


{"id":41884,"date":"2025-10-27T04:13:07","date_gmt":"2025-10-26T22:43:07","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=41884"},"modified":"2025-10-29T11:06:08","modified_gmt":"2025-10-29T05:36:08","slug":"india-waives-clinical-trials-for-drugs-approved-in-western-markets-impact-on-indian-healthcare","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/india-waives-clinical-trials-for-drugs-approved-in-western-markets-impact-on-indian-healthcare\/","title":{"rendered":"Waiving Clinical Trials for Drugs Approved in Select Countries"},"content":{"rendered":"<h2><strong>What\u2019s in today\u2019s article?<\/strong><\/h2>\n<ul>\n<li>Why in News?<\/li>\n<li>What are Clinical Trials?<\/li>\n<li>Present Situation of Clinical Trials in India<\/li>\n<li>Waiving Clinical Trials in India<\/li>\n<\/ul>\n<h2><strong>Why in News?<\/strong><\/h2>\n<ul>\n<li>The Central government has decided to waive the need for clinical trials in India if the drugs are approved in the US, UK, Japan, Australia, Canada, and EU.<\/li>\n<li>This move could make drugs made outside of India more accessible and affordable in the local market.<\/li>\n<\/ul>\n<h2><strong>What are Clinical Trials?<\/strong><\/h2>\n<ul>\n<li><strong>In a clinical trial<\/strong>, investigators enrol participants who meet certain qualifying criteria, then administer the intervention being tested, and finally measure the outcomes.<\/li>\n<li><strong>Trials can test drugs<\/strong>, medical devices, and even procedures, which should help investigators determine the <strong>safety and efficacy of the intervention<\/strong> to a reasonably high degree of confidence.<\/li>\n<li>In India, the <strong>Indian Council of Medical Research (ICMR)<\/strong> maintains an online public-record system called the <strong>Clinical Trials Registry-India (CRTI)<\/strong>.\n<ul>\n<li>Hosted by the ICMR\u2019s National Institute of Medical Statistics, the CTRI is a free, online public-record system <strong>to register clinical trials<\/strong> being conducted in India.<\/li>\n<li>It was launched in <strong>2007 <\/strong>for use on a voluntary basis and in <strong>2009<\/strong> the Drug Controller General of India (DCGI) mandated all trials to be registered here.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><strong>Present Situation of Clinical Trials in India:<\/strong><\/h2>\n<ul>\n<li>Several medicines already approved by other regulatory authorities in the US, the UK and the EU are<strong> not immediately available<\/strong> for Indian patients.<\/li>\n<li><strong>This is because of certain regulatory requirements <\/strong>under the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/drugs-and-cosmetics-act-1940\/\" target=\"_blank\" rel=\"noopener noreferrer\" target=\"_blank\"><strong>Drugs and Cosmetics Act<\/strong><\/a> and rules made thereunder.<\/li>\n<li><strong>These include the requirement<\/strong> of conducting a local clinical trial and generating safety and efficacy data before marketing authorisation in India.<\/li>\n<li><strong>This leads to a delay in launching a new or novel medicine<\/strong> in India, which is anywhere between 5-20 years when compared to western markets.<\/li>\n<\/ul>\n<h2><strong>Waiving Clinical Trials in India:<\/strong><\/h2>\n<ul>\n<li><strong>Legal provisions:<\/strong>\n<ul>\n<li>According to an order issued by India\u2019s drug regulatory agency &#8211; <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/central-drugs-standard-control-organization-cdsco\/\" target=\"_blank\" rel=\"noopener noreferrer\" target=\"_blank\">Central Drugs Standard Control Organisation (CDSCO)<\/a>, the Central government has authorised the exemption of local clinical trials for approval of new drugs, \u2018<strong>as per Rule 101<\/strong>\u2019.<\/li>\n<li><strong>The Rule 101 of New Drugs and Clinical Trial Rules 2019 <\/strong>empowers the Central Licensing Authority (with approval of the Central govt) &#8211;\n<ul>\n<li>To specify the name of the countries (from time to time) for considering waiver of local clinical trial for approval of new drugs and<\/li>\n<li>For grant of permission for conduct of clinical trials.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>5 categories of drugs that will be considered under the waiver:<\/strong>\n<ul>\n<li>Orphan drugs for rare diseases,<\/li>\n<li>Gene and cellular therapy products,<\/li>\n<li>New drugs used in pandemic situations,<\/li>\n<li>New drugs used for special defence purposes, and<\/li>\n<li>New drugs having significant therapeutic advances over the current standard care.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Need for the waiver: <\/strong>It has been a long-standing demand of the pharmaceutical companies and health experts for enhanced drug accessibility for patients and for research.<\/li>\n<li><strong>Significance of the waiver for Indian patients:<\/strong>\n<ul>\n<li>This will significantly benefit both domestic and foreign drug manufacturers by <strong>expediting the approval process and facilitating faster access<\/strong> to essential medications for treating diseases like &#8211;\n<ul>\n<li>Cancers, and<\/li>\n<li><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/rare-diseases\/\" target=\"_blank\" rel=\"noopener noreferrer\" target=\"_blank\"><strong>Rare diseases<\/strong><\/a> like Spinal Muscular Atrophy (SMA) and Duchenne Muscular Dystrophy (DMA), and autoimmune conditions.<\/li>\n<\/ul>\n<\/li>\n<li>There will also be a <strong>considerable reduction in the cost<\/strong> of various advanced medicines.<\/li>\n<li>This will <strong>potentially transform <\/strong>both the pharmaceuticals and the healthcare landscape in India by promoting<strong> indigenous innovation and shift from volume to value.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h3><strong>Q.1.
