A Blueprint for India<\/strong><\/li>\n<li><strong>Shift in India\u2019s own Position on Regulating AI<\/strong><\/li>\n<li><strong>Highlights of the PM Address at the B20<\/strong><\/li>\n<\/ul>\n<h2>\u00a0<\/h2>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>With the G20 Summit on the corner, the Indian PM\u2019s call for a global framework on expansion of \u201cethical\u201d artificial intelligence (AI) tools aims at taking a leadership position on the need for regulating sectors such as AI and cryptocurrencies.<\/li>\n<li>The PM was speaking at the<strong>\u00a0Business 20 (B20)<\/strong>\u00a0Summit organised by the Confederation of Indian Industries (CII), ahead of the G20 Summit next month.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Responsible AI for All:<\/strong><\/h2>\n<ul>\n<li>In 2018, NITI Aayog released the\u00a0<strong>National Strategy on Artificial Intelligence (NSAI)<\/strong>, highlighting the roadmap to adopt AI in five public sectors in a manner that is safe and dispenses benefits to all citizens.<\/li>\n<li>The strategy document coined the<strong>\u00a0\u201cAI for All\u201d mantra<\/strong>, to be the governing benchmark for future AI design, development, and deployment in India.\n<ul>\n<li><strong>A part of this strategy was to ensure the safe and responsible use of AI.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>As a follow-up to NSAI,\u00a0<strong>the NITI Aayog\u00a0<\/strong>identified principles (RAI principles) for responsible design, development, and deployment of AI in India, and set out enforcement mechanisms to operationalise these principles.<\/li>\n<li>As the next step\u00a0<strong>7 principles<\/strong>\u00a0were formulated:\n<ul>\n<li>Safety and reliability,<\/li>\n<li>Inclusivity and non-discrimination,<\/li>\n<li>Equality, privacy and security,<\/li>\n<li>Transparency,<\/li>\n<li>Accountability,<\/li>\n<li>Protection and<\/li>\n<li>Reinforcement of positive human values were identified to determine the efficacy of the approach recommended and identify challenges.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Governing AI &#8211; A Blueprint for India:<\/strong><\/h2>\n<ul>\n<li>India is experiencing\u00a0<strong>a significant technological transformation<\/strong>\u00a0that presents a tremendous opportunity to leverage innovation for economic growth.<\/li>\n<li>Policymakers across jurisdictions have stepped up regulatory scrutiny of generative AI tools, prompted by Chat GPT\u2019s explosive launch.<\/li>\n<li>The concerns being flagged fall into three broad heads:\u00a0<strong>privacy, system bias and violation of intellectual property rights.<\/strong><\/li>\n<li>In this backdrop, Tech major\u00a0<strong>Microsoft<\/strong>\u00a0(which has a stake in OpenAI) had recently floated a blueprint for AI governance in India titled \u201c<strong>Governing AI: A Blueprint for India<\/strong>\u201d.<\/li>\n<li>This paper offers some of our<strong>\u00a0ideas and suggestions<\/strong>\u00a0as a company, placed in the Indian context.<\/li>\n<li>The paper proposed\u00a0<strong>regulations prescribing safety and security requirements<\/strong>, with post-deployment safety and security\u00a0<strong>monitoring and protection.<\/strong><\/li>\n<li>Microsoft has offered to share its \u201c<strong>specialised knowledge<\/strong>\u201d about advanced AI models to help the government define the regulatory threshold.<\/li>\n<\/ul>\n<figure class=\"media\">\n<div data-oembed-url=\"https:\/\/www.youtube.com\/watch?v=vTyDdd4eabU\">\n<div><iframe src=\"https:\/\/www.youtube.com\/embed\/vTyDdd4eabU\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div>\n<\/div>\n<\/figure>\n<p>&nbsp;<\/p>\n<h2><strong>Shift in India\u2019s own Position on Regulating AI:<\/strong><\/h2>\n<ul>\n<li>Recently, the Ministry of Electronics and IT (MietY) had said that it is\u00a0<strong>not considering any law to regulate the AI sector.<\/strong>\n<ul>\n<li>The MeitY admitted that though AI had ethical concerns and associated risks,\u00a0<strong>it had proven to be an enabler of the digital and innovation ecosystem.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>The PM\u2019s address at the B20<strong>\u00a0shows a shift in New Delhi\u2019s own position<\/strong>\u00a0&#8211; from not considering any legal intervention on regulating AI in the country\u00a0<u>to moving in the direction of formulating regulations based on a\u00a0<\/u><strong><u>\u201crisk-based, user-harm\u201d approach<\/u>.<\/strong><\/li>\n<li>Part of this shift was reflected in a TRAI\u2019s consultation paper, which said that the Centre should set up a\u00a0<strong>domestic statutory authority to regulate AI in India\u00a0<\/strong>through the lens of a \u201crisk-based framework\u201d.<\/li>\n<li><strong>TRAI also called for collaborations with international agencies<\/strong>\u00a0and governments of other countries for forming a global agency (with regulatory oversight) for the \u201cresponsible\/ ethical use\u201d of AI.\n<ul>\n<li>The TRAI\u2019s recommendation is broadly in line with an approach enunciated by\u00a0<strong>Sam Altman<\/strong>, the founder of OpenAI (the company behind ChatGPT).<\/li>\n<li>He had called for\u00a0<strong>an international regulatory body for AI<\/strong>, akin to that overseeing nuclear non-proliferation.<\/li>\n<\/ul>\n<\/li>\n<li>This also comes amid indications that Centre is looking to introduce the\u00a0<strong>Digital India Bill<\/strong>\u00a0that is expected to replace the Information Technology (IT) Act, 2000.\n<ul>\n<li><strong>The Bill draws a clear distinction<\/strong>\u00a0between different types of online intermediaries, including AI-based platforms, and issues specific regulations for each of these intermediaries.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h2><strong>Highlights of the PM Address at the B20:<\/strong><\/h2>\n<ul>\n<li><strong>The PM called for a global framework<\/strong>\u00a0to ensure the ethical use of AI as he flagged challenges of skilling and reskilling, and algorithmic bias and its impact on society.<\/li>\n<li><strong>Global business communities and governments\u00a0<\/strong>have to ensure the expansion of ethical AI across different sectors.<\/li>\n<li><strong>Emphasising the need to deepen mutual trust and cooperation<\/strong>\u00a0between countries, he called for a similar, integrated approach to deal with issues related to cryptocurrencies.<\/li>\n<li><strong>He cited the examples of the aviation and financial sectors<\/strong>\u00a0which have seen global coordination.<\/li>\n<li><strong>Cautioning against a \u201cself-centric\u201d approach<\/strong>, he said that if businesses and governments don\u2019t shoulder global responsibility, it could result in a \u201c<strong>new colonial model<\/strong>\u201d.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3><strong>Q1) What is Business 20 (B20)?<\/strong><\/h3>\n<p>The Business 20 (B20) is the official G20 dialogue forum with the global business community.
