US ties over the years.<\/li>\n<\/ul>\n<h2><strong>Transformation in India-US Bilateral Relations:<\/strong><\/h2>\n<ul>\n<li><strong>Background:<\/strong>\n<ul>\n<li>The US-India ties have <strong>gone through years of ups and downs over the last 75 years.<\/strong><\/li>\n<li><strong>For example<\/strong>, the US imposed sanctions on India after it conducted two nuclear tests in 1974 and 1998, and then the normalisation of relations, which culminated in the Indo-US nuclear deal in 2008.<\/li>\n<li>The US is India&#8217;s largest trading partner with a bilateral trade in goods and services crossing <strong>US$ 191 billion in 2022<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Transformation in relations:<\/strong>\n<ul>\n<li><strong>The 1st transformation<\/strong> was roughly between 2001 &#8211; when George W Bush came to power &#8211; and the end of the Donald J Trump presidency.\n<ul>\n<li>In this phase, the <strong>US has been accommodating<\/strong> to India&#8217;s key national interests while still <strong>acknowledging unresolved concerns<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The 2nd transformation <\/strong>was during the tenure of the 46th President of the US &#8211; Joe Biden.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The Modi-Biden era:<\/strong>\n<ul>\n<li>This era emphasised upon mutual interests and strategic alignment, particularly in <strong>response to China&#8217;s growing influence<\/strong>.<\/li>\n<li>In 2023, National Security Advisors (NSA) on both sides inaugurated the India-US initiative on Critical and Emerging Technology (<strong>iCET<\/strong>).<\/li>\n<li>The establishment of the <strong>Strategic Trade Dialogue<\/strong> and ongoing <strong>defence exercises <\/strong>highlight their commitment to sustaining the momentum in their relationship.<\/li>\n<li><strong>Five 2+2 meetings<\/strong> (with respective defence and foreign ministers) have taken place, and the supply of <strong>C-130Js, C-17s, P8Is, Apaches, Chinooks, and MH60R helicopters <\/strong>are changing capabilities for the Indian military.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Challenges faced during the Modi-Biden era:<\/strong>\n<ul>\n<li>India\u2019s increasing import of oil and deep military dependencies on <strong>Russia.<\/strong><\/li>\n<li>The respective stakes at play regarding the war in <strong>Ukraine<\/strong>, differing views on the meaning of rights, and the effects of an <strong>alleged Indian intelligence-led operation <\/strong>on American soil.<\/li>\n<li>However, these challenges have left the <strong>strategic design for deeper partnerships<\/strong> between the two countries largely <strong>untouched<\/strong>.<\/li>\n<li>The deeper partnerships between the two countries are<strong> expected to be sustained <\/strong>as the 47th American president is elected later this year.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><strong>The Agenda for the Indian PM&#8217;s Recent Visit to the US:<\/strong><\/h2>\n<ul>\n<li><strong>Boosting bilateral ties: <\/strong>The two leaders discussed ways to deepen cooperation across various sectors, highlighting that both nations now enjoy a \u201c<strong>comprehensive global strategic partnership<\/strong>.\u201d<\/li>\n<li><strong>Expanding India&#8217;s global role:<\/strong> President Biden praised India&#8217;s leadership on the world stage, highlighting India\u2019s role &#8211;\n<ul>\n<li>During the G20 presidentship,<\/li>\n<li>In strengthening the Quad,<\/li>\n<li>Reinforcing the need for a \u201cfree, open, and prosperous Indo-Pacific,\u201d etc.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Space to semiconductors:<\/strong>\n<ul>\n<li>Both Leaders committed to enhance regular engagements to improve the momentum of collaboration in fields such as <strong>space, AI, quantum, biotechnology, etc.<\/strong><\/li>\n<li>They hailed plans for <strong>a semiconductor fabrication plant<\/strong>, which will support national security and next-generation telecommunications.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Impetus to defence ties:<\/strong>\n<ul>\n<li>President Biden welcomed the progress in India\u2019s procurement of <strong>31 General Atomics MQ-9B remotely piloted aircraft<\/strong>, which will enhance India&#8217;s intelligence, surveillance, and reconnaissance capabilities.<\/li>\n<li>Biden also highlighted India\u2019s decision to simplify its tax structure on <strong>maintenance, repair, and overhaul services<\/strong>, calling it a significant step for building a <strong>robust aviation ecosystem<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Clean energy initiatives: <\/strong>The White House announced that initial efforts aim to unlock $1 billion of multilateral financing to support projects across the clean energy value chain.<\/li>\n<li><strong>Promoting global health and development:<\/strong>\n<ul>\n<li>The two leaders celebrated the new <strong>US-India Drug Policy Framework<\/strong>, designed to combat the illicit production and trafficking of synthetic drugs.<\/li>\n<li>They also applauded the inaugural <strong>U.S.-India Cancer Dialogue<\/strong>, as tackling cancer requires collaboration and innovation.<\/li>\n<li><strong>Both sides highlighted enhanced cooperation in agriculture<\/strong>, committing to improve productivity and share best practices.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<figure class=\"media\">\n<div data-oembed-url=\"https:\/\/www.youtube.com\/watch?v=wrTuMupHmvM\">\n<div><iframe src=\"https:\/\/www.youtube.com\/embed\/wrTuMupHmvM\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<\/div>\n<\/figure>\n<hr \/>\n<h3><strong>Q.1. The initiative is to be led by the National Security Council Secretariat in India and the US National Security Council.<\/p>\n<h3><strong>Q.2.
