when the Directorate General of Civil Aviation (DGCA) was last audited in November 2022.<\/span><\/li>\n<\/ul>\n<h2><strong>Introduction<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In the wake of the tragic Air India AI-171 crash in Ahmedabad that claimed 241 lives, India\u2019s aviation safety record has come under renewed scrutiny.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, global aviation watchdogs, the <\/span><b>International Civil Aviation Organisation<\/b><span style=\"font-weight: 400;\"> (ICAO) and the <\/span><b>United States Federal Aviation Administration<\/b><span style=\"font-weight: 400;\"> (FAA), have reiterated India\u2019s strong performance in airworthiness and operations.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The ongoing investigation into the accident is being handled in line with international protocols, even as India\u2019s civil aviation safety oversight continues to receive global recognition.<\/span><\/li>\n<\/ul>\n<h2><strong>India\u2019s Global Aviation Safety Ranking<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India, currently the third-largest domestic aviation market after the <\/span><b>US<\/b><span style=\"font-weight: 400;\"> and <\/span><b>China<\/b><span style=\"font-weight: 400;\">, has shown remarkable progress in civil aviation safety over the last decade.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The ICAO, a specialised UN agency responsible for global civil aviation standards, audited India\u2019s Directorate General of Civil Aviation (DGCA) in November 2022 under its Universal Safety Oversight Audit Programme (USOAP).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India received an <\/span><b>Effective Implementation (EI) score of 85.65%<\/b><span style=\"font-weight: 400;\">, significantly up from 69.95% in 2018.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This placed India well above the <\/span><b>global average across all eight audited areas<\/b><span style=\"font-weight: 400;\">, including legislation, organisation, licensing, operations, airworthiness, accident investigation, air navigation services, and aerodromes.<\/span><\/li>\n<\/ul>\n<h2><strong>Performance in Key Parameters<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Two of the most crucial categories under ICAO\u2019s audit, <\/span><b>operations<\/b><span style=\"font-weight: 400;\"> and <\/span><b>airworthiness<\/b><span style=\"font-weight: 400;\">, highlighted India\u2019s strong credentials:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Operations:<\/b><span style=\"font-weight: 400;\"> India scored <\/span><b>94.02%<\/b><span style=\"font-weight: 400;\">, higher than the global average of 72.28%, and surpassing the US (86.51%) and China (90%) in their respective 2024 audits.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Airworthiness:<\/b><span style=\"font-weight: 400;\"> India secured <\/span><b>97.06%<\/b><span style=\"font-weight: 400;\">, well ahead of the US (89.13%) and China (94.83%).<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Such rankings underscore India\u2019s robust regulatory infrastructure in civil aviation, even though the country faces the unique challenges of rapid growth and infrastructure expansion.<\/span><\/li>\n<\/ul>\n<h2><strong>FAA\u2019s Category 1 Safety Assessment<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Federal Aviation Administration (FAA)<\/b><span style=\"font-weight: 400;\"> of the United States, regarded as the foremost global aviation regulator, conducted an audit of the DGCA in October 2021.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It focused on aircraft operations, airworthiness, and personnel licensing. Following successful compliance, India retained the <\/span><b>Category 1 status<\/b><span style=\"font-weight: 400;\"> under the FAA\u2019s International Aviation Safety Assessment (IASA) program.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In April 2023, the FAA formally informed the DGCA that India continues to meet <\/span><b>ICAO\u2019s international safety oversight standards<\/b><span style=\"font-weight: 400;\">, allowing Indian carriers to operate and expand services to the US and codeshare with American Airlines.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This recognition was crucial for India\u2019s aviation ambitions and international credibility.<\/span><\/li>\n<\/ul>\n<h2><strong>Air India AI-171 Crash and Investigative Response<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">On June 13, 2025, Air India flight AI-171 tragically crashed in Ahmedabad, killing all 241 people onboard and causing additional casualties on the ground when it struck a nearby medical college building.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was the <\/span><b>deadliest Indian aviation accident in more than a decade<\/b><span style=\"font-weight: 400;\">, bringing global attention to India\u2019s aviation safety mechanisms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In response, the <\/span><b>Aircraft Accident Investigation Bureau (AAIB)<\/b><span style=\"font-weight: 400;\"> of India initiated a probe aligned with ICAO protocols. Due to the involvement of a US-made Boeing aircraft, the <\/span><b>US National Transportation Safety Board (NTSB)<\/b><span style=\"font-weight: 400;\"> joined the investigation.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>UK\u2019s Air Accidents Investigation Branch (AAIB-UK)<\/b><span style=\"font-weight: 400;\"> is also contributing, given the presence of British citizens among the victims.
