India Abstains on Ivory Trade Vote"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article:<\/strong><\/h3>\n<ul>\n<li><strong>Key points of the draft decision<\/strong><\/li>\n<li><strong>Draft decision&#8217;s mitigating clause and India\u2019s influence on it<\/strong><\/li>\n<li><strong>Loss and damage points in the draft decision<\/strong><\/li>\n<li><strong>Concerns<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why In News:<\/strong><\/h2>\n<ul>\n<li>The draft decision text of the COP27 of the UN climate negotiations, which was just revealed, included<strong>\u00a0both of India&#8217;s important points in the mitigation clause<\/strong>.<\/li>\n<li>In addition, the draft agreement seemed to be on track to meet a crucial demand of developing countries by creating a new fund for<strong>\u00a0loss and damage<\/strong>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Key points of the draft decision:<\/strong><\/h2>\n<ul>\n<li>No fossil fuel phase down is listed in the text<\/li>\n<li>Keep 1.5-degree Celsius goal alive<\/li>\n<li>Require a transformation of the financial system<\/li>\n<li>Urges counties to \u201csignificantly scale\u201d adaptation finance.\n<ul>\n<li>Since it misses the call to double financing, it\u2019s weaker than Glasgow pact (COP26).<\/li>\n<\/ul>\n<\/li>\n<li>Requests countries who haven&#8217;t done so to update and strengthen their climate plans before COP28<\/li>\n<li>Welcomes the new UN net zero rules for corporations<strong>\u00a0to stop greenwashing.<\/strong>\n<ul>\n<li>Greenwashing is the practice of making false claims in order to mislead consumers into believing that a company&#8217;s products are more environmentally friendly or have a higher positive environmental impact than they actually do.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Draft decision&#8217;s mitigating clause and India\u2019s influence on it:<\/strong><\/h2>\n<ul>\n<li><strong>Mitigation clause:<\/strong>\u00a0It now calls upon countries to &#8211;\n<ul>\n<li>Accelerate the development, deployment and dissemination of technologies.<\/li>\n<li>Adopt policies to transition towards low-emission energy systems.<\/li>\n<li>Rapidly scale up the deployment of clean power generation and energy efficiency measures.<\/li>\n<li>Accelerate efforts towards the\u00a0<strong>phase-down\u00a0<\/strong>of unabated coal power.<\/li>\n<li>Phase-out of inefficient fossil fuel subsidies, while\u00a0<strong>providing targeted support to the poorest and most vulnerable<\/strong>, recognizing the need for support towards a just transition.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Two important insertions suggested by India:<\/strong><\/li>\n<\/ul>\n<ol>\n<li>\u201c<strong>Phase-down<\/strong>\u201d of unabated coal power.<\/li>\n<li><u>The conditionality of the fossil fuel subsidies<\/u>\u00a0which relates to &#8220;offering targeted assistance to the poorest and most vulnerable.&#8221;\n<ul>\n<li>Initial draft used \u201cphase-out\u201d (instead of phase-down) for coal and missed the targeted support point, resulting in facing objections from India.<\/li>\n<li>India had got both these points inserted in the Glasgow Climate Pact (COP26) last year. These two will now continue to be in the final decision of the COP27.<\/li>\n<li>The draft decision text will now be discussed in the plenary for final decision (outcome of the COP27) with consensus, involving 195 countries.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h2><strong>Loss and damage (L&amp;D) points in the draft decision:<\/strong><\/h2>\n<ul>\n<li>The text addresses the basic demand &#8211;\u00a0<strong>a fund as well as new &#8216;funding arrangements&#8217;.<\/strong><\/li>\n<li>It seeks to<strong>\u00a0link L&amp;D with 1.5-degree Celsius<\/strong>\u00a0warming limit (an indirect reference to mitigation).<\/li>\n<li>The main body of the text begins with acknowledging assistance needed for \u201cparticularly vulnerable\u201d developing countries but the decision on funding makes a more general reference to &#8216;developing countries&#8217;.<\/li>\n<li>There are multiple references to the use of existing funds.<\/li>\n<li>Seeks to expand sources of funding, including \u201cinnovative sources\u201d.<\/li>\n<li>Pushes for financial reform discussions at International Monetary Fund (IMF) and World Bank (WB) next year.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Concerns:<\/strong><\/h2>\n<ul>\n<li><strong>No funds have been pledged for the fund.\u00a0<\/strong>Climate disaster-affected developing countries are still a long way from being able to obtain financial resources to reconstruct.<\/li>\n<li><strong>The exact definitions of terms<\/strong>\u00a0such as \u201cparticularly vulnerable\u201d, \u201cmost vulnerable\u201d are potential points of disagreement which have been left to be resolved at a later stage.<\/li>\n<li><strong>Additional burden being put on the developing countries<\/strong>. One of the contentions is to ask each country to revise its climate action plans, formally known as nationally-determined contributions (NDCs), with progressively stronger actions every year.<\/li>\n<li><strong>Developed countries have failed to deliver on their promise<\/strong>\u00a0to mobilise a relatively small sum of USD 100 billion each year.
