{"id":35961,"date":"2023-06-19T11:06:54","date_gmt":"2023-06-19T05:36:54","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=35961"},"modified":"2025-04-21T13:50:47","modified_gmt":"2025-04-21T08:20:47","slug":"draft-guidelines-for-regulation-of-fishing","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/draft-guidelines-for-regulation-of-fishing\/","title":{"rendered":"Draft Guidelines for Regulation of Fishing"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article?<\/strong><\/h3>\n<ul>\n<li><strong>Why in News?<\/strong><\/li>\n<li><strong>Need for the Draft Guidelines<\/strong><\/li>\n<li><strong>Draft Guidelines for Regulation of Fishing by Indian Flagged Fishing Vessels in the High Seas, 2022<\/strong><\/li>\n<li><strong>Concerns Regarding the Draft Guidelines<\/strong><\/li>\n<li><strong>Issues raised by the Kerala State Fisheries Coordination Committee<\/strong><\/li>\n<li><strong>The Government\u2019s Argument<\/strong><\/li>\n<li><strong>Way Ahead<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>The Union government had issued draft guidelines on high-seas fishing (fishing in international waters off India coast, beyond the 200 nautical mile jurisdiction) in 2022.<\/li>\n<li>The Kerala State Fisheries Coordination Committee is getting ready to launch a protest against what it called \u201canti-fisherman\u201d guidelines for regulating fishing by Indian-flagged vessels on the high seas.\u00a0<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>Need for the Draft Guidelines of Fishing :<\/strong><\/h2>\n<ul>\n<li>The notification accepts that marine fisheries are the livelihood of 4 million people in the country, it stresses the need for <strong>regulation to avoid over-exploitation and ensure sustainable use of the resources.<\/strong><\/li>\n<li>The guidelines are necessary as currently, <strong>a considerable number (900+) of Indian vessels are fishing in areas outside the Indian EEZ<\/strong> without any protection or security from the GoI.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>The Draft Guidelines for Regulation of Fishing by Indian Flagged Fishing Vessels in the High Seas, 2022:<\/strong><\/h2>\n<ul>\n<li>Any person engaging in deep sea fishing <strong>should obtain a valid permit from the issuing authority.<\/strong><\/li>\n<li>The permit fee for boats more than 24m long is Rs 5 lakh while that of boats between 15m and 24m is Rs 1 lakh. The fee for boats between 12m to 15m is Rs 50,000.<\/li>\n<li>The licence issuing authority is the <strong>Union Ministry of Agriculture and Fisheries, <\/strong>and the validity of the permit is<strong> two years.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Concerns Regarding the Draft Guidelines of Fishing :<\/strong><\/h2>\n<ul>\n<li><strong>The regulations are issued as a guideline<\/strong> and not as part of the proposed Indian Marine Fisheries Regulation Act.<\/li>\n<li><strong>The proposal to issue a permit to all Indian citizens<\/strong> for fishing on the high seas is also unacceptable.<\/li>\n<li><strong>The licence fee is exorbitant<\/strong> and should be reduced by half so that it does not put a burden on the small-scale fishermen.<\/li>\n<li>Though the preamble talks highly about the small-scale fishers in India, the guideline goes on to <strong>support private players.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Issues raised by the Kerala State Fisheries Coordination Committee:<\/strong><\/h2>\n<ul>\n<li>The regulation will adversely affect around 650 small-scale deep sea fishing vessels operating from <strong>Kochi<\/strong>.<\/li>\n<li>Handing over the rights of high seas to monopolies <strong>would jeopardise the livelihoods of lakhs of traditional and small fishermen<\/strong> and <strong>work against the principles of sustainability<\/strong>.<\/li>\n<li>If the government goes ahead with this policy, <strong>there would be strong protests <\/strong>from fishermen\u2019s unions and other stakeholders.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>The Government\u2019s Argument:<\/strong><\/h2>\n<ul>\n<li>The high seas resources are now being <strong>exploited by large vessels from countries like Japan, Korea, China, and the EU<\/strong>.<\/li>\n<li>These resources can be <strong>tapped effectively by Indian vessels with permits<\/strong>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Way Ahead:<\/strong><\/h2>\n<ul>\n<li>The Union Ministry of Agriculture and Fisheries should cooperate with the fisheries department of respective maritime states <strong>for ease of issuing licences and conducting inspections.<\/strong><\/li>\n<li><strong>Formation of Regional Fisheries Management Organisation<\/strong> with neighbouring countries.<\/li>\n<li><strong>Co-operatisation of the high seas fishing<\/strong> instead of corporatising the activities.<\/li>\n<li>The traditional fishermen want the government <strong>to support modernisation of the fishing fleet <\/strong>in existence and to bring them under a vessel monitoring system.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>Q1) What is the exclusive economic zone (EEZ)?<\/strong><\/h3>\n<p>It is an area of the ocean, generally extending 200 nautical miles (230 miles) beyond a nation&#8217;s territorial sea, within which a coastal nation has jurisdiction over both living and nonliving resources.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Q2) What is the Matsya Sampada Yojana?<\/strong><\/p>\n<p>It is a flagship scheme for focused and sustainable development of the fisheries sector in India.
