How does it Work?<\/li>\n<li>Need for Auditing of EVMs<\/li>\n<li>VVPAT-based Audit of EVMs<\/li>\n<li>Criticism of the ECI<\/li>\n<li>Way Ahead<\/li>\n<\/ul>\n<h2>Background<\/h2>\n<ul>\n<li>The Election Commission of India (ECI) has attracted criticism for reducing the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/voter-verifiable-paper-audit-trail-vvpat\/\" target=\"_blank\">Voter Verified Paper Audit Trail (VVPAT)<\/a> based audit of Electronic Voting Machines (EVMs) to an exercise in tokenism.<\/li>\n<li>Currently, the sample size for auditing the VVPAT accuracy is five polling stations per Assembly Constituency.<\/li>\n<li>The critics argue that this sample size does not conform to the fundamental principles of statistical sampling and leads to high margins of error.<\/li>\n<\/ul>\n<h2>Need for Auditing of EVMs<\/h2>\n<ul>\n<li>A \u2018defective EVM\u2019 is defined as one with a mismatch between the EVM count and the VVPAT\u2019s manual count of voter slips due to EVM malfunction or EVM manipulation.<\/li>\n<li>Unlike industry and trade where a few defectives in the sample may be tolerated, in the context of elections, the <strong>acceptance number will have to be \u2018zero defective EVM\u2019<\/strong>.<\/li>\n<li>In other words, even if there is a single instance of mismatch between the EVM count and VVPAT manual count in the randomly drawn sample of EVMs, the \u2018population\u2019 of EVMs from which the sample was drawn should be \u2018rejected\u2019.<\/li>\n<li>In this case, \u2018rejection\u2019 means non-acceptance of the EVM counts for that \u2018population\u2019 and doing manual counting of VVPAT slips for all the remaining EVMs of that \u2018population\u2019.<\/li>\n<li>In such a scenario, the election result should be declared only on the basis of the VVPAT count.<\/li>\n<\/ul>\n<h2>VVPAT-based Audit of EVMs<\/h2>\n<ul>\n<li>VVPAT-based audit of EVMs involves three essential elements:\n<ul>\n<li>A <strong>clear definition of the \u2018population\u2019 of EVMs<\/strong> from which the statistical sample would be drawn.<\/li>\n<\/ul>\n<\/li>\n<li>It could be all the EVMs deployed in an Assembly constituency, a Parliamentary constituency, a State as a whole, India as a whole, a region (or group of districts) within a State, or any other.<\/li>\n<li>The population size (N) could vary widely depending on how we define the \u2018population\u2019;\n<ul>\n<li><strong>Determination of a statistically correct and administratively viable sample size<\/strong> (n) of EVMs whose VVPAT slips will be hand counted;<\/li>\n<li><strong>Application of the \u2018decision rule\u2019<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li>In the event of a mismatch between the EVM count and the VVPAT count in the chosen sample of \u2018n\u2019 EVMs, the manual counting of VVPAT slips will have to be done for all the remaining (N-n) EVMs forming part of that \u2018population\u2019.<\/li>\n<\/ul>\n<h2>Criticism of the ECI<\/h2>\n<ul>\n<li>The ECI has not specified the \u2018population\u2019 to which its sample size relates.<\/li>\n<li>It has not explained how it arrived at its sample size.<\/li>\n<li>It has also not explained the \u2018next steps\u2019 in the event of a mismatch between the EVM count and the VVPAT count in the chosen sample.<\/li>\n<li>Hence, these 3 key issues have been left vague or unaddressed.<\/li>\n<\/ul>\n<h2>Way Ahead<\/h2>\n<ul>\n<li>\u2018Plateau Effect\u2019 of sample size can be used to divide the bigger States into \u2018regions\u2019 (an integral number of districts) with EVM population sizes of about 5,000 each.<\/li>\n<li>In this case, \u201cEVMs deployed in the region\u201d can be treated as the \u2018population\u2019.<\/li>\n<li>On average, there would be about <strong>20 Assembly constituencies<\/strong> in a region.<\/li>\n<li>For example, U.P with 1,50,000 EVMs can be divided into 30 regions with roughly 5,000 EVMs each.<\/li>\n<li>In the event of a defective EVM turning up, the hand counting of VVPAT slips of the remaining EVMs will be confined to the region.<\/li>\n<li>This option is statistically robust and administratively viable.<\/li>\n<\/ul>\n<p>Meanwhile, the <strong>Supreme Court last week said that petitions seeking 100% verification of VVPAT slips would be taken up soon<\/strong>.<\/p>\n<hr \/>\n<h3>Q1. This is typically either the percentage of registered voters, eligible voters, or all voting-age people.<\/p>\n<h3>Q2.
