from a committee formed by the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/national-testing-agency\/\" target=\"_blank\">National Testing Agency (NTA)<\/a>.<\/li>\n<li>Petitioners argued results for the National Eligibility-cum-Entrance Test, Undergraduate (NEET UG) 2024 examination.<\/li>\n<li><strong>Approximately 2.4 million candidates participated<\/strong> in the NEET UG test held on May 5 across 571 cities, including 14 centers outside India.<\/li>\n<li>The exam sought to fill the <strong>1,08,940 available MBBS seats<\/strong> distributed among more than 700 medical institutions nationwide.<\/li>\n<\/ul>\n<h2>Allegations:<\/h2>\n<ul>\n<li>Post evaluation, there have been complaints about the unusually high number of students (67) who hit the <strong>perfect score of 720\/720<\/strong>.<\/li>\n<li>Also, there are complaints about students who scored <strong>\u201cstatistically impossible\u201d marks<\/strong>, while some cases of <strong>cheating by proxy<\/strong> were also reported.<\/li>\n<li>Other cases pertaining to the <strong>question paper leak<\/strong> are still to be heard by the Supreme Court.\n<ul>\n<li>These charges led to nationwide protests from students and political parties.<\/li>\n<li>Both groups are demanding a fair investigation and a fresh NEET exam, citing concerns about a question paper leak that may have given some students an unfair advantage.<\/li>\n<li>Experts and students argue that the integrity of NEET, designed to regulate medical admissions and ensure quality, was compromised by these reported violations.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>NTA\u2019s Response<\/h2>\n<ul>\n<li>NTA officials attributed the unusually high number of full scores to an &#8220;<strong>easy paper<\/strong>&#8220;.<\/li>\n<li>However, it has formed a four-member committee to investigate the allegations.<\/li>\n<li>The committee found that awarding compensatory marks to 1,563 students created a &#8220;skewed situation.&#8221;<\/li>\n<li>They noted that grace marks should have been limited to attempted questions and recommended canceling the test for these exam&#8217;s large scale, with over 23 lakh students across 4,500 centers in multiple languages, minor issues are expected.<\/li>\n<li>However, after nearly a decade, it&#8217;s reasonable to expect that the exam&#8217;s initial problems should be resolved.<\/li>\n<li>They believe that preventing fraud and ensuring fair administration should be possible for government agencies.<\/li>\n<\/ul>\n<h2>Background<\/h2>\n<ul>\n<li>Two Union ministries, Electronics and Information Technology, and Commerce and Industry, are advocating for relaxed visa regulations for Chinese technicians.<\/li>\n<li>This is due to the rising concerns from the domestic industry about unfulfilled export orders due to visa delays for Chinese technicians.<\/li>\n<li>The problem was highlighted in several forums, including the <strong>Board of Trade<\/strong> (BOT) meeting in January.\n<ul>\n<li>The BOT advises the Commerce and Industry Ministry, with annual meetings attended by central and state government officials, major trade and industry bodies, Export Promotion Councils, and industry associations.<\/li>\n<li>The Department for Promotion of Industry and Internal Trade and the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/meity-startup-hub\/\" target=\"_blank\">Ministry of Electronics and Information Technology (MeitY)<\/a> have reportedly communicated their requests to the Ministry of External Affairs (MEA).<\/li>\n<li>Although the <strong>domestic industry has imported and installed Chinese machinery, it cannot operationalize the plants due to visa issues<\/strong>.<\/li>\n<li>This issue arose after the Galwan clash in 2020.<\/li>\n<li>Since then, efforts to send Indian professionals to China have been ineffective, as <strong>Chinese authorities quickly approve visas for importers but delay those for Indian manufacturers and government officials<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>Domestic Industry\u2019s Dependency on Chinese Machinery<\/h2>\n<ul>\n<li>The productivity of Chinese professionals is of high quality. They can help produce 150 items with the same resources that currently produce 100.<\/li>\n<li>The Chinese technicians usually stay in India only for a year, share the expertise and then return and this is in the interest of our manufacturing.<\/li>\n<li>The domestic industry relies on Chinese professionals because of its significant dependence on China for crucial components in most electrical and electronic segments.<\/li>\n<li>Official data indicates that <strong>out of the nearly $100 billion worth of imports from China, around 60% comprised engineering and electronic items<\/strong>, which are essential for fulfilling India\u2019s export orders.<\/li>\n<li>However, due the strained geopolitical relationship with China, India has implemented strict quality norms to reduce Chinese imports of mass consumption items and intermediate products.<\/li>\n<li>Simultaneously, India is promoting domestic manufacturing through the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/pli\/\" target=\"_blank\">Production Linked Incentive Scheme (PLI)<\/a> in strategic areas.<\/li>\n<\/ul>\n<h2>How Visa Norms Are Different for Chinese Nationals?<\/h2>\n<ul>\n<li>India allows foreign nationals to enter for business activities under \u2018<strong>Employment<\/strong>\u2019 and \u2018<strong>Business<\/strong>\u2019 visa categories.<\/li>\n<li><strong>Employment visas are granted for one year at a time<\/strong> to skilled professionals, while <strong>business visas are valid for five years <\/strong>for those setting up ventures in India.<\/li>\n<li>However, <strong>for Chinese nationals, only single-entry tourist and business visas valid for up to three months are issued, with other visa types requiring prior clearance<\/strong>.<\/li>\n<li>Additionally, employment visas are not granted for jobs that qualified Indians can perform.<\/li>\n<li>Industry sources noted that while the government permits limited entry of Chinese professionals under Production Linked Incentive (PLI) schemes, <strong>many manufacturers are forced to relocate operations to countries like Bangladesh, where there are no such restrictions<\/strong>.<\/li>\n<\/ul>\n<h2>FDI Restrictions on China<\/h2>\n<ul>\n<li>Following the Galwan clash in 2020, the Indian government implemented measures to reduce Chinese influence on its economy.<\/li>\n<li>A significant change was made to the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/what-is-foreign-direct-investment\/\" target=\"_blank\">Foreign Direct Investment (FDI)<\/a> policy through Press Note 3 (PN3), which <strong>mandated that investments from countries sharing land borders with India be approved through the government route<\/strong>.<\/li>\n<li>Official data shows that, <strong>since the PN3 modification in April 2020, India had approved only about a quarter of the 435 FDI applications from China by June of the previous year<\/strong>.<\/li>\n<li>Despite this, China&#8217;s contribution to India&#8217;s total FDI equity inflows is minimal.<\/li>\n<li>From April 2000 to December 2021, China ranked 20th, with a mere 0.43% share, amounting to $2.45 billion, of the total FDI equity inflow into India.<\/li>\n<\/ul>\n<h2>Domestic Industry\u2019s Request to the Union Government<\/h2>\n<ul>\n<li>Industry representatives have indicated that visa approval delays are negatively impacting the manufacturing sector, including the leather industry, which is increasingly shifting to sports footwear.<\/li>\n<li>Industry members have requested MeitY and the Commerce Ministry to allow Chinese professionals only for specific companies importing their products.<\/li>\n<li>The industry acknowledges the government\u2019s concerns.
