{"id":34696,"date":"2022-11-11T10:23:05","date_gmt":"2022-11-11T04:53:05","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=34696"},"modified":"2025-04-20T16:22:48","modified_gmt":"2025-04-20T10:52:48","slug":"content-in-national-interest-what-new-tv-broadcast-guidelines-say","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/content-in-national-interest-what-new-tv-broadcast-guidelines-say\/","title":{"rendered":"Content in National Interest: What New TV Broadcast Guidelines Say"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article:<\/strong><\/h3>\n<ul>\n<li><strong>News Summary<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><strong>Why in news?<\/strong><\/h3>\n<ul>\n<li>The Centre has approved new guidelines under which it has become obligatory for channels to telecast content of national interest and public importance.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>News Summary<\/strong><\/h2>\n<ul>\n<li>Recently, the Union Cabinet has approved the \u2018Guidelines for Uplinking and Downlinking of Satellite Television Channels in India, 2022\u2019.<\/li>\n<li>The new guidelines have been amended after a gap of 11 years.<\/li>\n<li>Also, a number of steps have been taken for ease of doing business, as there are more than 890 channels operating in the country now.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Key highlights of the new guidelines<\/strong><\/h2>\n<ul>\n<li><strong>Obligation for TV channels<\/strong>\n<ul>\n<li>All TV channels in India, including private channels, are required to broadcast at least\u00a030 minutes of content daily on themes of national importance and of social relevance.<\/li>\n<li>The Ministry will soon issue a specific advisory on the date it comes into effect, and on the time slots for the telecast of this content.<\/li>\n<\/ul>\n<\/li>\n<li><strong>8 Themes of national importance and of social relevance<\/strong>\n<ul>\n<li>education and spread of literacy;<\/li>\n<li>agriculture and rural development;<\/li>\n<li>health and family welfare;<\/li>\n<li>science and technology;<\/li>\n<li>welfare of women;<\/li>\n<li>welfare of the weaker sections of the society;<\/li>\n<li>protection of environment and of cultural heritage; and<\/li>\n<li>national integration.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Exemptions given<\/strong>\n<ul>\n<li>The condition applies to all channels, except where it may not be feasible, such as in the case of sports channels, wildlife channels, foreign channels etc.<\/li>\n<\/ul>\n<\/li>\n<li><strong>On Uplinking and downlinking<\/strong>\n<ul>\n<li>Uplinking and downlinking shall be subject to clearance and approval by the Ministry of Home Affairs, and wherever considered necessary, of other authorities.<\/li>\n<li>The policy mandates that channels uplinking in frequency bands other than C-band must encrypt their signals.<\/li>\n<li>Broadcast companies will be\u00a0allowed to uplink foreign channels from Indian teleports.\n<ul>\n<li>This would create employment opportunities and make India a teleport hub for other countries.\n<ul>\n<li>Currently, only 30 channels are uplinked from India out of the total 897 registered with the Ministry of Information and Broadcasting.<\/li>\n<\/ul>\n<\/li>\n<li>Currently, Singapore is considered the hub of teleport uplinking.<\/li>\n<li>However, after the new guidelines come into effect, foreign channels are expected to show greater interest in using Indian teleports.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Other aspects<\/strong>\n<ul>\n<li>The new guidelines allow a news agency to get\u00a0permission for five years instead of the current one year.<\/li>\n<li>The penalty clauses have been rationalised, and separate sets of penalties have been proposed for different types of contraventions as against the uniform penalty that is applicable currently.<\/li>\n<li>Requirement for seeking permission for the live telecast of events has been done away with;
