{"id":41203,"date":"2024-06-10T10:59:04","date_gmt":"2024-06-10T05:29:04","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=41203"},"modified":"2025-10-07T15:20:42","modified_gmt":"2025-10-07T09:50:42","slug":"issues-faced-by-the-ap-post-bifurcation","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/issues-faced-by-the-ap-post-bifurcation\/","title":{"rendered":"Issues Faced by the AP Post-Bifurcation"},"content":{"rendered":"<h2>What\u2019s in today\u2019s article?<\/h2>\n<ul>\n<li>Why in News?<\/li>\n<li>Issues Faced by the AP Post-Bifurcation<\/li>\n<li>What Needs to be Done?<\/li>\n<\/ul>\n<h2>Why in News?<\/h2>\n<ul>\n<li>Several issues relating to the Andhra Pradesh Reorganisation Act 2014 (APRA) remain pending between the two successor states &#8211; Telangana and AP, ten years after their bifurcation.<\/li>\n<li>Political analyses of the TDP&#8217;s kingmaker role in the NDA have focused on Chandrababu Naidu&#8217;s years-long efforts to secure AP&#8217;s Special Category Status.<\/li>\n<\/ul>\n<h2>Issues Faced by the AP Post-Bifurcation:<\/h2>\n<ul>\n<li><strong>State without a capital:<\/strong>\n<ul>\n<li>According to the Andhra Pradesh Reorganisation Act 2014,<strong>Hyderabad would be the common capital <\/strong>of AP and Telangana until June 2, 2024.<\/li>\n<li>While a few office spaces, an interim Secretariat, and a High Court have been established, <strong>successive governments have not been able to make Amaravati the capital.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>State has not made rapid strides in terms of economic development:<\/strong>\n<ul>\n<li>The economy of the State has not improved compared to States such as Maharashtra and Gujarat.<\/li>\n<li>Apart from Kia Motors in Anantapur, reportedly no other major players have ventured into Andhra Pradesh.\u00a0<\/li>\n<\/ul>\n<\/li>\n<li><strong>Major projects remain unrealised dreams: <\/strong>Major projects such as the <strong>Polavaram <\/strong>project, the Kadapa Steel Plant, and the South Coast Railway Zone in Visakhapatnam are delayed as they are <strong>not technically and economically feasible.<\/strong><\/li>\n<li><strong>High revenue deficit:<\/strong>\n<ul>\n<li>The Reorganisation Act mandated the Union government to lend support to AP for its resource gap for 2014-15.<\/li>\n<li>The revenue deficit was estimated by the State government at \u20b916,078 crore, however it was reduced to \u20b93,979.50 crore by the Union government.<\/li>\n<li><strong>The revenue deficit touched \u20b931,479.88 crore by March 2024<\/strong> (preliminary estimates).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Unresolved issues AP and Telangana:<\/strong>\n<ul>\n<li><strong>The division of various institutions and corporations<\/strong>, listed in the Reorganisation Act, has not been completed due to a lack of consensus.<\/li>\n<li><strong>Assets belonging<\/strong> to nearly 245 institutions (worth about \u20b91.42 lakh crore) mentioned in the Reorganisation Act, are yet to be divided between the two States.<\/li>\n<\/ul>\n<\/li>\n<li><strong>The people of AP attached to Hyderabad emotionally and economically:<\/strong>\n<ul>\n<li>The people of Andhra continue to rely on Hyderabad for health and educational facilities.<\/li>\n<li>Policymakers and bureaucrats are not in Hyderabad, but they are still connected to the city emotionally.<\/li>\n<li>This could be one of the reasons for the tardy progress in Andhra Pradesh.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>What Needs to be Done?<\/h2>\n<ul>\n<li><strong>Establishing a capital in the State:<\/strong>\n<ul>\n<li>The YSRCP put forth the idea of three capitals, but this may not be easy and may run into legal issues.<\/li>\n<li>Similarly, a grandiose capital, as planned by the TDP, will have fiscal problems if the various welfare schemes promised in the manifestos are implemented.<\/li>\n<li>To win investors\u2019 confidence, <strong>the government has to develop a capital with the resources it has now.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>The development of infrastructural facilities: <\/strong>This will give a big boost to the industry and service sector. As the Union government is <strong>prioritising port-led development<\/strong>, AP can look for a bigger share in the pie given its coastal advantage.<\/li>\n<li><strong>Pending issues with Telangana need to be resolved:<\/strong>\n<ul>\n<li>Telangana must pay \u20b96,756 crore to AP for the supply of power post-bifurcation (from June 2, 2014, to June 10, 2017).<\/li>\n<li><strong>The river management boards<\/strong> which were supposed to be set up in AP should be shifted to the State from Hyderabad.<\/li>\n<li><strong>Courts must adjudicate pending disputes<\/strong>, which includes division of the AP State Financial Corporation\u2019s assets, sharing of Krishna and Godavari waters, etc., <strong>on a priority basis<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Discussion on Special Category Status to AP:<\/strong> This would make up for the revenue losses incurred by the AP following the split of the united state in 2014.<\/p>\n<hr \/>\n<h3>Q.1.
