


{"id":4002,"date":"2023-03-10T04:29:24","date_gmt":"2023-03-09T22:59:24","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=4002"},"modified":"2025-03-26T21:02:34","modified_gmt":"2025-03-26T15:32:34","slug":"deputy-speaker-of-lok-sabha","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/deputy-speaker-of-lok-sabha\/","title":{"rendered":"Deputy Speaker of Lok Sabha"},"content":{"rendered":"<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>Parliament has been functioning without a deputy speaker, a post usually held by the main Opposition party, for nearly four years.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><strong>About Deputy Speaker:<\/strong><\/h3>\n<ul>\n<li><strong>History:<\/strong>\n<ul>\n<li>The institutions of Speaker and Deputy Speaker <strong>originated in India in 1921<\/strong> <strong>under<\/strong> the provisions of the <strong>Government of India Act of 1919<\/strong> (Montague-Chelmsford Reforms).<\/li>\n<li>In <strong>1921<\/strong>, <strong>Frederick Whyte<\/strong> and <strong>Sachidanand Sinha<\/strong> were <strong>appointed<\/strong> by the Governor-General of India as the <strong>first Speaker<\/strong> and the <strong>first Deputy Speaker<\/strong> (respectively) <strong>of the Central Legislative Assembly<\/strong>.<\/li>\n<li>At that time, the Speaker and the Deputy Speaker were <strong>called<\/strong> <strong>the President<\/strong> and <strong>Deputy President<\/strong>, respectively, and the same <strong>nomenclature continued till 1947.<\/strong><\/li>\n<li><strong>V. Mavalankar<\/strong> <strong>and Ananthasayanam Ayyangar<\/strong> had the distinction of being the <strong>first Speaker and the first Deputy Speaker<\/strong> (respectively) <strong>of the Lok Sabha.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Constitutional Provision w.r.t. Office of Deputy Speaker:<\/strong>\n<ul>\n<li><strong>Article 93<\/strong> of the Constitution <strong>says that the House<\/strong> of the People (Lok Sabha) <strong>shall choose two members<\/strong> of the House <strong>to be, respectively, Speaker<\/strong> and <strong>Deputy Speaker.<\/strong><\/li>\n<li><strong>The article<\/strong> also says that <strong>when the office<\/strong> of Speaker\/Deputy Speaker <strong>becomes vacant<\/strong>, the <strong>House shall choose another member<\/strong> to be Speaker or Deputy Speaker.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Election of Deputy Speaker:<\/strong>\n<ul>\n<li>Like the Speaker, the <strong>Deputy Speaker is also elected by the Lok Sabha<\/strong> itself <strong>from amongst its members.<\/strong><\/li>\n<li>He is elected <strong>after the election of the Speaker<\/strong> has taken place.<\/li>\n<li><strong>The date of election<\/strong> of the Deputy Speaker is <strong>fixed by the Speaker<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Term of Office:<\/strong>\n<ul>\n<li>Like the Speaker, the <strong>Deputy Speaker remains in the office <\/strong>usually <strong>during the life of the Lok Sabha<\/strong>. However, <strong>he may vacate his office earlier<\/strong> in any of the following <strong>three cases<\/strong>\u00a0\n<ul>\n<li>\u200b\u200b\u200b\u200b\u200b\u200b\u200bif <strong>he ceases to be a member<\/strong> of the Lok Sabha;<\/li>\n<li>if <strong>he resigns<\/strong> <strong>by writing to the Speaker<\/strong>; and<\/li>\n<li>if <strong>he is removed by a resolution<\/strong> passed by a <strong>majority of all the then members<\/strong> of the Lok Sabha. Such a resolution can be moved only after giving <strong>14 days\u2019 advance notice<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Role\/Power of Deputy Speaker:<\/strong>\n<ul>\n<li>The Deputy Speaker <strong>performs the duties of the Speaker\u2019s office<\/strong> <strong>when it is vacant.<\/strong><\/li>\n<li>He also <strong>acts as the Speaker<\/strong> when the <strong>latter is <\/strong>absent from the sitting of the House. In both cases, <strong>he assumes all the powers of the Speaker<\/strong>.<\/li>\n<li><strong>Deputy Speaker is not subordinate to the Speaker<\/strong>.
