Left Wing Extremism Affected Areas<\/strong> (RCPLWEA) for financial year 2024-25.<\/li>\n<li>Earlier, Union Home Minister Amit Shah announced that Left Wing Extremism will be \u201ccompletely eradicated\u201d in the country before March 2026.<\/li>\n<\/ul>\n<h2><strong>About Road Connectivity Project for Left Wing Extremism Affected Areas<\/strong><\/h2>\n<ul>\n<li>The Union Government&#8217;s Road Connectivity Project for <strong>Left Wing Extremism<\/strong> (LWE) Affected Areas aims <strong>to improve infrastructure in regions impacted by insurgency and extremism<\/strong>.<\/li>\n<li>Launched as part of a broader strategy to foster development and peace, the project focuses on constructing and upgrading roads in the most affected areas.<\/li>\n<li>A separate vertical under the <strong>Pradhan Mantri Gram Sadak Yojana<\/strong> (PMGSY), it is aimed at <strong>providing all-weather road connectivity with culverts and cross-drainage structures in 44 worst-affected LWE districts and adjoining districts in 9 states<\/strong>, which are \u201ccritical from security and communication point of view\u201d.<\/li>\n<li>Under the scheme, the <strong>Centre and states share the expenditure in 60:40 ratio<\/strong> \u2014 same as under PMGSY.<\/li>\n<li>on September 2, the <strong>Ministry of Rural Development<\/strong>, the nodal ministry for the scheme, said the revised \u201cindicative allocation\u201d of funds \u2014 the central share \u2014 has been kept at <strong>\u20b91,000 crore for financial year 2024-25<\/strong>.<\/li>\n<li>This is double the amount allocated earlier.<\/li>\n<\/ul>\n<h2><strong>About Naxalism<\/strong><\/h2>\n<ul>\n<li>The birth of Naxalism is pinpointed to the <strong>Naxalbari<\/strong> uprising in 1967.<\/li>\n<li>Naxalbari, a village in West Bengal that gave its name to the movement, was the site of a peasant revolt, instigated by communist leaders such as <strong>Charu Majumdar<\/strong>, <strong>Kanu Sanyal<\/strong>, and <strong>Jangal Santhal<\/strong> against land owners of the State.<\/li>\n<li>Naxalism is an <strong>extremist ideology<\/strong> which doesn\u2019t believe in the concept of democracy and democratic process.<\/li>\n<li>It is a form of <strong>armed insurgency against the State<\/strong> motivated by Leftist\/Maoist ideologies and thus is also known as Left Wing extremism (LWE) or Maoism.<\/li>\n<\/ul>\n<h2><strong>Ambitions of Naxals<\/strong><\/h2>\n<ul>\n<li>Chinese Communist ideologue and leader <strong>Mao Zedong<\/strong> provided ideological leadership for the Naxalbari movement, advocating that Indian peasants and tribals overthrow the government and upper classes by force.<\/li>\n<li>The objective of their fight was <strong>redistribution of land to working peasants, which was controlled by landlords for generations<\/strong>.<\/li>\n<li>Oppressed population, including tribes and rural Dalits, wanted their share of land which was denied to them for generations.<\/li>\n<li>A large number of urban elites were also attracted to the ideology.<\/li>\n<li>To achieve the same, the Naxals, or the Maoists as they are also known, engaged in a violent uprising against security forces.\u00a0<\/li>\n<li>The early 1970s saw the spread of Naxalism to almost every state in India, barring Western India.<\/li>\n<\/ul>\n<h2><strong>Steps Taken by the Successive Governments to Counter Naxalism<\/strong><\/h2>\n<ul>\n<li>The Government has used various sustainable strategies towards the Maoist insurgency.<\/li>\n<li>The principal strategy used by the government is the \u2018<i><strong>Law and Order Approach<\/strong><\/i>\u2019.<\/li>\n<li><strong>Intelligence and Networking<\/strong>:\n<ul>\n<li>The government has set up Multi-Agency Centre (MAC) at the Central level and State Multi-Agency Centre (SMAC) at the state level.<\/li>\n<li>These centres have proved to be highly effective in Maoist hotbeds.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Deployment of Central Paramilitary Forces<\/strong>:\n<ul>\n<li>The creation of <strong>Central Armed Police Forces<\/strong> (CAPF) to carry out counterinsurgency strategies has been a significant factor to improve the condition.<\/li>\n<\/ul>\n<\/li>\n<li><strong>SAMADHAN<\/strong>:\n<ul>\n<li>In 2017, the Union Government launched SAMADHAN.<\/li>\n<li>The acronym stands for the following:<\/li>\n<\/ul>\n<\/li>\n<li>S \u2013 Smart Leadership, A \u2013 Aggressive Strategy, M \u2013 Motivation and Training, A \u2013 Actionable Intelligence, D -Dashboard Based KPIs (Key Performance Indicators), and KRAs (Key Result Areas), H- Harnessing Technology, A \u2013 Action plan for each theatre and N- No access to Financing.\n<ul>\n<li>This policy aims to hit at critical junctures in the Maoist links.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Ban on the CPI(Maoist) and the UAPA Act, 2009<\/strong>:\n<ul>\n<li>The Union Government in 2009 put a countrywide ban on the <a href=\"https:\/\/vajiramandravi.com\/upsc-daily-current-affairs\/prelims-pointers\/cpi\/\" target=\"_blank\">CPI<\/a>(Maoist).<\/li>\n<li>Apart from this, the government enacted the <strong>Unlawful Activities Prevention Act, 2009<\/strong> to put a check on the activities of the Naxalites
