{"id":41244,"date":"2024-06-19T07:06:00","date_gmt":"2024-06-19T01:36:00","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=41244"},"modified":"2025-10-14T11:11:43","modified_gmt":"2025-10-14T05:41:43","slug":"indias-first-joint-doctrine-for-cyberspance-operations","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/indias-first-joint-doctrine-for-cyberspance-operations\/","title":{"rendered":"India\u2019s First Joint Doctrine for Cyberspace Operations"},"content":{"rendered":"<h2>What\u2019s in today\u2019s article?<\/h2>\n<ul>\n<li>Why in News?<\/li>\n<li>What is Cyber Warfare?<\/li>\n<li>Vulnerability of India to Cyber Attacks and its Cyber Security Challenges:<\/li>\n<li>Cyber Security Measures Taken by the Indian Government<\/li>\n<li>India\u2019s First Joint Doctrine for Cyberspace Operations<\/li>\n<\/ul>\n<h2>Why in News?<\/h2>\n<ul>\n<li>The\u00a0<a href=\"https:\/\/vajiramandravi.com\/current-affairs\/chief-of-defence-staff-cds\/\" target=\"_blank\"><u>Chief of Defence Staff<\/u><\/a> General Anil Chauhan released India\u2019s first joint doctrine for cyberspace operations, acknowledging that cyberspace has emerged as a crucial and challenging domain in modern warfare.<\/li>\n<\/ul>\n<h2>What is Cyber Warfare?<\/h2>\n<ul>\n<li><strong>Meaning:<\/strong>\n<ul>\n<li><strong>Cyber warfare<\/strong> are actions taken in cyberspace (dynamic and virtual space that connects the different computer systems) by state or non-state actors that\n<ul>\n<li>Either constitute a serious threat to a nation\u2019s security or<\/li>\n<li>Are conducted in response to a perceived threat against a nation\u2019s security.<\/li>\n<\/ul>\n<\/li>\n<li>Unlike territorial limits in the traditional domains of warfare (such as land, sea, and air),\u00a0<strong>cyberspace is a global common and hence has shared sovereignty.<\/strong><\/li>\n<li>Hostile actions in cyberspace\u00a0<strong>can impact the nation\u2019s economy, cohesion, political decision making<\/strong>, and the ability to defend itself.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Types of Cyber warfare:<\/strong>\n<ul>\n<li><strong>Cyber terrorism:\u00a0<\/strong>It can be considered\u00a0<strong>the premeditated use of disruptive activities<\/strong> (against computers and\/or networks), with the intention to cause harm or further social, ideological, religious, political or similar objectives.<\/li>\n<li><strong>Cyber fraud:\u00a0<\/strong>Cyber attacks that are generally aimed at getting monetary or related gains for the perpetrators.<\/li>\n<li><strong>Cyber spying<\/strong>: Cyber attacks aimed at gaining information for the perpetrators.<\/li>\n<li><strong>Cyber stalking or bullying:<\/strong> Cyber attacks which are designed to frightened and intimidate individuals rather than business or Government.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>Vulnerability of India to Cyber Attacks and its Cyber Security Challenges:<\/h2>\n<ul>\n<li><strong>How vulnerable India is to cyber attacks?<\/strong>\n<ul>\n<li><strong>The cyber security threats emanate<\/strong> from a wide variety of sources and manifest themselves in disruptive activities that target individuals, businesses, national infrastructure and Governments alike.<\/li>\n<li><strong>In 2023, India<\/strong> recorded 2,138 weekly cyber attacks per organization, a 15% increase from 2022.<\/li>\n<li>This makes India the\u00a0<strong>second most targeted nation in the Asia Pacific region<\/strong>, after Taiwan.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Cyber security challenges:<\/strong>\n<ul>\n<li><strong>Lack of adequate human resource<\/strong>, infrastructure, R&amp;D and budgetary allocations to tackle the cyber threats.<\/li>\n<li>Threat emerging from servers hosted outside India.<\/li>\n<li>Challenge posed by imported electronics\/IT products.<\/li>\n<li>Upcoming technology viz. Cloud computing, Big data,\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/internet-of-things-iot\/\" target=\"_blank\"><u>Internet of Things<\/u><\/a> (IoT), etc.\u00a0<\/li>\n<li><strong>Balance between Cyber Security and Right to Privacy, etc.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>Cyber Security Measures Taken by the Indian Government:<\/h2>\n<ul>\n<li><strong>The Indian Computer Emergency Response Team (CERT-In):<\/strong> It acts as the central agency for incident response, vulnerability handling, and security management in India&#8217;s cyberspace.<\/li>\n<li><strong>Cyber Surakshit Bharat:<\/strong> It was launched by the MeitY with National Electronic Governance Division (NeGD)\u00a0<strong>to ensure more awareness<\/strong> about the latest cybercrimes and the cybersecurity challenges of India.<\/li>\n<li><strong>Cyber Swachhta Kendra:<\/strong> It provides free tools for malware analysis and helps improve the security of systems and devices.<\/li>\n<li><strong>National Cybersecurity Policy 2013:<\/strong> It provides a framework for creating a secure cyber ecosystem and aims to protect information and other critical infrastructure.<\/li>\n<li><strong>NCIIPC:<\/strong> The National Critical Information Infrastructure Protection Centre (NCIIPC) was established for the\u00a0<strong>protection of critical information infrastructure<\/strong> in the country.<\/li>\n<li><strong>Indian Cyber Crime Coordination Centre (I4C):<\/strong> The Central Government has rolled out a scheme for establishment of I4C to handle issues related to cybercrime in the country in a comprehensive and coordinated manner.<\/li>\n<\/ul>\n<h2>India\u2019s First Joint Doctrine for Cyberspace Operations:<\/h2>\n<ul>\n<li><strong>Background:<\/strong>\n<ul>\n<li><strong>China\u00a0<\/strong>has built major capabilities in the cyberwarfare domain, including cyberweapons to degrade or destroy an adversary&#8217;s military assets and strategic networks.<\/li>\n<li><strong>India has been lagging far behind in this arena<\/strong>, with the government only approving the creation of only a small\u00a0<strong>tri-service Defence Cyber Agency in 2019<\/strong> instead of the full-fledged Cyber Command that the armed forces wanted.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Formulation of a new joint doctrine for cyberspace operations<\/strong>:\n<ul>\n<li>The doctrine comes at a time when the Army is operationalising dedicated specialised units in each of its six operational or regional commands to handle the cyberspace domain.<\/li>\n<li>The doctrine will\u00a0<strong>guide tri-services in planning and conducting cyberspace operations\u00a0<\/strong>in the current complex military operating environment.<\/li>\n<li>It will give impetus to the\u00a0<strong>ongoing process of integration\u00a0<\/strong>being actively pursued by the Army, IAF and Navy.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Significance of the doctrine:\u00a0<\/strong>This doctrine \u2013\n<ul>\n<li>Lays emphasis on understanding military aspects of cyberspace operations,<\/li>\n<li>Provides conceptual guidance to commanders, staff and practitioners in the planning, and conduct of operations in cyberspace, and<\/li>\n<li>Raise awareness of the Indian war fighters at all levels<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h3>Q.1.
