{"id":35235,"date":"2023-05-07T10:37:24","date_gmt":"2023-05-07T05:07:24","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=35235"},"modified":"2025-04-20T22:56:22","modified_gmt":"2025-04-20T17:26:22","slug":"national-conference-on-digitization-paperless-courts-and-e-initiatives","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/national-conference-on-digitization-paperless-courts-and-e-initiatives\/","title":{"rendered":"National Conference on Digitization, Paperless Courts and e-Initiatives"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article?<\/strong><\/h3>\n<ul>\n<li><strong>Why in News?<\/strong><\/li>\n<li><strong>What is the e-Courts Integrated Mission Mode Project?<\/strong><\/li>\n<li><strong>What are the Major Initiatives Launched under the Project?<\/strong><\/li>\n<li><strong>The National Conference on Digitization, Paperless Courts and e-Initiatives<\/strong><\/li>\n<li><strong>New Initiative &#8211; \u201cNeutral Citation for the Indian Judiciary\u201d<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>To explore the possible ways of use of technology in the legal system a National Conference on Digitization, Paperless Courts and e-Initiatives has been organized by the High Court of Orissa in the Odisha Judicial Academy, Cuttack.<\/li>\n<li>Implementation of the Action Plan of Phase-III of <strong>e-Courts Project<\/strong> of the Supreme Court of India is the focal point of the conference.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>What is the e-Courts Integrated Mission Mode Project?<\/strong><\/h2>\n<ul>\n<li>As part of the <strong>National e-Governance Plan<\/strong>, the Project has been under implementation (under the aegis of the e-Committee SC) since <strong>2007 <\/strong>for ICT development of the Indian Judiciary.<\/li>\n<li>It is a <strong>Pan-India Project<\/strong>, monitored and funded by the <strong>Department of Justice<\/strong>, Ministry of Law and Justice, Government of India, <strong>for the District Courts<\/strong> across the country.<\/li>\n<li>It is based on the <strong>National Policy and Action Plan<\/strong> for Implementation of Information and Communication Technology (ICT) in the Indian Judiciary-2005.<\/li>\n<li><strong>The Project envisages:<\/strong>\n<ul>\n<li>To provide<strong> efficient and time-bound citizen centric services delivery<\/strong>.<\/li>\n<li>To develop, install and implement decision support systems in courts.<\/li>\n<li>To automate the processes to provide t<strong>ransparency in accessibility of information.<\/strong><\/li>\n<li><strong>To enhance judicial productivity<\/strong>, to make the <strong>justice delivery system affordable, accessible, cost effective, predictable, reliable and transparent<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>The Phase I of e-Courts was concluded in <strong>2015 <\/strong>in which 14,249 Court sites were computerised. Under Phase II, 18,735 District and Subordinate courts have been computerised so far.<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/vajiramandravi-test.s3.us-east-1.amazonaws.com\/media\/content\/ckeditor\/2023\/05\/08\/image-20230508115709-1.png\" alt=\"\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>What are some of the Major Initiatives Launched under the Project?<\/strong><\/h2>\n<ul>\n<li><strong>Case Information Software (CIS)<\/strong> based on customised Free and Open-Source Software (FOSS) has been developed.<\/li>\n<li><strong>National Judicial Data Grid (NJDG)<\/strong> is a \ufb02agship project launched in 2015 <strong>for monitoring pendency and disposal of the cases<\/strong> in HCs and Subordinate Courts.<\/li>\n<li><strong>Virtual Courts<\/strong> (as of July 2022, there are 20 Virtual Courts in 16 States\/UTs) and using <strong>Video Conferencing.<\/strong><\/li>\n<li><strong>An e-Filing system<\/strong> has been rolled out for the electronic filing of legal papers with advanced features like online submission of Vakalatnama, e-Signing, online video recording of oath, etc.<\/li>\n<li><strong>E-Sewa Kendras:<\/strong> To make justice delivery inclusive and to mitigate handicaps caused by digital divide, e-Sewa Kendras have been rolled out to provide e-filing services to lawyers and litigants.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<figure class=\"media\">\n<div data-oembed-url=\"https:\/\/www.youtube.com\/watch?v=WsENLzEVoFA\">\n<div><iframe src=\"https:\/\/www.youtube.com\/embed\/WsENLzEVoFA\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<\/div>\n<\/figure>\n<p>&nbsp;<\/p>\n<h2><strong>The National Conference on Digitization, Paperless Courts and e-Initiatives:<\/strong><\/h2>\n<ul>\n<li><strong>About:<\/strong>\n<ul>\n<li>The conference is primarily aimed at discussing <strong>how to implement the National Action Plan of Phase-III of e-Courts Project.<\/strong><\/li>\n<li>The conference was inaugurated by the Chief Justice of India (CJI) and attended by all the HCs of the country, the delegates from the Department of Justice and the e-Committee, SC.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Highlights of the CJI\u2019s speech on the occasion:<\/strong>\n<ul>\n<li><strong>ICT Initiatives <\/strong>like virtual hearing, live streaming, e-Filing, Paperless Courts, digitisation of case records, etc., which gave fillip to the legal system after the Covid pandemic are no longer new and it\u2019s time to effect a <strong>complete transformation of judiciary.<\/strong><\/li>\n<li>Amid a demand to set up benches of Orissa HC, CJI said that the t<strong>echnology has obliterated the need for benches of the HC.<\/strong><\/li>\n<li>He hailed Orissa HC\u2019s efforts to <strong>set up virtual courts in 20 of the state\u2019s 30 districts<\/strong>, where lawyers can address the HC from their districts.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Recommendations:<\/strong>\n<ul>\n<li>There is the need for the judiciary <strong>to build its own resources<\/strong> in the field of ICT instead of depending on the private agencies.<\/li>\n<li>The issue of <strong>data integrity and security<\/strong> highlights the need for framing of a<strong> Comprehensive Judicial Data Security Policy<\/strong> for protecting the confidential details of the citizens.<\/li>\n<li><strong>Training<\/strong> of Judges, Judicial Officers, Court staff, lawyers and their clerks on ICT initiatives.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>New Initiative &#8211; \u201cNeutral Citation for the Indian Judiciary\u201d:<\/strong><\/h2>\n<ul>\n<li><strong>Case law reporting<\/strong> is an integral part of the legal system. However, different law reports adopt different patterns to identify a case law which often leads to <strong>confusion<\/strong>.<\/li>\n<li>Inaugurated on the occasion by the CJI, <strong>Neutral Citations <\/strong>is an initiative (of CJI D.Y Chandrachud) aimed at <strong>evolving a uniform and secure methodology<\/strong> for identifying and citing decisions of the orders and judgments of the SC and HCs.<\/li>\n<li>Case laws, which were so far accessible only to the subscription holders of private law reporters, <strong>would now be available to everyone free of cost <\/strong>through Neutral Citations.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>Q1) What is the National e-Governance Plan?<\/strong><\/h3>\n<p>It is an initiative of the Government of India (approved in 2006) to make all government services available to the citizens of India via electronic media.
