


{"id":35666,"date":"2023-05-27T01:31:00","date_gmt":"2023-05-26T20:01:00","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=35666"},"modified":"2025-05-27T16:20:34","modified_gmt":"2025-05-27T10:50:34","slug":"5th-edition-of-niti-aayogs-state-health-inde","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/5th-edition-of-niti-aayogs-state-health-inde\/","title":{"rendered":"5th Edition of NITI Aayog\u2019s State Health Index"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article?<\/strong><\/h3>\n<ul>\n<li><strong>Why in News?<\/strong><\/li>\n<li><strong>The State Health Index<\/strong><\/li>\n<li><strong>Domains and Indicators of the Index<\/strong><\/li>\n<li><strong>Highlights of the 5th Edition of the State Health Index<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>According to the NITI Aayog\u2019s annual \u2018State Health Index\u2019 (5th edition) for the Covid year of 2020-21, the three southern states of <strong>Kerala, Tamil Nadu and Telangana<\/strong> emerged as the top performers among the \u2018larger states\u2019.<\/li>\n<li>The NITI Aayog is learnt to have shared the report &#8211; <strong>Healthy States Progressive India Report on the Ranks of States and Union Territories<\/strong> &#8211; with the Health Ministry.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>The State Health Index:<\/strong><\/h2>\n<ul>\n<li>It was launched by the <strong>NITI Aayog in 2017<\/strong> to measure the performance of states and UTs on a weighted composite score incorporating 24 health performance indicators clubbed under <strong>three domains.<\/strong><\/li>\n<li>The Aayog brings out the index (annually) in collaboration with the <strong>Union Health Ministry and World Bank.<\/strong><\/li>\n<li><strong>The objective of this index<\/strong> is to not just look at the states\u2019 historical performance but also their incremental performance.<\/li>\n<li><strong>The index encourages healthy competition<\/strong> and cross-learning among States and UTs and nudges states\/UTs towards building robust health systems and improving service delivery through their <strong>policymaking and resource allocation.<\/strong><\/li>\n<li>As a result, <strong>the MoHFW had linked the index to incentives under the National Health Mission<\/strong>.\n<ul>\n<li>This has been instrumental in shifting the focus from budget spending and inputs to outputs and outcomes.<\/li>\n<\/ul>\n<\/li>\n<li>This index is an example of both <strong>competitive and cooperative federalism.<\/strong><\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>Domains and Indicators of the Index:<\/strong><\/h2>\n<ul>\n<li><strong>The \u2018Health outcomes\u2019 include indicators<\/strong> like neonatal mortality rate, total fertility rate, sex ratio at birth, immunisation coverage, proportion of institutional deliveries, etc.<\/li>\n<li><strong>The \u2018Key inputs\/processes\u2019<\/strong> is a measure of health infrastructure available, including proportion of functional 24X7 primary healthcare centres, etc.<\/li>\n<li><strong>The \u2018Governance and Information\u2019 domain<\/strong> includes average occupancy of three key posts at state level, average occupancy of the chief medical officer, days taken for fund transfer, etc.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>Highlights of the 5th Edition of the State Health Index:<\/strong><\/h2>\n<ul>\n<li><strong>Overall performance among the 19 larger states:<\/strong>\n<ul>\n<li><strong>Top performers:<\/strong> <i>Kerala<\/i>, Tamil Nadu, and Telangana have secured the top three positions in terms.<\/li>\n<li><strong>Worst performer:<\/strong> Bihar, UP and MP occupy the bottom three positions, ranking 19th, 18th, and 17th, respectively.<\/li>\n<li><strong>Incremental performance from 2019-20 to 2020-21<\/strong>: Rajasthan, Uttarakhand, and Odisha have emerged as the top three performers among the larger states.<\/li>\n<\/ul>\n<\/li>\n<li><strong>In the category of smaller states<\/strong>: <i>Tripura <\/i>has demonstrated the best overall performance, followed by Sikkim and Goa.
