incentives for implementing land-related reforms in rural and urban areas, and Rs 5,000 crore for creating a Farmers\u2019 Registry during the financial year 2024-25 (FY25).<\/li>\n<li>The funds will be provided under the Scheme for Special Assistance to States for Capital Investment 2024-25.<\/li>\n<\/ul>\n<h2><strong>Promises Related to the Land Reforms Made in the Union Budget 2024-2025:<\/strong><\/h2>\n<ul>\n<li><strong>Land-related reforms in the rural areas:\u00a0<\/strong>These will include &#8211;\n<ul>\n<li>Assignment of unique land parcel identification numbers (ULPIN) or<strong>\u00a0Bhu-Aadhaar\u00a0<\/strong>for all lands,<\/li>\n<li>Digitisation of cadastral maps,<\/li>\n<li>Survey of map subdivisions as per current ownership,<\/li>\n<li>Establishment of land registry, and<\/li>\n<li>Linking to the farmers registry.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Land-related reforms on the urban front:\u00a0<\/strong>These will include &#8211;\n<ul>\n<li>Digitisation of land records with GIS mapping.<\/li>\n<li>Establishing an IT-based system for property record administration, updating, and tax administration.<\/li>\n<li>These will facilitate\u00a0<strong>improving the financial position of urban local bodies<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Implementation of the Digital Public Infrastructure (DPI) in agriculture:<\/strong>\n<ul>\n<li>The Indian government (in partnership with States) will facilitate the implementation of the DPI in agriculture for coverage of farmers and their lands in 3 years.<\/li>\n<li>This programme will include a \u201c<strong>digital survey<\/strong>\u201d of the kharif crop in 400 districts and the land details being brought into a \u201c<strong>land registry<\/strong>\u201d.<\/li>\n<li>These actions will facilitate credit flow and other agricultural services to rural land.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><strong>Significance of Actions on Reforms around Land:<\/strong><\/h2>\n<ul>\n<li>It points towards a\u00a0<strong>recognition that States are the key actors\u00a0<\/strong>on these issues, and that\u00a0<strong>approaches and constraints can vary across States<\/strong>.<\/li>\n<li>Overall better land registries and cadastral maps are key &#8211;\n<ul>\n<li><strong>To understanding land-use around the country<\/strong>,<\/li>\n<li>To enforce building codes, and<\/li>\n<li>To evaluate the risks due to various hazards, including\u00a0<strong>natural disasters.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>Information about land-use and land-use change are also key to understanding India\u2019s\u00a0<strong>emissions inventory.<\/strong><\/li>\n<\/ul>\n<h2><strong>Challenges Towards Implementing Actions on Land Reforms:<\/strong><\/h2>\n<ul>\n<li>India has been trying to develop such land maps since the 1980s, with limited success.<\/li>\n<li>One particular pitfall has been<strong>\u00a0lack of standards<\/strong>.\n<ul>\n<li>These maps have been made by\u00a0<strong>manual digitisation<\/strong>\u00a0and are\u00a0<strong>not properly georeferenced<\/strong>, i.e. the digital data is not mapped to fixed geographical coordinates.<\/li>\n<li>The States have used\u00a0<strong>different mapping projections,<\/strong>\u00a0so maps prepared by one State\u2019s processes are not directly compatible with those of another.<\/li>\n<\/ul>\n<\/li>\n<li>Thus, it is important to develop GIS data standards and interoperability for various end applications first.<\/li>\n<li>These efforts also\u00a0<strong>need technology support and upgrading<\/strong>, while appropriate and enabling institutional arrangements will need to be worked out at state and city levels.<\/li>\n<\/ul>\n<h2><strong>What is the Scheme for Special Assistance to States for Capital Investment 2024-25?<\/strong><\/h2>\n<ul>\n<li>In view of a\u00a0<strong>higher multiplier effect\u00a0<\/strong>of capital expenditure and in order to provide a boost to capital spending by States, the scheme was<strong>\u00a0announced in the Union Budget 2024-25.<\/strong><\/li>\n<li>The scheme (first launched in 2020-21)\u00a0<strong>provides financial assistance to state governments<\/strong>\u00a0in the form of 50-year interest-free loans for capital investment projects.<\/li>\n<li>In 2024-25, the scheme was redesigned with an overall allocation of \u20b91.30 lakh crore, and includes 2 mandatory conditions for the next fiscal year:<\/li>\n<li>With many states tweaking the names of\u00a0<a href=\"https:\/\/vajiramandravi.com\/current-affairs\/centrally-sponsored-scheme\/\" target=\"_blank\">centrally sponsored schemes (CCSs)<\/a>, the Centre has made it mandatory that to avail of the capex loan,\u00a0<strong>states would have to retain the official name of all schemes.<\/strong><\/li>\n<li>The Centre has now mandated that states have to deposit the central share of interest earned in SNA accounts till March 31 (2024), in the Consolidated Fund of India.\n<ul>\n<li><strong>The single nodal agencies (SNA) model<\/strong>\u00a0requires states to notify an SNA for each CSS to receive funds from both the Centre and from state budgets.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h3><strong>Q.1.
