Jayawardene.<\/li>\n<li>It was an <strong>attempt to resolve Sri Lanka\u2019s ethnic conflict<\/strong> that had aggravated into a full-fledged civil war, between the armed forces and the Liberation Tigers of Tamil Eelam.<\/li>\n<li>The 13th Amendment, <strong>led to the creation of Provincial Councils.<\/strong><\/li>\n<li>It <strong>assured a power sharing arrangement<\/strong> to enable all <strong>nine provinces in the country, <\/strong>including Sinhala majority areas, <strong>to self-govern<\/strong>.<\/li>\n<li><strong>Subjects such as education, health, agriculture, housing, land and police are devolved to the provincial administrations.<\/strong><\/li>\n<li>It <strong>made Tamil one of Sri Lanka\u2019s official languages <\/strong>and English, a link language.<\/li>\n<li>The <strong>amendment has never been fully\u00a0 implemented<\/strong> because of the overriding powers given to the President.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Q1)\u00a0What is India-Sri Lanka Peace Accord of 1987?<\/h3>\n<p>The Indo-Sri Lanka Peace Accord was an accord signed in Colombo on 29 July 1987, between Indian Prime Minister Rajiv Gandhi and Sri Lankan President J. R. Jayewardene.
