These new rules have been released after Telecommunication rules 2023.\u00a0<\/p>\n<h2>Telecom Cybersecurity Rules Key Provisions<\/h2>\n<p><strong>Aim:<\/strong> To enhance the security of India\u2019s communication networks and services through measures such as defined timelines for telecom operators to report security incidents and disclosures.<\/p>\n<ol>\n<li><strong>Definition of Telecommunication Organisation:<\/strong><br \/>\nTelecommunication organisationincludes individuals who provide telecom services, or are involved in establishing, operating, maintaining, or expanding telecom networks, including authorized organisations with proper authorisation.<\/li>\n<li><strong>Data Access to Union Government:<\/strong><br \/>\nThe Telecom Cybersecurity Rules have empowered the central government to access traffic data and other non-content data from telecom organisations to ensure cybersecurity.<\/li>\n<li><strong>Cybersecurity Incident Reporting:<\/strong><br \/>\n<strong>Aa a mandate, <\/strong>telecom companies are compelled to report cybersecurity incidents to the government within six hours of detection, with additional details to follow within 24 hours.<\/li>\n<li><strong>Chief Telecommunications Security Officer:<\/strong>\n<ul>\n<li>Telecom operators should appoint a Chief Telecommunications Security Officer who has to be an Indian citizen and resident.<\/li>\n<li>The officer will be responsible to implement the rules on behalf of the central government.\u00a0<\/li>\n<\/ul>\n<\/li>\n<li><strong>Cybersecurity Policy Adoption:<\/strong><br \/>\nTelecom operators must implement a cybersecurity policy encompassing security safeguards, risk management, training, best practices, and advanced technologies.<\/li>\n<li><strong>IMEI Registration for International Equipment:<\/strong><br \/>\nManufacturers of devices with International Mobile Equipment Identity (IMEI) numbers have to register these numbers with the government before they start selling such devices manufactured in India.<\/li>\n<\/ol>\n<h2>Indian Telecom Sector\u00a0<\/h2>\n<p>India&#8217;s telecom sector is the second largest industry globally, with a user base of <strong>1.19 billion<\/strong>. The country&#8217;s overall tele-density is <strong>84.69%<\/strong>, with <strong>rural tele-density<\/strong> at <strong>58.48%<\/strong> and <strong>urban tele-density<\/strong> at <strong>131.86%<\/strong>.<\/p>\n<p>Over the period, internet subscribers (narrowband + broadband) have exceeded <strong>969 million<\/strong>, with <strong>42%<\/strong> being from rural areas. Average monthly data consumption per wireless user has increased from <strong>61.66 MB<\/strong> in March 2014 to <strong>17.36 GB<\/strong> in March 2023.<\/p>\n<p>The sector&#8217;s exponential growth has been due to the following reasons:<\/p>\n<ul>\n<li>Affordable tariffs<\/li>\n<li>Wider network availability<\/li>\n<li>Expansion of Mobile Number Portability (MNP)<\/li>\n<li>Increasing 3G and 4G coverage<\/li>\n<li>Shifting consumption patterns<\/li>\n<li>Government initiatives to boost domestic telecom manufacturing<\/li>\n<li>A favorable regulatory framework<\/li>\n<\/ul>\n<p>The Indian telecom sector is ranked <strong>4th largest<\/strong> for FDI inflows, and contributes <strong>6%<\/strong> of total FDI, while directly employing <strong>2.2 million<\/strong> people and indirectly supporting <strong>1.8 million<\/strong> jobs.<\/p>\n<h2>Government Initiatives to promote Telecommunication Laws<\/h2>\n<p><strong>Following are the initiatives taken up by Government of India for promote Telecommunication Laws:\u00a0<\/strong><\/p>\n<ul>\n<li><strong>Digital India Programme (2015):<\/strong><\/li>\n<\/ul>\n<p>Digital India Programme focuses on transforming India into a digitally empowered society by providing broadband connectivity to all villages and e-governance promotion.\u00a0<\/p>\n<ul>\n<li><strong>BharatNet:<\/strong><br \/>\nBharat net isaiming to bridge the digital divide between urban and rural regions.\u00a0<\/li>\n<li><strong>Infrastructure Development:\u00a0<\/strong><\/li>\n<\/ul>\n<p>Investments made in the telecom infrastructure including optical fiber networks, fiber networks and mobile towers to improve the quality of service and overall sector growth.\u00a0<\/p>\n<ul>\n<li><strong>Atmanirbhar Bharat :<\/strong><br \/>\nAimed at promoting domestic manufacturing of telecom equipment and components in order to reduce import dependence and strengthen the local telecom industry.<\/li>\n<li><strong>Ease of Doing Business Reforms:<\/strong><br \/>\nStreamlined regulatory processes, reduced paperwork, and digital services have improved business conditions, attracting investments and fostering growth in the telecom sector.<\/li>\n<\/ul>\n<h2>Telecommunication Rules 2024 FAQs<\/h2>\n<p><strong>Q1.
