Rural Development has directed states to add QR codes to maintenance display boards on all PMGSY roads to enhance transparency and ease of tracking maintenance details.<\/span><\/p>\n<h2><b>About Prime Minister Gram Sadak Yojana (PMGSY)<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Pradhan Mantri Gram Sadak Yojana (PMGSY) is a rural road development programme launched on December 25, 2000, under the then government led by <\/span><b>Atal Bihari Vajpayee<\/b><span style=\"font-weight: 400;\"> to improve rural connectivity through all-weather roads.<\/span><\/p>\n<h3><b>Phases of PMGSY<\/b><\/h3>\n<ul>\n<li>Phase I (2000): Focused on connecting rural habitations with all-weather roads.<\/li>\n<li>Phase II (2013): Strengthened existing road networks.<\/li>\n<li>RCPLWEA (2016): Special component targeting Left Wing Extremism (LWE)-affected areas.<\/li>\n<li>Phase III (2019): Emphasized consolidation of existing networks.<\/li>\n<li>Phase IV (2024):\n<ul>\n<li>Approved on September 11, 2024.<\/li>\n<li>Aims to connect 25,000 unconnected habitations based on population criteria: 500+ in plains; 250+ in NE\/hill states and special areas; 100+ in LWE-affected areas.<\/li>\n<li>Target: 62,500 km of roads<\/li>\n<li><span style=\"font-weight: 400;\">Timeline: 2024\u201325 to 2028\u201329<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><b>Funding Pattern<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Initially a <\/span><b>Centrally Sponsored Scheme<\/b><span style=\"font-weight: 400;\">, the cost-sharing was revised in <\/span><b>2015\u201316<\/b><span style=\"font-weight: 400;\"> to <\/span><b>60:40<\/b><span style=\"font-weight: 400;\"> between Centre and states (except <\/span><b>NE and Himalayan states<\/b><span style=\"font-weight: 400;\">, which follow a different ratio).<\/span><\/p>\n<h3><b>Achievements So Far (as per the information available on the dashboard)<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Since the scheme was launched, a total road length of 8,36,850 km has been sanctioned, of which 7,81,209 km has been completed.<\/span><\/p>\n<h2><strong>QR Codes on PMGSY Road Maintenance Boards<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The National Rural Infrastructure Development Agency (NRIDA), under the MoRD, has directed all states to install QR codes on PMGSY road maintenance boards.<\/span><\/p>\n<h3><strong>Purpose of QR Codes<\/strong><\/h3>\n<p><b><\/b><span style=\"font-weight: 400;\">The primary objective is to <\/span><span style=\"font-weight: 400;\">gather public feedback on the quality and upkeep<\/span><span style=\"font-weight: 400;\"> of rural roads, which was previously missing in the monitoring process.<\/span><\/p>\n<h3><b>Current Maintenance System: e-MARG<\/b><b><\/b><\/h3>\n<ul>\n<li aria-level=\"1\">\n<p><b><\/b><span style=\"font-size: 17px;\">e-MARG (electronic Maintenance of Rural Roads) is a mobile-cum-web-based e-governance system for tracking maintenance.<\/span><\/p>\n<\/li>\n<li aria-level=\"1\">\n<p><span style=\"font-size: 17px;\">After construction, roads are maintained by the contractor for five years.<\/span><\/p>\n<\/li>\n<li aria-level=\"1\">\n<p><span style=\"font-weight: 400;\">Contractors submit bills on e-MARG for maintenance work.<\/span><\/p>\n<\/li>\n<\/ul>\n<h3><b>Monitoring and Evaluation Process<\/b><\/h3>\n<ul>\n<li><b><\/b><span style=\"font-weight: 400;\">Field engineering staff conduct Routine Inspections (RI).<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Geo-tagged photographs are taken and uploaded.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Performance Evaluation (PE) is based on 12 parameters of routine maintenance.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">State governments are responsible for overall rural road maintenance since it is a state subject<\/span><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h3><b>Role of National Level Monitors (NLMs)<\/b><\/h3>\n<ul>\n<li><b><\/b><span style=\"font-weight: 400;\">NRIDA sends NLMs to inspect road construction quality.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Past NLM reports have highlighted substandard work under PMGSY.<\/span><\/li>\n<\/ul>\n<h3><b>Need for Public Feedback<\/b><\/h3>\n<p><b><\/b><span style=\"font-weight: 400;\">While technical checks exist, no mechanism was in place to capture citizen feedback\u2014a gap that the QR code initiative now aims to fill.<\/span><\/p>\n<h2><strong>Working of New QR Code System<\/strong><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">A dedicated utility in the eMARG platform has been created to generate unique QR codes for each PMGSY road, which will be displayed on the maintenance information boards.<\/span><\/li>\n<li><b>Citizen Engagement Through QR Codes<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Any road user can scan the QR code using a smartphone.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Upon scanning, users can:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" be integrated with the relevant Routine Inspections (RI).<\/span><\/li>\n<li><span style=\"font-weight: 400;\">These inputs will assist in Performance Evaluation (PE) using AI and Machine Learning.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Program implementation units must cross-verify citizen photos before finalising PE marks.<\/span><\/li>\n<\/ul>\n<h3><b>Enhancing Transparency and Accountability<\/b><\/h3>\n<ul>\n<li><span style=\"font-weight: 400;\">The initiative aims to increase public participation in road upkeep.<\/span><\/li>\n<li><span
