


{"id":34540,"date":"2022-11-05T04:38:02","date_gmt":"2022-11-04T23:08:02","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=34540"},"modified":"2025-04-20T14:46:47","modified_gmt":"2025-04-20T09:16:47","slug":"govt-floats-draft-regulations-for-deemed-varsities-proposes-waiving-20-year-condition-to-apply-for-t","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/govt-floats-draft-regulations-for-deemed-varsities-proposes-waiving-20-year-condition-to-apply-for-t\/","title":{"rendered":"Govt Floats Draft Regulations for Deemed Varsities, Proposes Waiving 20-Year Condition to Apply for Tag"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article:<\/strong><\/h3>\n<ul>\n<li><strong>About the University Grants Commission (UGC)<\/strong><\/li>\n<li><strong>About Deemed universities in India<\/strong><\/li>\n<li><strong>News Summary\u00a0<\/strong><\/li>\n<\/ul>\n<h3><strong>Why in news?<\/strong><\/h3>\n<ul>\n<li>The Government of India has released the draft\u00a0<strong>UGC (Institutions Deemed to be Universities) Regulations, 2022.<\/strong><\/li>\n<li>The draft proposed to remove the requirement that an institute be in operation for at least 20 years before applying for the tag &#8211; &#8216;deemed-to-be&#8217; universities.<\/li>\n<li>Amendments to the existing guidelines are required to bring them in line with the\u00a0<strong>National Education Policy (NEP) 2020<\/strong>, which calls for the removal of the terms &#8220;deemed-to-be university&#8221; or &#8220;affiliating institution&#8221; altogether.\u00a0<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>The University Grants Commission (UGC):<\/strong><\/h2>\n<p><strong>Genesis:<\/strong><\/p>\n<ul>\n<li>The UGC was established as a statutory body in November 1956 by the UGC Act 1956.<\/li>\n<li>It is set up by the Ministry of Education&#8217;s Department of Higher Education.<\/li>\n<li>A proposal to replace it with another\u00a0new regulatory body called the Higher Education Commission of India (HECI)\u00a0is under consideration by the Government of India.<\/li>\n<\/ul>\n<p><strong>Mandate:<\/strong><\/p>\n<ul>\n<li>The UGC has the\u00a0unique distinction of being the only grant-giving agency\u00a0in the country which has been vested with two responsibilities of:\n<ul>\n<li>Providing funds<\/li>\n<li>Coordination, determination and maintenance of standards in institutions of higher education.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The UGC`s mandate includes:<\/strong>\n<ul>\n<li>Promoting and coordinating university education.<\/li>\n<li>Determining and maintaining standards of teaching, examination and research in universities.<\/li>\n<li>Framing regulations on minimum standards of education.<\/li>\n<li>Advising the Central and State governments on the measures necessary for improvement of university education, etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Deemed universities in India:<\/strong><\/h2>\n<p><strong>Background:<\/strong><\/p>\n<ul>\n<li>Universities in India are recognized by the\u00a0<strong>UGC<\/strong>, which draws its power from the UGC Act, 1956.<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/vajiramandravi.s3.us-east-1.amazonaws.com\/media\/editor_images\/2022\/11\/5\/12\/22\/36\/63660834dcba9e05b67ddbdd_OI.PNG\" alt=\"\" \/><\/p>\n<h2><strong>About:<\/strong><\/h2>\n<ul>\n<li>A deemed university or deemed-to-be-university is an accreditation granted to higher educational institutions in India.\n<ul>\n<li>According to the Ministry of Education, an Institution of Higher Education (other than universities) that works at a very high standard in a specific field of study might be designated as a &#8216;Deemed-to-be-university&#8217; by the Central Government on the advice of the UGC.<\/li>\n<\/ul>\n<\/li>\n<li>Such institutions\u00a0enjoy the academic status and privileges of a university. Also, the status of deemed university allows for complete autonomy in terms of courses, curriculum, admissions and fees.<\/li>\n<li>This provision was introduced to ensure that\u00a0more higher education institutions achieve university status\u00a0for all practical purposes.\n<ul>\n<li>Under the UGC Act, 1956, university status can be obtained by institutes established under state or union laws.<\/li>\n<\/ul>\n<\/li>\n<li>As of 2021, the UGC lists\u00a0<strong>126\u00a0<\/strong>institutes that have been given deemed university status.<\/li>\n<li>According to this list, the first institute to be given deemed university status was the Indian Institute of Science in 1958 and Tamil Nadu has the most deemed universities (28).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>News Summary:<\/strong><\/h2>\n<ul>\n<li>The UGC has released the new draft by reframing, modifying the UGC (Institutions Deemed to be Universities) Regulations, 2019, to make them in line with the NEP, 2020.<\/li>\n<li>The new regulations will regulate the process of declaring institutions of academic excellence as deemed universities in a systematic manner and to maintain the quality of higher education.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Salient features of draft UGC (Institutions Deemed to be Universities) Regulations, 2022<\/strong><\/h2>\n<ul>\n<li>The governance structure of the deemed universities will be similar to that of the Central Universities<strong>.<\/strong><\/li>\n<li>Making multi-disciplinary institutions or a cluster of them, with a minimum of five departments eligible to apply for the deemed university status.<\/li>\n<li>The\u00a0<strong>20-year condition to get the deemed university status is waived only\u00a0<\/strong>in cases where applicants can establish that they will address the strategic needs of the country, engaged in preservation of cultural heritage, etc.\n<ul>\n<li>Such applicants are granted deemed status under \u2018<strong>De Novo\u2019<\/strong>\n<ul>\n<li>De-Novo Deemed University is an institution which will undertake study and research in unique and emerging areas of knowledge that are not offered by any existing institution.<\/li>\n<\/ul>\n<\/li>\n<li>The draft regulations also envisage replacing the term \u2018De Novo\u2019 with \u2018<strong>Distinct institution<\/strong>\u2019.<\/li>\n<\/ul>\n<\/li>\n<li>A proposal has been made to simplify the process of sanctioning off-campus centres of deemed universities.\n<ul>\n<li>The approval for off-campus centres will be granted by the UGC.
