


{"id":37097,"date":"2023-09-05T02:29:16","date_gmt":"2023-09-04T20:59:16","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=37097"},"modified":"2025-04-22T10:57:06","modified_gmt":"2025-04-22T05:27:06","slug":"import-management-system","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/import-management-system\/","title":{"rendered":"Import Management System"},"content":{"rendered":"<h3><strong>What\u2019s in Today\u2019s Article?<\/strong><\/h3>\n<ul>\n<li><strong>Why in News?<\/strong><\/li>\n<li><strong>Background<\/strong><\/li>\n<li><strong>Government\u2019s Plans of Introducing \u201cImport Management System\u201d<\/strong><\/li>\n<li><strong>National Security Directive on Telecommunication Sector<\/strong><\/li>\n<li><strong>Reasons Behind the Introduction of Import Management System<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>On 3<sup>rd<\/sup> August, the Union Government had imposed restrictions on import of laptops, tablets and similar electronic goods.<\/li>\n<li>This import restriction will come into effect from 1<sup>st<\/sup> November, 2023.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Background:<\/strong><\/h2>\n<ul>\n<li>On 3<sup>rd<\/sup> August, the Union Government imposed restrictions on import of laptops, tablets, all-in-one personal computers and ultra-small computers and servers with immediate effect.<\/li>\n<li>However, this decision was later suspended till 1<sup>st<\/sup> November, 2023.<\/li>\n<li>The Directorate General of Foreign Trade (DGFT) had to suspend the implementation as custom officials stationed at ports started holding up shipments of the specified electronic items.<\/li>\n<li>The issue has also come up in meetings between US and Indian officials after American companies including <strong>Apple<\/strong>, <strong>Dell<\/strong>, and <strong>HP<\/strong> urged the US government to ask Indian government to reconsider its policy.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Government\u2019s Plan to Introduce Import Management System<\/strong><\/h2>\n<ul>\n<li>The Union government is conducting consultations on a new system through which it aims to monitor the sources from which IT hardware is being imported.<\/li>\n<li>Through a system known as \u201c<strong>Import Management System<\/strong>\u201d, the government will monitor the sources from which IT hardware is being imported.<\/li>\n<li>After the introduction of this system, finished IT hardware such as laptops, personal computers and servers can only be imported from \u201c<strong>trusted geographies<\/strong>\u201d.<\/li>\n<li>Beyond laptops, personal computers and servers, the directive could be applied on a large range of finished IT hardware equipment including 5G sensors, which are predominantly being imported from China.<\/li>\n<li>The Import Management System is currently in draft stage. Once finalised, it is expected to replace the licensing requirement.<\/li>\n<li>There is precedence to this idea of allowing imports only from trusted sources.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>National Security Directive on Telecommunication Sector:<\/strong><\/h2>\n<ul>\n<li>In June 2021, the Central government launched the \u2018trusted telecom portal\u2019 and signaled the implementation of the <strong>National Security Directive on Telecommunication Sector<\/strong> (NSDTS).<\/li>\n<li>Under the directive, telecom companies are mandatorily required to connect in their networks only those new devices which are designated as \u201ctrusted products\u201d from \u201ctrusted sources\u201d.<\/li>\n<li>Post the 5G spectrum auction last year, operators like <strong>Reliance Jio<\/strong> and <strong>Bharti Airtel<\/strong> have signed agreements with companies like <strong>Ericsson<\/strong> and <strong>Samsung<\/strong>, excluding Chinese majors <strong>Huawei<\/strong> and <strong>ZTE<\/strong>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Reasons Behind the Introduction of Import Management System:<\/strong><\/h2>\n<p><strong><img decoding=\"async\" src=\"https:\/\/vajiramandravi.s3.us-east-1.amazonaws.com\/media\/editor_images\/2023\/9\/5\/13\/12\/8\/64f6dbd0c2f5ab05bdcf1a89_OI.PNG\" \/><\/strong><\/p>\n<ul>\n<li><strong>China Factor \u2013<\/strong>\n<ul>\n<li>Data released by the Ministry of Commerce and Industry gives us a broad picture of India\u2019s dependence on China with regard to the import of electronic goods such as laptops, computers etc.<\/li>\n<li>Indeed, India\u2019s imports of the aforementioned class of electronic goods have been steadily rising.<\/li>\n<li><u>Whereas in 2019-20, India\u2019s imports of electronic goods stood at $5.3 billion, that figure climbed to $10.3 billion in 2021-22, before declining slightly to hit $8.7 billion in 2022-23<\/u>.<\/li>\n<li>Given this fact, a rise in indigenous manufacturing would not only help India reduce its dependence on its diplomatic and business rival but would also help indigenous manufacturers expand their footprint globally.<\/li>\n<li>The <strong>introduction of Import Management System could force IT hardware companies to establish new supply chains, as China is unlikely to be classified as a trusted geography<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Security Factor \u2013<\/strong>\n<ul>\n<li>Another factor behind the restrictions imposed on this class of electronic goods is concerns about \u2018security\u2019.<\/li>\n<li>The restrictions may have been brought in to <strong>guard against electronic hardware coming in with \u201cin-built security loopholes that may potentially endanger sensitive personal and enterprise data\u201d<\/strong>.<\/li>\n<li>Across the world, many red flags have been raised about cybersecurity with regard to Chinese-manufactured electronics.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>Q1) What is the role of DGFT?<\/strong><\/h3>\n<p>This Directorate, with headquarters at New Delhi, is responsible for formulating and implementing the Foreign Trade Policy with the main objective of promoting India&#8217;s exports.
