news?<\/strong><\/h3>\n<ul>\n<li>In order to mitigate the disastrous effects of climate change, the COP27 presidency recently launched the<strong>\u00a0Sharm-el-Sheikh Adaptation Agenda<\/strong>.\n<ul>\n<li>The agenda outlines 30 goals to improve resilience for 4 billion people living in the most climate vulnerable communities by 2030.<\/li>\n<\/ul>\n<\/li>\n<li>Also, during the COP 27 Summit, Coalition for Disaster Resilient Infrastructure (CDRI) announced setting up the\u00a0<strong>Infrastructure Resilience Accelerator Fund<\/strong>\u00a0(IRAF).\u00a0<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>COP27 &#8211; Sharm-El-Sheikh Adaptation Agenda:<\/strong><\/h2>\n<p><img decoding=\"async\" src=\"https:\/\/vajiramandravi.s3.us-east-1.amazonaws.com\/media\/editor_images\/2022\/11\/10\/13\/7\/22\/636caa32934e9605ab83e786_OI.PNG\" alt=\"\" \/><\/p>\n<ul>\n<li><strong>Background:<\/strong>\n<ul>\n<li>According to Intergovernmental Panel on Climate Change (IPCC) analysis, nearly half of the world&#8217;s population will be at risk of severe climate change impacts by 2030, even in a 1.5-degree Celsius world.<\/li>\n<\/ul>\n<\/li>\n<li><strong>About the agenda:<\/strong>\n<ul>\n<li>The COP27 Presidency recently announced the launch of the Sharm-El-Sheikh Adaptation Agenda in collaboration with the High-Level Champions at the ongoing COP27.\n<ul>\n<li>At the COP21, in Paris, nations agreed that greater and more ambitious climate action is urgently needed to accomplish the Paris Agreement&#8217;s goals<strong>.<\/strong><\/li>\n<li>Nations chose to designate\u00a0<strong>two High Level Champions<\/strong>\u00a0to connect the efforts of governments with the various voluntary and collaborative actions\u00a0made by cities, regions, businesses and investors.<\/li>\n<li>Nigel Topping and Dr. Mahmoud Mohieldin are the COP27 High-Level Champions.<\/li>\n<\/ul>\n<\/li>\n<li>The agenda outlines 30 Adaptation goals to enhance resilience for 4 billion people living in the most climate vulnerable communities by 2030.<\/li>\n<li>Each outcome<strong>\u00a0presents global solutions<\/strong>\u00a0that can be\u00a0adopted at a local level to respond to local climate contexts, needs and risks, in order to protect vulnerable communities from rising climate hazards, such as extreme heat, drought, flooding, etc.<\/li>\n<li>Collectively, these outcomes represent the\u00a0<strong>first comprehensive global plan<\/strong>\u00a0to rally both State and non-State actors\u00a0behind a shared set of adaptation actions.<\/li>\n<li>These actions are required by the end of this decade across five impact systems:\n<ul>\n<li>Food and agriculture,<\/li>\n<li>Water and nature,<\/li>\n<li>Coastal and oceans,<\/li>\n<li>Human settlements and infrastructure, and<\/li>\n<li>Including enabling solutions for planning and finance.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Significance:\u00a0<\/strong>The Agenda emphasises &#8211;\n<ul>\n<li><strong>Mobilising\u00a0<\/strong>USD 140-300 billion from public and private sources for adaptation and resilience.<\/li>\n<li><strong>Encourage\u00a0<\/strong>2,000 of the world&#8217;s greatest corporations to consider physical climate risk and create actionable adaptation plans.<\/li>\n<li>The need for all actors to count on evidence-based, practical adaptation plans, to make climate risks clear and accessible, and to implement locally-led adaptation principles.<\/li>\n<\/ul>\n<\/li>\n<li><strong>How will it be helpful to India?<\/strong>\n<ul>\n<li><strong>The Sundarban region<\/strong>, which spans India and Bangladesh and is home to 7.2 million of the world&#8217;s most vulnerable people as well as the world&#8217;s largest mangrove forest, would benefit from adaptation efforts.<\/li>\n<li>Mangrove forests can absorb\u00a0four to five times more carbon emissions\u00a0than landed tropical forests.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Infrastructure Resilience Accelerator Fund (IRAF)<\/strong><\/h2>\n<ul>\n<li>Recently, CDRI has announced setting up the Infrastructure Resilience Accelerator Fund (IRAF) with\u00a0<strong>allocation of $50 million<\/strong>.\n<ul>\n<li>The CDRI, launched by PM Narendra Modi in New York in 2019, is a partnership of national governments.<\/li>\n<li>It aims to promote the resilience of new and existing infrastructure systems to climate and disaster risks in support of sustainable development.<\/li>\n<li>Besides India, it currently has 28 other members.<\/li>\n<\/ul>\n<\/li>\n<li>This fund will support global action to\u00a0build robust infrastructure, especially in developing countries and small island developing nations, that can\u00a0withstand the impacts of climate change.<\/li>\n<li>IRAF will be a\u00a0<strong>multi-donor trust fund<\/strong>, managed by UN Multi-Partner Trust Fund Office, New York.<\/li>\n<li>Supported by India, the UK, Australia and the European Union, the IRAF\u2019s multi-pronged programme will offer:\n<ul>\n<li>customised technical assistance, capacity building, research, knowledge management, and advocacy across the infrastructure life cycle for countries at all stages of
