of the Meeting<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>Under the Vision @ 2047 theme, the Union Home Minister chaired a meeting <strong>to further strengthen the disaster risk reduction system <\/strong>in the country to make India disaster resilient.<\/li>\n<li>The Minister has also asked States to prepare a <strong>disaster management plan<\/strong> in conjunction with the National Disaster Management Authority (NDMA) in areas where seven new nuclear installations are to become operational.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>National Disaster Management Authority (NDMA):<\/strong><\/h2>\n<ul>\n<li>NDMA is the <strong>apex body for Disaster Management<\/strong> in India and is headed by the <strong>Prime Minister of India<\/strong>.<\/li>\n<li>Setting up of <i>NDMA <\/i>and the creation of an enabling environment for institutional mechanisms at the <i>State and District<\/i> levels is<strong> mandated by the Disaster Management Act, 2005<\/strong>.<\/li>\n<li>NDMA is mandated <strong>to lay down the policies, plans and guidelines for Disaster Management<\/strong>.<\/li>\n<li>Through NDMA, India envisions the development of an ethos of <strong>Prevention, Mitigation, Preparedness and Response.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/lh4.googleusercontent.com\/y6TPJReVDU86DGgKt1nNsPw7ynBuIPtMdZiwO9Kt_WB6KMUdtI6VJ9v8pAtZsVoQGTifEwFdgCTGh_4YgvBbO8FK3He6z6jtQ1jFv-1jwLRW4fLT0uOBnjm07GZWVgDdMX9Bo3P9T4F-\" alt=\"\" \/><\/p>\n<p>&nbsp;<\/p>\n<h2><strong>The National Disaster Management Plan (NDMP) 2016:<\/strong><\/h2>\n<ul>\n<li>It aims <strong>to make India disaster resilient<\/strong> and significantly reduce the loss of lives and assets.<\/li>\n<li>The plan is based on the <strong>four priority themes of the \u201cSendai Framework,\u201d<\/strong> namely:\n<ul>\n<li>Understanding disaster risk,<\/li>\n<li>Improving disaster risk governance,<\/li>\n<li>Investing in disaster reduction (through structural and non-structural measures) and<\/li>\n<li>Disaster preparedness, early warning and building back better in the aftermath of a disaster.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Vision:<\/strong>\n<ul>\n<li>Make India disaster resilient,<\/li>\n<li>Achieve substantial disaster risk reduction, and<\/li>\n<li>Significantly decrease the losses of life, livelihoods, and assets (economic, physical, social, cultural, and environmental) by maximising the ability to cope with disasters at all levels of administration as well as among communities.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Nuclear and Radiological Emergency:<\/strong><\/h2>\n<ul>\n<li><strong>Emergency Preparedness for Nuclear Power Plants:<\/strong>\n<ul>\n<li>The proper implementation of<strong> countermeasures can significantly reduce the consequences<\/strong> of an emergency situation.<\/li>\n<li>Therefore, it is mandatory for all nuclear facilities that there must be a <strong>comprehensive emergency preparedness plan.<\/strong><\/li>\n<li>Prior to the issuance of a licence for the operation of a nuclear facility, the <strong>Atomic Energy Regulatory Board<\/strong> (AERB) of India ensures that\n<ul>\n<li>The facility has the Emergency Response Manuals for the three main types of emergencies, viz., <strong>plant, on-site and off-site<\/strong>, and<\/li>\n<li>The plans are in place to handle these types of emergencies.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Responsibilities of Nuclear Power Plant Operators:<\/strong>\n<ul>\n<li>This includes the arrangements required to <strong>promptly classify an emergency, mitigate the emergency, notify and recommend protective actions<\/strong>, etc.<\/li>\n<li>\u00a0They must make an assessment of the type and quantum of release of radioactivity under various accident conditions and the extent to which it can spread into the environment.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Highlights of the Meeting:<\/strong><\/h2>\n<ul>\n<li><strong>3 major schemes of over Rs. 8,000 crores<\/strong> regarding the disaster management in the country has been announced:\n<ul>\n<li>Rs. 5,000 crore projects to <strong>expand and modernise fire services<\/strong> across the states.<\/li>\n<li>Rs. 2,500-crore project to <strong>reduce the risk of urban flooding<\/strong> in the 7 most populous metros &#8211; Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad, Ahmedabad and Pune.<\/li>\n<li>Rs. 825 Crore <strong>National Landslide Risk Mitigation Project<\/strong> for Landslide Mitigation in 17 States and UTs.<\/li>\n<\/ul>\n<\/li>\n<li>The Home Minister asked all the states to adopt the<strong> Model Fire Bill<\/strong> and bring a uniform law across the States.<\/li>\n<li>The preparation of <strong>District Disaster Management Plans<\/strong> in 87 districts of 8 states is still pending, they should be completed at the earliest.<\/li>\n<li><strong>The State level action plan for thunderstorm and lightning<\/strong> has been forwarded by the Centre and so far, more than 25 States and UTs have not shared it with the Centre.<\/li>\n<li><strong>State-level action plans on cold wave and fog<\/strong> have been sent by the Centre but 16 States and UTs were yet to prepare the action plan.<\/li>\n<li><strong>271 wetlands have been identified<\/strong> in the Northeast by ISRO for flood management.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>\u00a0Q1) What is Sendai Framework?<\/strong><\/h3>\n<p>The Sendai Framework for Disaster Risk Reduction is an international document that was adopted by the United Nations member states in 2015 at the World Conference on Disaster Risk Reduction held in Sendai, Japan.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Q2) What is the Atomic Energy Regulatory Board (AERB)?<\/strong><\/h3>\n<p>AERB has the mandate to enforce rules and regulations promulgated under the Atomic Energy Act, 1962 for ensuring radiological safety in the
