Portal<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why In News?<\/strong><\/h2>\n<ul>\n<li>On World Children\u2019s Day (November 20), the National Commission for Protection of Child Rights (NCPCR) launched a web portal &#8211; \u201cGHAR &#8211; Go Home and Re-Unite.\u201d<\/li>\n<li>The portal will be a platform for digital tracking and monitoring of children from every district to smoothen the process of their repatriation and restoration.<\/li>\n<li>NCPCR also launched the &#8211;\n<ul>\n<li><strong>Training Modules\u00a0<\/strong>for the Child Welfare Committees (CWCs) for implementing the amendments brought in the Juvenile Justice Act.<\/li>\n<li>Protocols for Restoration and Repatriation of Children.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>About NCPCR:<\/strong><\/h2>\n<p><img decoding=\"async\" src=\"https:\/\/vajiramandravi.s3.us-east-1.amazonaws.com\/media\/editor_images\/2022\/11\/21\/12\/39\/38\/637b2432f5602905af39bf68_OI.PNG\" alt=\"\" \/><\/p>\n<ul>\n<li>It is an Indian\u00a0<strong>statutory\u00a0<\/strong>body established in 2007 under an Act of Parliament &#8211; the Commission for Protection of Child Rights Act, 2005 and works under the aegis of Union Ministry of Women and Child Development (WCD).<\/li>\n<li>Its mandate is to ensure that all laws, policies, programs and administrative systems<u>\u00a0conform to the vision of the rights of the child<\/u>\u00a0(age 0 &#8211; 18 years) as enunciated in the Indian Constitution as well as the UN Convention on the Rights of the Child.<\/li>\n<li>The Commission envisages a\u00a0<strong>rights-based perspective<\/strong>, which flows into national-state-local policies and programmes.<\/li>\n<li>Thus, the Commission envisages an indispensable role for the state to ensure &#8211;\n<ul>\n<li>Children and their well-being,<\/li>\n<li>Strong institution-building processes,<\/li>\n<li>Respect for local bodies and decentralisation at the community level and greater social concern in this direction.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Some portals of NCPCR<\/strong>\u00a0&#8211;\n<ul>\n<li><strong>MASI\u00a0<\/strong>Portal (Monitoring App for Seamless Inspection for managing inspections at shelter homes)<\/li>\n<li><strong>Baal Swaraj<\/strong>\u00a0Portal (for online tracking and digital real-time monitoring mechanism of children in need of care and protection)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>About the Juvenile Justice (Care or Protection of Children) Act\/JJ Act, 2015:<\/strong><\/h2>\n<ul>\n<li>The Act was introduced (by the WCD) to replace the Juvenile Delinquency Law and the Juvenile Justice (Care and Protection of Children) Act, 2000.<\/li>\n<li>One of the main provisions of the Act is allowing the trial of juveniles in conflict with law in the age group of<strong>\u00a016-18 years as adults.<\/strong>\n<ul>\n<li>The nature of the crime and whether the juvenile should be tried as a minor or a child, was to be determined by a Juvenile Justice Board (JJB)<strong>.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>The second major provision is with regards to\n<ul>\n<li>The Act streamlined adoption procedures for orphans, abandoned and surrendered children.<\/li>\n<li>The existing\u00a0<strong>Central Adoption Resource Authority\u00a0<\/strong>(CARA) has been made a<strong>\u00a0statutory body\u00a0<\/strong>to enable it to perform its function more effectively.<\/li>\n<\/ul>\n<\/li>\n<li>The State Government may, by notification, establish one or more\u00a0<strong>Child Welfare Committees<\/strong>\u00a0(CWC) for each district or group of districts to exercise the powers conferred under this Act.\n<ul>\n<li>The Committee has the\u00a0<strong>final say<\/strong>\u00a0on cases involving the care, protection, treatment, development and rehabilitation of children, as well as the provision of basic needs and the protection of human rights.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Need for the GHAR portal:<\/strong><\/h2>\n<ul>\n<li>The portal\u00a0<strong>will enable digital transfer<\/strong>\u00a0of cases of children to the authorities concerned.<\/li>\n<li>It will ensure that the rights of children related to\u00a0<strong>restoration and repatriation are realised<\/strong>, which was a challenge due to lack of convergence and information-sharing between authorities.\n<ul>\n<li>Many children who were taken before JJBs and the CWCs were discovered to be from another place, but it was difficult to repatriate them due to a lack of information on their native place.<\/li>\n<\/ul>\n<\/li>\n<li>A step to significantly\u00a0<u>reduce the number of children languishing in child care
