-stakeholder approach:<\/strong> To enhance the effectiveness of all key stakeholders in improving the cybersecurity posture by recognizing the various roles and responsibilities of different stakeholders.<\/li>\n<li><strong>External Co-operation: <\/strong>The Strategy will also promote bilateral, regional and international cooperation, recognizing the borderless nature of cyberspace.<\/li>\n<li><strong>Respect for the rule of law and human rights:<\/strong> To promote, protect fundamental human rights and freedoms of citizens.<\/li>\n<li><strong>Capacity development:<\/strong> To address fast changing cybersecurity issues and developments.<\/li>\n<li><strong>Socio-economic development:<\/strong> To ensure cyberspace is fully leveraged by broader socio-economic development, facilitate sustainable socio-economic development across the entire nation.<\/li>\n<li><strong>Addressing Cybercrime:<\/strong> To promote and facilitate both individual and collective action in tackling cybercrime.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>News Summary:<\/strong><\/h2>\n<ul>\n<li><strong>The Minister of Electronics and Information Technology\u2019s reply in the Lok Sabha:<\/strong>\n<ul>\n<li>In response to a question from Lok Sabha members following recent cyber-attacks (for example, <strong>AIIMS<\/strong>, Delhi), the Minister stated that the NSCS had developed a draft strategy, <u>but no date for implementation or other information was provided<\/u>.<\/li>\n<li>This year, a total of 12,67,564 cyber security incidents were reported, compared to 14,02,809 such events in 2021.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><img decoding=\"async\" cybersecurity:<\/strong>\n<ul>\n<li>The Indian Computer Emergency Response Team (<strong>CERT-In<\/strong>) issues alerts and advisories regarding latest cyber threats\/vulnerabilities and countermeasures to protect computers and networks.\n<ul>\n<li>CERT-In is a functional organization to secure Indian cyberspace.<\/li>\n<li>It monitors Indian cyberspace and coordinates alerts and warning of imminent attacks and detection of malicious attacks.<\/li>\n<\/ul>\n<\/li>\n<li>CERT-In operates the <strong>Cyber Swachhta Kendra<\/strong> (Botnet Cleaning and Malware Analysis Centre) to detect malicious programmes, to provide cyber security tips and best practices for citizens and organizations.<\/li>\n<li>CERT-In and the Reserve Bank of India jointly carry out a cyber security awareness campaign on \u2018<strong><u>Beware and be aware of financial frauds\u2019<\/u><\/strong> through the Digital India Platform.<\/li>\n<li>The <strong>Indian Cyber Crime Coordination Centre<\/strong> (<strong>I4C<\/strong>), under the Ministry of Home Affairs (MHA), has been designated as the <u>nodal point in the fight against cybercrime<\/u>.<\/li>\n<li>The MHA has issued <strong>National Information Security Policy and Guidelines<\/strong> to the Central Ministries as well as State governments and UTs with the aim of preventing information security breaches and cyber intrusions.<\/li>\n<li>Pursuant to the <strong>UN resolution<\/strong>, an ad-hoc committee to elaborate a \u2018<strong>Comprehensive International Convention on Countering the Use of ICTs for Criminal Purposes\u2019<\/strong> was established.\n<ul>\n<li>As a member of the committee, India has proposed <strong>criminalization of cyber terrorism <\/strong>under the said
