{"id":46074,"date":"2025-05-02T17:29:53","date_gmt":"2025-05-02T11:59:53","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=46074"},"modified":"2025-05-15T17:35:01","modified_gmt":"2025-05-15T12:05:01","slug":"private-members-bill","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/private-members-bill\/","title":{"rendered":"Private Member\u2019s Bill (PMB)"},"content":{"rendered":"<h2>Private Member\u2019s Bill (PMB) Latest News<\/h2>\n<p>Vice President and Rajya Sabha Chairman Jagdeep Dhankhar recently emphasised that PMBs are \u201cforward-looking\u201d and a \u201cgold mine\u201d for legislative progress.<\/p>\n<h2>About Private Member\u2019s Bill (PMB)<\/h2>\n<ul>\n<li>A\u00a0<strong>Private Member\u2019s Bill (PMB)<\/strong>\u00a0is a\u00a0<strong>legislative proposal introduced by any Member of Parliament (MP)<\/strong>\u00a0who is\u00a0<strong>not a Minister<\/strong>, whether\u00a0<strong>elected or nominated<\/strong>.<\/li>\n<li>The\u00a0<strong>drafting responsibility<\/strong>\u00a0of a PMB lies\u00a0<strong>entirely with the MP<\/strong>\u00a0concerned, not with any Ministry.<\/li>\n<li>For introducing a PMB in Parliament, a\u00a0<strong>notice period of one month<\/strong>\u00a0is required under parliamentary rules.<\/li>\n<li>PMBs often\u00a0<strong>reflect the ideological stance, personal convictions, or public interest concerns<\/strong>\u00a0of the MP, especially those in the\u00a0<strong>Opposition<\/strong>.<\/li>\n<\/ul>\n<h3>Time Allocation for PMBs in Parliament<\/h3>\n<ul>\n<li>In the\u00a0<strong>Lok Sabha<\/strong>, the\u00a0<strong>last two-and-a-half hours of business on every Friday<\/strong>\u00a0are earmarked for the introduction and discussion of PMBs.<\/li>\n<li>In the\u00a0<strong>Rajya Sabha<\/strong>, PMBs are\u00a0<strong>taken up every alternate Friday<\/strong>\u00a0for two-and-a-half hours.<\/li>\n<\/ul>\n<h3>Historical Record and Trends<\/h3>\n<ul>\n<li>Since\u00a0<strong>Independence<\/strong>,\u00a0<strong>only 14 PMBs<\/strong>\u00a0have ever been\u00a0<strong>passed and received Presidential assent<\/strong>, with the\u00a0<strong>last one becoming law in 1970<\/strong>.<\/li>\n<li>In the\u00a0<strong>17th Lok Sabha (2019\u20132024)<\/strong>,\u00a0<strong>729 PMBs<\/strong>\u00a0were introduced in the Lok Sabha and\u00a0<strong>705 in the Rajya Sabha<\/strong>.
