DPSUs or players from the private sector.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<figure class=\"media\">\n<div data-oembed-url=\"https:\/\/www.youtube.com\/watch?v=lMX4U65Spko\">\n<div><iframe src=\"https:\/\/www.youtube.com\/embed\/lMX4U65Spko\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<\/div>\n<\/figure>\n<p>&nbsp;<\/p>\n<h2><strong>The DAP 2020:<\/strong><\/h2>\n<ul>\n<li>The DAP 2020 [erstwhile Defence Procurement Procedure (DPP) &#8211; first initiated in 2002 and reformed in 2016] has been established as<strong> a potential catalyst for the Atmanirbhar Bharat Abhiyaan<\/strong>, in the sector of defence manufacturing.<\/li>\n<li>It aims <strong>to ensure timely acquisition of military equipment, systems and platforms<\/strong> as required by the Armed Forces with the highest degree of <strong>probity, public accountability, transparency, fair competition and level-playing field.<\/strong><\/li>\n<li>It eases the<strong> procurement and acquisition of upgraded technology<\/strong>, products and services for the Tri-Services and other allied defence services.<\/li>\n<li>Through its many improved features, it hopes to provide <strong>a boost to the Make in India <\/strong>efforts in the field &#8211; <strong>especially to MSME\u2019s,<\/strong> with an ultimate aim to develop India as a global defence manufacturing hub.<\/li>\n<li>It will cover<strong> all Capital Acquisitions <\/strong>other than Works and Land undertaken by the Ministry of Defence.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Other Indian Government\u2019s Efforts to Encourage Indigenisation of Defence:<\/strong><\/h2>\n<ul>\n<li><strong>Simplification <\/strong>of industrial licensing process with longer validity period;<\/li>\n<li><strong>Liberalization <\/strong>of Foreign Direct Investment (FDI) policy allowing 74% FDI under automatic route; <strong>Simplification <\/strong>of Make Procedure;<\/li>\n<li>Launch of Mission <strong>DefSpace<\/strong>;<\/li>\n<li>Launch of Innovations for Defence Excellence (<strong>iDEX<\/strong>) scheme by involving Start-ups and MSMEs;<\/li>\n<li><strong>Implementation <\/strong>of Public Procurement (Preference to Make in India) Order 2017;<\/li>\n<li>Launch of an indigenisation portal namely <strong>SRIJAN <\/strong>to facilitate indigenisation by Indian Industry including MSMEs;<\/li>\n<li><strong>Reforms in Offset policy<\/strong> with thrust on attracting investment and Transfer of Technology for Defence manufacturing by assigning higher multipliers;<\/li>\n<li><strong>Establishment of two Defence Industrial Corridors<\/strong>, one each in Uttar Pradesh and Tamil Nadu; <strong>Earmarking of 25% of R&amp;D Budget<\/strong> for Industry led R&amp;D;<\/li>\n<li><strong>Progressive increase in allocation of Defence Budget <\/strong>of military modernization for procurement from domestic sources, etc.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>News Summary Regarding 4th PIL for DPSUs:<\/strong><\/h2>\n<ul>\n<li>This fourth list<strong> is in continuation to the previous three PILs<\/strong> involving Line Replacement Units (LRUs)\/Sub-systems\/Assemblies\/Sub-assemblies\/Spares and Components.<\/li>\n<li>The 4th PIL includes 928 strategically-important items, with import substitution value worth Rs 715 crore.<\/li>\n<li>The DPSUs <strong>will undertake indigenisation of these items <\/strong>through different routes under \u2018Make\u2019 category and in-house development through the capabilities of MSMEs and private Indian industry.<\/li>\n<li>These will <strong>only be procured from the Indian Industry<\/strong> after the timelines indicated in the list, <strong>thereby providing impetus to the growth in economy, enhanced investment<\/strong> in defence and reduction in import dependence of DPSUs.<\/li>\n<li>In addition, this will <strong>augment the design capabilities of the domestic defence industry<\/strong> by involving academia and research institutions.<\/li>\n<li>The industry may look for Expression of Interest (EoIs)\/Request for Proposal (RFPs) on the <strong>Srijan Portal<\/strong> &#8211;
