


{"id":36493,"date":"2023-07-23T11:58:58","date_gmt":"2023-07-23T06:28:58","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=36493"},"modified":"2025-04-21T22:15:50","modified_gmt":"2025-04-21T16:45:50","slug":"standing-committee-on-statistics-scos-can-the-new-data-panel-improve-indias-statistics","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/standing-committee-on-statistics-scos-can-the-new-data-panel-improve-indias-statistics\/","title":{"rendered":"Standing Committee on Statistics (SCoS): Can the new data panel improve India\u2019s statistics?"},"content":{"rendered":"<h3><strong>What\u2019s in today\u2019s article?<\/strong><\/h3>\n<ul>\n<li><strong>Why in News?<\/strong><\/li>\n<li><strong>The Statistical set-up of the Government of India<\/strong><\/li>\n<li><strong>NSO is Mandated with the Following Responsibilities<\/strong><\/li>\n<li><strong>Need to Establish a New Committee<\/strong><\/li>\n<li><strong>SCoS vs SCES<\/strong><\/li>\n<li><strong>How can the SCoS Bridge the Trust Deficit surrounding Official Data?<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>The Ministry of Statistics and Programme Implementation (MoSPI) has formed a new Standing Committee on Statistics (SCoS) to advise on official data generated by the National Statistical Office (NSO).<\/li>\n<li>This panel, chaired by former National Statistical Commission (NSC) chief and India\u2019s first Chief Statistician Pronab Sen, will replace the Standing Committee on Economic Statistics (SCES) that was formed in 2019 to advise on economic data.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<h2><strong>The Statistical set-up of the Government of India:<\/strong><\/h2>\n<ul>\n<li><strong>The MoSPI<\/strong> came into existence as an Independent Ministry in 1999 after the merger of the Department of Statistics and the Department of Programme Implementation.<\/li>\n<li><strong>The Ministry has two wings<\/strong>, one relating to Statistics and the other Programme Implementation.<\/li>\n<li><strong>The Statistics Wing<\/strong> called the <strong>NSO <\/strong>consists of the Central Statistical Office (CSO), the Computer center and the National Sample Survey Office (NSSO).<\/li>\n<li>Besides these two wings, there is <strong>National Statistical Commission<\/strong> (NSC was created through a resolution) and one autonomous Institute &#8211;<strong> Indian Statistical Institute<\/strong> &#8211; an institute of National importance.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>NSO is Mandated with the Following Responsibilities:<\/strong><\/h2>\n<ul>\n<li><strong>Acts as the nodal agency<\/strong> for planned development of the statistical system in the country.<\/li>\n<li><strong>Coordinates the statistical work<\/strong> in respect of the Ministries\/Departments of the Government of India.<\/li>\n<li><strong>Prepares national accounts <\/strong>as well as publishes annual estimates of national product.<\/li>\n<li><strong>Maintains liaison with international statistical organisations,<\/strong> such as the United Nations Statistical Division (UNSD), Economic and Social Commission for Asia and the Pacific (ESCAP), IMF, ADB, FAO, ILO, etc.<\/li>\n<li><strong>Compiles and releases the Index of Industrial Production (IIP)<\/strong> every month in the form of \u2018quick estimates\u2019.<\/li>\n<li><strong>Conducts the Annual Survey of Industries (ASI).<\/strong><\/li>\n<li><strong>Provides statistical information<\/strong> to assess and evaluate the changes in the growth, composition and structure of the organised manufacturing sector.<\/li>\n<li><strong>Organises and conducts periodic all-India Economic Censuses<\/strong> and follow-up enterprise surveys.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Need to Establish a New Committee:<\/strong><\/h2>\n<ul>\n<li><strong>The credibility of some of NSO\u2019s data has been questioned.<\/strong>\n<ul>\n<li><strong>For example, <\/strong>in 2019, the government decided to junk the results of two major NSSO household surveys carried out to assess the employment and consumption expenditure levels in Indian households <strong>due to data quality issues.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Data showing contemporary ground realities is unavailable.<\/strong>\n<ul>\n<li><strong>For example,<\/strong> India\u2019s key economic indicators such as retail inflation, GDP or even the extent of poverty (revised), continue to be based on the 2011-12 numbers.<\/li>\n<li><strong>It compels the government to rely on proxy data<\/strong> such as Employees\u2019 Provident Fund (EPF) account numbers to gauge employment trends and the National Family Health Survey to assess poverty levels.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>SCoS vs SCES:<\/strong><\/h2>\n<ul>\n<li><strong>The SCES was mandated to review the framework for economic indicators<\/strong> such as those pertaining to the industrial and services sectors, along with labour force statistics.\n<ul>\n<li><strong>Its focus was limited to reviewing high-frequency data<\/strong> like the Index of Industrial Production (IIP) and the Consumer Price Index (CPI), apart from surveys and enumerations like the\n<ul>\n<li>Economic Census,<\/li>\n<li>Annual Survey of Industries and<\/li>\n<li>Periodic Labour Force Survey.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>The SCoS has enhanced terms of reference<\/strong> that enable it to advise the Ministry not just on all existing surveys and data sets, but also &#8211;\n<ul>\n<li>Identify areas where data gaps exist,<\/li>\n<li>Suggest ways to fill them and carry out pilot surveys and<\/li>\n<li>Studies to finetune new approaches for capturing better data.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The new committee<\/strong> is also half the size of the 28-member panel that was reviewing economic data.<\/li>\n<\/ul>\n<figure class=\"media\">\n<div data-oembed-url=\"https:\/\/www.youtube.com\/watch?v=dVqOD0lh1vw\">\n<div><iframe src=\"https:\/\/www.youtube.com\/embed\/dVqOD0lh1vw\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<\/div>\n<\/figure>\n<p>&nbsp;<\/p>\n<h2><strong>How can the SCoS Bridge the Trust Deficit surrounding Official Data?<\/strong><\/h2>\n<ul>\n<li>Traditionally, the NSO used to appoint committees to advise on design and methodology for Surveys.\n<ul>\n<li><strong>However, the new panel explores the availability of administrative statistics<\/strong> that can be useful for surveys and generating more data.<\/li>\n<\/ul>\n<\/li>\n<li>The new panel is<strong> expected to help address issues raised from time to time<\/strong> on the results and methodology of surveys.<\/li>\n<li>With survey design and features evolving, <strong>the panel can seek to sensitise data users about the nuances involved to ensure better interpretation of the numbers<\/strong>.<\/li>\n<li>Most importantly, the SCoS [whose official data will be assessed by the independent NSC, to check whether it is fit for release\/ not] <strong>must seek to rebuild the credibility of India\u2019s statistics.<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>\u00a0Q1) What are standing committees of Parliament?<\/strong><\/h3>\n<p>The Standing Committees are permanent, which are constituted every year or periodically and work on a continuous basis. These can be classified into six categories &#8211; Financial Committee, Departmental Standing Committees, etc.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<h3><strong>Q2) What is the Employees&#8217; Provident Fund (EPF) scheme?<\/strong><\/h3>\n<p>EPF is the main scheme under the Employees&#8217; Provident Funds and Miscellaneous Provisions Act, 1952.
