


{"id":39334,"date":"2024-01-29T01:09:22","date_gmt":"2024-01-28T19:39:22","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=39334"},"modified":"2025-10-15T14:23:59","modified_gmt":"2025-10-15T08:53:59","slug":"europe-ai-innovation-plan","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/europe-ai-innovation-plan\/","title":{"rendered":"Europe\u2019s AI Innovation Plan"},"content":{"rendered":"<h2>What\u2019s in today\u2019s article?<\/h2>\n<ul>\n<li>Why in news?<\/li>\n<li>What is Europe\u2019s AI innovation plan?<\/li>\n<li>Why is the EU especially focusing on AI innovation?<\/li>\n<li>How is the EU\u2019s plan similar to India\u2019s?<\/li>\n<\/ul>\n<h2>Why in news?<\/h2>\n<ul>\n<li>To address worries that Europe might be putting too many regulations on artificial intelligence (AI), the European Commission has introduced a set of rules.<\/li>\n<li>These rules aim to help start-ups and other businesses get access to hardware like supercomputers and computing power and allows them to create large-scale AI models.\u00a0<\/li>\n<li>This move comes after the political agreement reached in December 2023 on the EU AI Act, which is the first-ever comprehensive law on AI in the world.\u00a0<\/li>\n<li>The goal of this law is to encourage the development, deployment, and use of trustworthy AI in the European Union (EU).<\/li>\n<\/ul>\n<h2>What is Europe\u2019s AI Innovation Plan?<\/h2>\n<ul>\n<li>The European Commission has launched a package of measures to support European startups and small businesses in the development of trustworthy AI.<\/li>\n<li>The plan includes:\n<ul>\n<li>Acquiring, upgrading and operating AI-dedicated <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/supercomputer\/\" target=\"_blank\" rel=\"noopener noreferrer\" target=\"_blank\">supercomputers<\/a> to enable fast machine learning and training of large general-purpose AI (GPAI) models.\n<ul>\n<li><strong>GPAI models<\/strong> are AI systems that can perform a wide range of tasks.\u00a0<\/li>\n<li>They can be applied to many different tasks in various fields, often without substantial modification and fine-tuning.<\/li>\n<\/ul>\n<\/li>\n<li>Facilitating access to the AI dedicated supercomputers, contributing to the widening of the use of AI to a large number of public and private users, including start-ups and SMEs.<\/li>\n<li>Supporting the AI startup and research ecosystem in algorithmic development, testing evaluation and validation of large-scale AI models.<\/li>\n<li>Enabling the development of a variety of emerging AI applications based on GPAI models.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>Why is the EU especially focusing on AI Innovation?<\/h2>\n<ul>\n<li><strong>Overregulating AI<\/strong>\n<ul>\n<li>The most visible innovation in AI so far has been led by American companies, especially OpenAI and Google.<\/li>\n<li>Europe has so far regulated technologies from a human-rights-first approach.<\/li>\n<li>However, it was being accused by the industry of yet again regulating AI even before it has spread across the continent in a meaningful way.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Criticism of AI Act of December 2023<\/strong>\n<ul>\n<li>Last year, the European Commission agreed to implement an AI Act, but it has faced criticism.\u00a0<\/li>\n<li>The law sets rules for using AI in the EU, including clear guidelines for law enforcement agencies. Consumers can complain about any misuse of AI.\u00a0<\/li>\n<li>The Act also limits facial recognition technology and the use of AI to control people&#8217;s behaviour.\u00a0<\/li>\n<li>Companies that break the rules will face strict penalties.<\/li>\n<li>Governments can only use real-time biometric surveillance in public areas only when there are serious threats involved, such as terrorist attacks.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>How is the EU\u2019s plan similar to India\u2019s?<\/h2>\n<ul>\n<li>As part of the programme being developed by India, the government wants to:\n<ul>\n<li><strong>develop its own sovereign AI<\/strong>,\u00a0<\/li>\n<li>build computational capacity in the country, and\u00a0<\/li>\n<li>offer compute-as-a-service to India\u2019s startups.<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>capacity building<\/strong> will be done both within the government and through a public-private partnership model.\n<ul>\n<li>This highlights New Delhi\u2019s intention to reap dividends of the impending AI boom which it envisions will be a crucial economic driver.<\/li>\n<\/ul>\n<\/li>\n<li>In total, India is looking to build a <strong>compute capacity<\/strong> of:\u00a0\n<ul>\n<li>anywhere between 10,000 GPUs (graphic processing units) and 30,000 GPUs under the PPP model, and\u00a0<\/li>\n<li>an additional 1,000-2,000 GPUs through the PSU Centre for Development of Advanced Computing (C-DAC).<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>government is exploring various incentive structures<\/strong> for private companies to set up computing centres in the country.<\/li>\n<li>This includes:\u00a0\n<ul>\n<li>a capital expenditure subsidy model which has been employed under the semiconductor scheme, a model where companies can be incentivised depending on their operational expenses; or\u00a0<\/li>\n<li>offering them a usage fee.<\/li>\n<\/ul>\n<\/li>\n<li>The government\u2019s idea is to create a <strong>digital public infrastructure (DPI)<\/strong> out of the GPU assembly it sets up so that startups can utilise its computational capacity for a fraction of the cost.\n<ul>\n<li>The startups will not need to invest in GPUs which are often the biggest cost centre of such operations.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1) What is a graphics processing unit (GPU)?<\/h3>\n<p>A graphics processing unit (GPU) is an electronic circuit that can perform mathematical calculations at high speed.
